An employee in this class conducts legal research and represents defendants and juveniles in legal proceedings as assigned. The work is performed under the supervision and with the assistance of the Chief Public Defender. Supervision may be exercised over supporting personnel.
*JOB FUNCTIONS: *
Represents criminal defendants and juveniles in delinquency proceedings
Researches the crimes charged to determine elements of the crime, grading and possible recommended sentence;
Interviews new clients, and explains crimes charged and court procedures;
Travels to magisterial district justice courts and represents defendants at preliminary hearings;
Appears at appearance days and preliminary hearings with defendant to enter plea and explains procedures;
Checks information filed against charges on the complaint which were bound over at the preliminary hearings;
Researches, drafts, proof reads, signs and files appropriate Omnibus Pretrial Motions and other notices within time limits;
Negotiates plea agreements/settlements with clients and the Commonwealth;
Answers questions/responds to concerns of clients
Travels to the correctional facilities to consult with clients as needed;
Explains plea and sentencing procedures to defendants;
Researches, drafts, proof reads, signs and files post-sentence motions and post-sentencing motions;
Files appeal (includes legal research, review of file, drafting of legal documents, filing and service); argues appeals before appellate courts;
Develops brief, makes argument and keeps client informed of appeal process;
Drafts, files, and argues bail reduction;
Represents juveniles at phase II, adjudication, detention, disposition and disposition review hearings;
Interviews juveniles and explains juvenile procedures, agreements and disposition to juvenile and juvenile's parents;
Negotiates resolution with probation department, District Attorney's office and police;
Handles involuntary commitment proceedings, interviewing clients, negotiating resolution, conducting legal research and representing at hearing;
Consults with and supervises investigator activities and investigations;
Represents clients at jury and bench trials;
Represents clients at accelerated rehabilitative disposition proceedings and files for expungement of client records;
Attends continuing legal education and trial skills training;
Represents clients at bench warrant hearings and contempt hearings;
Counsels clients relative to mandated substance abuse rehabilitation programs;
Refers clients to voluntary substance abuse and mental health treatment programs;
Represents clients at parole violation hearings;
Refers clients to the Treatment Court;
Substitutes for Chief Public Defender on treatment court committee as needed;
Explains immigration and other collateral consequences of convictions to clients;
Represents clients in Sexually Violent Predator hearings
Performs other duties as assigned
*PHYSICAL REQUIREMENTS:*
Must have the ability to record, convey, and present information, explain procedures, and follow instructions;
Must be able to sit for long periods of time with frequent periods of standing, walking, and occasional twisting, reaching, pulling, and pushing required for obtaining files, doing inspections or other job duties;
Dexterity requirements range from simple to complex movements of fingers/hands, legs/feet, or torso to carry out job duties;
Sedentary work with occasional lifting, 15-20 pounds;
Must be able to pay close attention to detail and concentrate on work.

Under the general supervision of the Area Manager, the Asset Manager is responsible for the comprehensive management, operation, maintenance, and administrative oversight of an assigned portfolio of Philadelphia Housing Authority (“PHA”) public housing developments and/or scattered-site properties. This position provides leadership and supervision to property management, maintenance, and support staff assigned to the portfolio and is accountable for overall portfolio performance, regulatory compliance, financial stewardship, and service delivery outcomes.
The Asset Manager ensures compliance with all applicable federal, state, and local laws and regulations governing public housing, including United States Department of Housing and Urban Development (“HUD”) requirements, Public Housing Management Assessment Program (“PHMAP”) standards, and PHA policies and procedures. The position is responsible for achieving established performance benchmarks related to occupancy, rent collection, unit turn-around, work order completion, lease enforcement, and housing quality standards, while fostering safe, well-maintained, and resident-centered communities.
The salary range for this position is $85,150-$106,447 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.

Minimum education
Bachelor's degree in Business Administration, Human Services, Housing Management, or a related field.

Alternative Qualifications

Promotes positive relationship with residents, resident councils, and community stakeholders.
Develops and supports initiatives designed to enhance resident engagement and overall community quality of life.

Work environment
The work environment for this position varies between in office settings, residential housing developments, and sites undergoing maintenance, rehabilitation, or repair.
This position requires incumbents to be “on call” to respond to emergency situations.

Work is primarily sedentary with regular periods of sitting, standing, and/or walking. Incumbents must also be able to:

POSITION SUMMARY
Under general supervision of the Electric Distribution Supervisor and Lead Lineworkers.
Perform a wide range of electrical repair, maintenance, and installation duties on transmission (69 kV) and distribution (4 & 12 kV) systems and work to safely provide and maintain residential, commercial, and industrial lighting and power requirements.
Duties involve working normally scheduled hours, afterhours in event of emergencies, and scheduled overtime, as well as callout and paid standby duty. Work from orders issued by the Electric Distribution Supervisor or designee. Use plans, diagrams, drawings, maps, electronic devices; work from manufacturer's instructions and manuals; consult with higher supervision as necessary. Advise, assist, and train lower class and fellow lineworkers, ground crews, meter tech, and others. Perform work of all lower class lineworkers.
Use a variety of hand, portable power, specialty, and hydraulic tools and equipment; required to use various safety devices for climbing and performing work. Climb poles and ladders; work on platforms, from free climbing equipment, aerial lift devices, and in sub-grade/confined spaces. Properly operate digger derricks for various tasks including drilling holes, setting poles, and lifting equipment. Perform related work to assist in construction and maintenance at electric substation and generation facilities along with street lights and traffic signals throughout the Borough and surrounding townships.
Duties involve the repair, installation, and maintenance of complicated or complex transformers and hook-ups, feeders, switches, underground primary/secondary, and other electrical service equipment; erect platforms and related construction together with various supports, insulators, and cable; position and connect transformers and other service equipment. Bend, splice, and make all types of cable connections. Regularly work on energized distribution and secondary conductors and components utilizing all standard safety measures. Install and maintain overhead and underground fiber cables whether lashed to messenger or ADSS. Participate in and lead routine safety tailboards and meetings; raise questions and concerns to assure adequate safety plans are in place.
In the event of difficulties or unusual conditions, consult with management, engineers, or others as necessary. Respond to and effectively address all types of emergencies. Safely perform difficult and hazardous work. Report to proper supervision any unusual or extreme conditions. Ensure use of safety devices, utmost caution, and ample protection of work areas for self and fellow crew members, including properly setting up and maintaining work zones to protect and control traffic, the public, and employees safety.
Use and maintain tools and equipment in a prescribed manner and condition. Initiate requests for new tools or replacement of defective tools. Properly account for all materials used on the job to include measuring all wire and cable and reporting footages as needed. MINIMUM QUALIFICATIONS

The Treasurer oversees investment of Borough funds in accordance with the Pennsylvania Borough Code, Act 72, Act 15, and any Borough-adopted investment policy. The Treasurer monitors cash flow, interest earnings, and ensures the security and liquidity of public funds.
