On December 19, 1890, the first territorial legislature, following its practice of parceling out state institutions on the basis of coalition politics, placed the University of Oklahoma (OU) in Norman.
The University of Oklahoma was established by the territorial legislature in 1890.
The university's first president, David Ross Boyd, arrived in Norman in August 1892, and the first students enrolled that year.
Instruction began in 1892.
During the summer of 1892 the regents hired David Ross Boyd, the superintendent of schools in Arkansas City, Kansas, as the college's first president, and he, in turn, employed three faculty.

The "Rock Building" in downtown Norman held the initial classes until the university's first building opened on September 6, 1893.

In 1905, OU history and physiology student Arthur M. Alden wrote the lyrics to the university's "Boomer Sooner," borrowing the tune from Yale's "Boola-Boola" but improvising the words.

However, Bizzell's great passion was the library, and he persuaded the legislature to appropriate $500,000 for a new building, which opened in 1930.
Ten years later it stood at $1.55 million. For example, the budget for the 1931–32 academic year was $1.58 million.
By 1932, the university encompassed 167 acres (0.7 km). Development of South Oval allowed for the southern expansion of the campus.
The university built a new library on the oval's north end in 1936.
One bright spot in Bizzell's final years was the creation, in 1940, of the University of Oklahoma Foundation to receive and administer private gifts.
His administration was controversial and short (1941–43), but it was also characterized by some important developments.
Finally, the transition from a college to a full-fledged research facility was decisively made during these years, aided by the growth of the University of Oklahoma Research Institute that had been founded in 1941.

Beginning in 1946 a long overdue assault was made on Jim Crow higher education and, after two visits to the United States Supreme Court, formal racial barriers came down.
The Bizzell Memorial Library has been designated a United States National Historic Landmark in commemoration of the cases of G. W. McLaurin, a black man denied admission to graduate school in 1948.
