Business acumen with experience in fiscal operations management and accounting including a demonstrated ability to apply and adapt accounting principles and methods to a variety of fiscal situations. Considerable experience with complex integrated Payroll, HRIS and financial systems. Excellent analytical and reasoning skills, understanding of internal controls. Excellent written and oral communication skills including the ability to communicate effectively with employees, departments and agencies external to the University and provide customer service in a timely and professional manner. Under the supervision of the payroll supervisor, the payroll specialist shall be responsible to:
Process the agency's payroll.
Export and import fiscal and payroll data and allocation plans to and from Excel and payroll software to generate a variety of reports.
Calculate and prepare agency employee benefits billing packages (e.g. Medical, Dental, Vision, Life, Worker's Comp., etc.).

Process agency vendor levies.
Be available to employees for general payroll questions.
Process employee expense reimbursements through payroll. (e.g. mileage, travel, etc.)

Payroll Technician II:
Under general supervision of the Director of Payroll Services, the Payroll Technician II processes a wide range of confidential, technical payroll and personnel transactions. Ensures timely and accurate pay for assigned units across campus. Such transactions include calculating pay for staff, management, tenure and tenured track faculty, temp faculty, student assistants, instructional students, and graduate student employees across various pay plans within the CSU i.e. annual, 10/12 pay plans, 11/12 pay plans, academic year, summer session pay, and special consultants. Employment status transactions such as promotions, demotions, appointments, probationary, leave of absence, reclassifications, retirements, and separations. The incumbent will also handle a wide variety of troubleshooting, resolution and answering questions across all collective bargaining units on campus, state and federal laws, technical letters, MOU's and policies. Calculate and process complex workers compensation, disability, leave with/out pay, AWOL, military leave, garnishments and court ordered wage withholding orders. Calculates leave accruals and updates the campus ERP/HRIS PeopleSoft system. Incumbent will learn and update two databases, Payroll Input Management System (PIMS at the SCO) and PeopleSoft CHRS for all transactions. The Payroll Technician works closely with the State Controller's Office, other state agencies, serves as a member within the campus Payroll team and takes lead work direction from the Payroll Lead.

Minimum Qualifications
Education: Bachelor's degree from an accredited college or university in human resources, public administration, business administration, accounting, finance, or a related field. A combination of education and experience that provides the required knowledge and abilities may be considered.
Experience: Minimum of three years of progressively responsible experience in payroll and personnel transaction processing, including 1 year in a lead or supervisory role.
Preferred Qualifications
Minimum of 5 years of progressively responsible experience in payroll administration, including at least 2 years in a lead or supervisory role.
Experience processing payroll in a public sector, higher education, or unionized environment.
Demonstrated experience with state payroll systems, including the State Controller's Office (SCO) processes, PIMS, CIRS, and Cal Employee Connect (CEC).

Under the general supervision of the Administrative Services HR Operations Manager, this position performs payroll and personnel processing transactions in the State Controller's Office database for a significant portion of time. These tasks must be completed in a timely manner to ensure accurate paychecks are generated for employees by designated pay dates, including other campuses who are participating in the Cross Campus Collaboration Project. The incumbent ensures payroll is processed both timely and accurately. Key Responsibilities
* Personnel/Payroll Information Management System (PIMS) payroll process for salaried and hourly employees - Process and complete payroll/personnel documents using the SCO PIMS/PIP system, which maintains official personnel, payroll, and retirement records for CSU employees. Independently initiate PPTs for appointments, separations, and pay status changes for multiple employee categories. Handle overtime, shift differential, special consultant pay, merit awards, retirement adjustments, and other payroll actions to ensure employees are paid promptly and accurately.
