Primary Purpose of Organization Unit
The University of North Carolina Pembroke is a public institution of higher education, established for the general purposes of educational, research and community services. The UNCP Police Department exists as a support unit of the University for the purpose of establishing and maintaining an atmosphere in which people can go safely learn, live, work, and visit. Primary Purpose of Position
The primary purpose of this position to perform law enforcement duties, including conducting proactive patrols of campus using a variety of methods, responding to calls for service, taking appropriate enforcement action for violations of state laws and University policies, conducting investigations, completing reports and other documentation, testifying in hearings, conducting and participating in community engagement and crime prevention meetings, events, and activities, and providing security for campus events. This position is responsible for enforcing state laws and university policies for the purpose of maintaining a safe and secure environment for students, faculty, staff, and visitors to the campus. This position is responsible for providing physical security for University assets and at campus events. This position will work to enhance the quality of campus life by working with individuals and groups of individuals to identify and implement solutions to campus issues.
Job Description
Responds and/or investigates complaints and violations of the law to determine the causes, to identify witnesses, and to preserve evidence through crime scene search; arrests suspects and testifies in court; and completes reports of incidents and cases.
Patrols the University's parking lots, streets, grounds and buildings to enforce the law and to ensure the protection and safety of persons and property. Gives assistance and information as appropriate.
Enforces traffic law and University parking ordinances and completes all required reports. Investigates traffic accidents including controlling traffic in the area, safeguards damaged property, gives first aid to injured persons. Issues N.C. Uniform Citations or University parking tickets as appropriate.
Assists students, faculty, staff and visitors by giving information, making facilities available for approved activities, assisting stranded motorists and provides safety escorts. Provides first responder care to victims of accidents or sudden illnesses pending the arrival of professional medical personnel. Coordinates the activities of fire, rescue and ambulance personnel and assist as needed.
Maintains communications with all local law enforcement agencies, emergency agencies and organizations and the general public through established electronic devices.
Performs other duties as assigned.
This position is eligible for a sign-on bonus. To be eligible for a sign-on bonus, the candidate must not have worked as a probationary, permanent, or time-limited employee in the last 12 months as an employee in North Carolina state government subject to the State Human Resources Act.

Must successfully complete a three-week department orientation course and a twelve-week department field training program during probationary period; must satisfactorily complete the state mandated probationary period. Inspect the school campus at least four times per shift and interact with school community members (students, employees, parents) on an ongoing basis to develop relationships, identify potential issues that need to be addressed, and ensure policies and procedures are being properly executed.
Act as the first responder to school emergencies and crises and provide necessary assistance and support to all involved.
Conduct regular safety patrols and pro-actively addressing concerns or questions within scope of work.
Write incident reports for any of the following: thefts, vehicle accidents, personal injuries, suspicious persons, vandalism, property damage, assaults, threats, false alarms, altercations that should be documented, the calling of fire, EMS, or police for any reason.
Ensure the locking of perimeter doors at the appropriate time and monitor the school's camera system via iPad or desktop.
Ensure all persons on campus are identifiable with the presence of a visible student, staff, visitor, parent, or contractor badge.
Monitor the activity of visiting groups for facilities rentals and contact the Associate Director of Campus Operations with concerns or issues.
Utilize events manager to input security related information regarding special events.
Utilize the work order system to record issues such as fire hazards, leaks, malfunctioning of any equipment or lighting that is causing a safety or security concern.
Be the primary contact for parking during school events with the assistance of other Campus Operations staff.
Secondary responsibilities:
Contribute to a community environment by maintaining a visible and approachable presence and engaging with students, employees, and others on campus without bias.
Educate and re-direct students, employees, and visitors as needed.
In conjunction with manager, identifies and pursues ongoing professional development. Completes all required administrative, operational, and professional development tasks and activities in a responsive and timely manner per school operating policies and procedures. Performs other projects and duties as assigned.
POSITION REQUIREMENTS
The individual in this position must possess the following knowledge, and/or skills:
High school diploma and 3 years of previous security experience; or combined equivalency.
Demonstrated skills in effectively responding to and managing through challenging emergency situations.
Valid NC Driver's license in good standing.
If not already certified, must be able to be certified and maintain certifications in the following areas: First Aid/CPR & AED, Non-Violent Crisis Prevention, Trauma Informed Care.
Exceptional writing, oral and interpersonal skills including conflict management and collaboration skills.
Experience working with children & youth in a diverse workplace preferred.
Computer skills utilizing Internet and Microsoft applications and report writing experience.

WORK SCHEDULE
Days: In general, this position is scheduled to work on campus year-round, but is expected to work as necessary to ensure that position responsibilities are consistently met. There may be certain work requirements that could result in the need for temporary modification of this schedule.
Hours: This position is scheduled to work 5pm-10pm Monday-Friday. The actual times worked are determined by the supervisor and may fluctuate given the nature and seasonality of this position and are determined in coordination with the Campus Safety Manager and Director of Campus Operations.

Under the general supervision of the Manager of Risk, Compliance, and Safety, the Campus Resource Officer proactively performs a variety of duties and tasks related to the protection of the college's safety orientated culture and property. This role involves enforcing rules and regulations, responding to incidents, and maintaining the safety of campus facilities. Additionally, the Campus Resource Officer also plays a key role in student development by serving as a liaison between the college and the local law enforcement or emergency services and assisting in conflict resolution and safety education efforts.
Campus Safety & Security:
* Monitor and patrol campus buildings, roadways, walking trails, parking lots, and other facilities to ensure safety and security.
* Respond to and investigate security incidents or disturbances, traffic and parking enforcement, theft, vandalism, and other safety concerns.
* Coordinate with local law enforcement or emergency services when necessary to manage emergencies or incidents.
Conflict Resolution & Student Support:
* Function as a resource for students, providing guidance on campus safety, conflict de-escalation, and reporting misconduct.
* Serve as an approachable presence for students who may need help with personal safety concerns or emergency situations.
Incident Documentation & Reporting:
* Maintain accurate records of security incidents, investigations, and resolutions.
* Write detailed reports on campus safety issues, ensuring compliance with school policies and legal regulations.

Safety Training & Education:
* Conduct safety and security awareness programs for students, staff, and faculty.

* Participate in coordinating campus-wide drills for fire safety, tornadoes, lockdown procedures, and other emergency protocols.
* Conduct two safety rounding audits per year: document and report findings to supervisor.

* Perform periodic checks to ensure fire extinguishers, first aid kits, AED's, stop the bleed kits, and Narcan are fully stocked and ready for use.
* Work with Information Technology and Facilities Departments to address Security maintenance issues.
* Train new hire part-time security officers in their roles and responsibilities.
Emergency Response:
* Be prepared to respond to a wide range of emergency situations, including medical incidents, fires, and natural disasters.
* Ensure that campus emergency procedures are followed, and assist with evacuation, crowd control, and coordination with first responders.
* Assist employees, members of the public, or students in unlocking their car, using a battery bank to jumpstart cars, change tires etc.
Knowledge, Skills, and Abilities:
