Are all employees told to work at slowly as possible? I swear it's like watching people work in slow-mo.

Yup. The slower each person moves, then the less amount of work needs to be done. People working for USPS tend to give up caring after a few years. Each day you have thousands of mail and even if you get all of it done for one day there will be an even bigger amount for the next day. Working there slowly kills your soul.
