What You'll Do:

General Job Information This position is in the District Department of Transportation (DDOT), Project Delivery Administration, Vision Zero Division. The goal of the District's Vision Zero Division is to provide strategy, support, and analysis of projects and interventions that will eliminate traffic deaths, including roadway design changes, enforcement of critical safety laws, and raising public awareness of behaviors that will ensure safe roadways.
The successful applicant for this position will have a key role in grant-making to community organizations and public agencies through the District's Highway Safety Office (HSO) function, supported by Federal funding through the National Highway Traffic Safety Administration (NHTSA). This includes all programs under Section 402, State and Community Highway Safety Grant Program and Section 405 National Priority Safety Program. The coordinator administers an annual budget of $4 - $7 million dollars which includes grants and contract administration on behalf of DDOT. The successful applicant will also manage a team and contracts to conduct traffic safety work for DDOT.
Duties and Responsibilities
Provides the full range of supervisory services, as required to manage and direct the work efforts of subordinate staff and activities of assigned operations. Plans, schedules, and coordinates work operations. Hires, trains, motivates, and evaluates staff to maximize professional development and productivity. Assigns, directs, adjusts and reviews the work of subordinate employees. Makes staff selections, recommends promotions, provides performance ratings and standards and necessary training, approves/denies leave, and initiates necessary disciplinary action., Explains and gains support from employees regarding management changes, policies, and goals.
Plans, directs, and coordinates a variety of program operations and activities related to division operations and the review of plans, specifications, and cost estimates, etc. Assesses the District's current integration of the Vision Zero mission into all practices including planning, policy making and external affairs. Monitors legislative and advocacy efforts and recommends programmatic strategies in response to develop short- and long-range strategic plans. Participates in and/or leads complex studies, assessments, special projects and comprehensive evaluations to use in decision making and to effectively direct District activities as they relate to mobility safety and Vision Zero.
Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Preferred Requirements: At least one (1) year specialized experience designing and implementing roadway safety projects in an urban environment. Bachelor's Degree in related disciplines preferred. 3+ years of experience supporting highway safety efforts working on behavioral traffic safety issues, grantee support and review, data analysis and other related activities preferred.

HEJS is seeking an experienced attorney and manager to serve as Assistant Chief for HEJS in PAD. PAD investigates and litigates affirmative civil cases aimed at protecting the public interest, including cases involving civil rights, consumer protection, housing conditions, elder justice, antitrust laws, workers' rights, and fraud against the District.
HEJS investigates and litigates claims against landlords related to housing conditions and tenant safety-including for violations of the District's Housing and Property Maintenance Codes under the Tenant Receivership Act and the Consumer Protection Procedures Act, and for violations of the Drug-, Firearm-, and Prostitution-Related Nuisance Abatement Act. HEJS also enforces environmental laws that protect the District's natural resources, improve public health, and promote environmental justice, including the Hazardous Waste Management Act, Water Pollution Control Act, and Lead-Hazard Prevention and Elimination Act. As part of HEJS, the Equitable Land Use team advocates for the public interest in zoning and land use. DUTIES AND RESPONSIBILITIES

The HEJS Assistant Section Chief will assist with and be responsible for:

QUALIFICATIONS AND EDUCATION

* A Right-of-Way Agent is assigned specific areas and uses pre-surveyed plans, working independently, to secure permits and other agreements to place power lines and equipment on and/or thru private property.
* Identify areas where access issues require modifications to the field-engineering plan and secure additional permits as needed.
* Through mailings, calling and visiting to individual property owners, secure signed permissions (Right-of-Way) and submit for client approval.
* Multiple visits may be required until all approvals and /or documentation are secured.

Duties and Responsibilities
Independently operates a Mobile Service Unit from the Fleet Management Division. Inspects equipment at fire stations to determine nature of trouble, make repairs or conduct equipment maintenance. If required, arranges to have the apparatus brought to the Fleet Management Division. Overhauls large multi-cylinder (12) diesel and gasoline engines, by disassembling and inspecting for defective parts, installing and adjusting main bearings, piston rings, pistons, connecting rods and bearings, wrist pins, checking cylinder walls for excessive wear or scoring, grinding, refacing and resurfacing valves; testing worn crank for out of roundness and taper; reassembling engine and making necessary adjustment. Bores worn or scored cylinders and installs dry or wet sleeves and finishes to proper size. Installs, maintains, and repairs mechanical features of electronic penetrators. Tests all electrical equipment, low and high voltage and control devices for shorts, open circuits, and grounds and make necessary repairs. Synchronizes dual generating, ignition, and carburetion systems. Troubleshoots, diagnoses, overhauls, overhauls, and repair diesel injection pump and nozzle.
Overhauls and adjusts steering, including tiller assemblies and brake systems (air and hydraulic). Replaces defective water, air, and vacuum tanks, and connecting related plumbing. Completely rewires vehicles after fire or accident damage. Tests performance of engines by performing road test, using a high degree of skill along with a complex motor analyzer and fuel injection testing equipment. Checks indicators and gauges to ensure proper functioning. Operates a small light-duty wrecker and large heavy-duty wrecker. Repairs aerial ladders and the related hydraulic raising mechanisms. Checks and adjusts relief valves; replaces and adjust cables; rebuilds hoists; replaces seals and rings, adjust controls; and replaces turntable fear shafts. Adjusts and lubricates tiller wheels, repair electrical attachments such as warning horn, spotlights, starter, and throttle. This involves performing extensive test to ascertain reliability and performance of ladders and related equipment. Repairs pumping engines and pump transmissions. Removes the pump, disassembles, inspects, and tests for defective parts. Replace or repairs worn or broken (e.g. bearing, fear, shafts, sealing rings). Reassembles pump and prepares for packing. Cuts packing in desired patterns and packs pump shaft. Adjust shifting gears, clean out by-pass and pressure regulator valves as necessary. Test and adjusts priming mechanisms. Runs in pump packing and checks pimps for air leaks during drafting operation.

Determine the overall design and structure of cloud based enterprise applications as well as iteratively enhance their functionality.
Capabilities
Product Strategy and Vision: Develop and maintain a clear product vision and roadmap aligned with organizational goals. Collect data through customer feedback and industry trends to guide the product strategy and collaborate with stakeholders to prioritize features and product updates based on such. Ensures that all stakeholders are informed of any issues or design changes required or requested, and their priority.
Cross-functional Coordination: Lead the product development process by working closely with engineering, design, and customer support teams to ensure successful product launches. Manage the product backlog and release plans; and communicate product goals and updates to all relevant parties.
Data Analysis and Iteration: Monitor product performance using analytics and customer feedback to inform ongoing improvements. Conduct market research and competitive analysis to refine product strategies and identify growth opportunities.

Position Type/Expected Hours of Work
This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours required, as required by business need.

Experience
IT experience demonstrated via education, professional certification, or specific work-related experience.
The primary purpose of this position is to develop, deliver and support information technology systems and services with paramount knowledge requirements in the field of IT principles, concepts, and methods.
Experience in product management for software development, including familiarity with Agile methodologies, user experience (UX) principles, and software lifecycle management, is preferred.
Candidates must demonstrate strong analytical and problem-solving skills, excellent communication abilities, and the ability to lead cross-functional teams in a projectized organizational structure.
Education
Bachelor's Degree, and IT experience demonstrated via education, professional certification, or specific work-related experience.
Additional Eligibility Qualifications
Ability to rapidly develop - broad, multi-disciplinary expertise in the primary functional area of Information Technology Management, as well as principles of government accounting, budgeting, strategic planning, policy analysis, and operational medical planning. The incumbent reports to the applicable Program Office Contracting Officer's Representative (COR) or Government Technical Monitor (GTM) - with potentially administrative oversight provided through an onsite team leader - works independently in their substantive area of expertise on analytical products and projects, and maintains a close and highly responsive relationship to the day-to-day activities of their assigned Program Office and the product development team. The incumbent's key duties include: (1) knowledge management functions; (2) data collection and analysis; (3) operational and trend analysis; and (4) monitoring and data assurance necessary to ensure adequate internal controls on Government operations.
Security Clearance
A Secret clearance is required top secret preferred.
