Duties and Responsibilities: Collaborating across the DOW to assess strategic implications of policy choices, Department-wide capability trades, warfighting challenges, etc. to better align with the National Defense Strategy. Designing, conducting studies and analyses of mission critical DOW programs. Applying a variety of analytical approaches to solve engineering, mission, and campaign operational challenges in a fast-paced environment. Generating complete and transferrable analytical products and presenting the findings and recommendations to senior leaders and non-technical audiences clearly and concisely. Conducting analysis in a programming or statistical software suite such as R, Python, MATLAB, GAMS. Performing independently and/or acting as a senior analyst in a team setting and serving as a subject matter expert advising senior leaders on methodological or analytical issues. Qualifications: Basic Requirements: A degree in operations research from an accredited college/university; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Desired Skills: Your experience must be relevant and within the past 6 years as your qualifications will be evaluated based on level of knowledge, skills, abilities and/or competencies in the following areas: Quantitative Analytics: Mastery of mathematical reasoning that involves designing, developing, and applying operations research, mathematical, statistical, and/or other scientific research methods. Demonstrated experience in using a range of quantitative analytics (e.g., optimization, simulation) to solve complex problems with innovative solutions. Demonstrated coding experience in a programming or statistical software suite such as R, Python, MATLAB, or GAMS. U.S. Defense Policies and Programs: Knowledge of U.S. defense policies and programs, allied military capabilities, and/or projected threats to U.S. interests. Ability to review DOW planning documents, evaluate Service investment strategies, and prepare comments and fact- based recommendations for changes or improvements. Building Coalitions: Ability to work with and collaborate with individuals across a broad spectrum of internal and external organizational representatives. Demonstrate ability to independently work across organizations, successfully navigate a complex bureaucracy, to share and obtain information, and to influence outcomes. Specialized Experience: You must have at least one year (equivalent to 12 months at 40 hours per week) of demonstrating the duties and competencies for each GS level to qualify: GS-12 Qualifications: Under guidance of senior analysts, applying a range of analytical, mathematical, and/or statistical theories, principles, and practices to plan, coordinate, and execute segments of complex studies to support quantitative analytics; having the ability to communicate effectively and build coalitions OR Ph.D. or equivalent Doctoral Degree. GS-13 Qualifications: Experience in extracting and organizing raw program and/or cost data under general direction from a supervisor or senior analyst, conducting basic mathematical analysis of program information, and assisting in the collection, developmental and implementation of program and/or cost related information. Effectively communicating with senior officials, internal and external colleagues, scientific organizations, and industry stakeholders. GS-14 Qualifications: Broad range of operations research analysis assignments entailing unique problems, creativity, innovative use of quantitative analytic techniques, advanced approaches, and/or new technologies. Utilizes scientific inquiry, independent development of mathematical models and computer programs to evaluate, interpret, and analyze program and/or cost data. GS-15 Qualifications: Leading teams in a teaming environment, performing complex statistical analyses; evaluating large and complex military programs using quantitative analytic techniques; performing complex analyses in the absence of defined goals and outcomes, providing expert consultation and technical expertise to agency senior leaders on studies and analysis, and effectively communicating with senior officials, internal and external colleagues, scientific organizations, and industry stakeholders.     We are looking for a Housing Compliance and Policy Analyst to support our Community and Neighborhoods team. The Housing Stability Division is looking for a Housing Compliance and Policy Analyst. This position supports the City's housing initiatives through specialized work in housing policy, compliance, and data analysis, with a primary focus on tracking housing production, administering impact and incentive programs, and ensuring long-term adherence to affordability requirements. The incumbent will assist in implementing and monitoring affordability covenants, maintaining and auditing deed restrictions, managing fee waivers and housing-related incentives, and overseeing compliance with development and real estate agreements. Key responsibilities include coordinating cross-departmental reviews of housing-related contracts and agreements; supporting long-term monitoring of City-imposed affordability restrictions; and assisting with reporting, public communication, and documentation related to affordable housing and development programs. The position also contributes to data-driven decision-making by collecting, analyzing, and mapping housing data, identifying emerging trends, and supporting the development of policies and programs that expand and preserve affordable housing opportunities. The ideal candidate understands real estate-related documents, including development agreements and affordability covenants, and brings sound judgment, thoughtful input, and a commitment to positive change. Minimum Qualifications: * Bachelor's degree in Public Administration, Political Science, Business Administration, Environmental Studies, or a closely related field plus four (4) years of paid professional experience in project coordination, administrative support, policy initiatives development, research methods, and reporting techniques. Education may be substituted for the experience requirements. Preference will be given to candidates with public sector experience. * Ability to prepare and present project details using complex spreadsheet analysis, graphic presentations, and technical reports to Division Directors, City Administration, and the City Council. * Demonstrated ability to work independently with initiative, self-reliance, and dependability.
