BASIC FUNCTIONS AND RESPONSIBILITIES:
This position provides a critical link in the delivery of public safety service, being the first and most important contact with the citizen needing help. The Communications Officer I must develop a timely, rapid and accurate sense of call interpretation and decision-making/problem solving skills during stressful situations. This position must remain calm, showing empathy, conveying reassurance and instilling confidence in the caller that the proper response to their needs will result. The employee is required to deal with sensitive information in a discreet and professional manner and reports directly to the Supervisor.
This position is responsible for receiving incoming calls for police, fire and emergency medical aid, and non-emergency requests from the public via 9-1-1 lines and other seven-digit telephone lines. Employee obtains information from callers who may be injured, confused or abusive, and determines which, if any, agencies should respond to the event. Employee must enter initial information into the computer while maintaining contact with the reporting party to gather additional pertinent information. Additional information must be entered into the Computer Aided Dispatch (CAD) system in a timely manner so that the original call is continually updated. Performance is evaluated through electronic monitoring of Communication Room activities and through direct observation of performance by the Supervisor. All voice and data entry work performed by the Communications Officer I is continually recorded and is constantly subject to live monitoring for later review and critique and may include public disclosure of such work.
This position is represented by the Valley Communications Center Employees Association Bargaining Group.
ESSENTIAL JOB FUNCTIONS:
Answers emergency and non-emergency calls for service, simultaneously enters this information into the computer using a CAD System and continues to enter updates in a timely manner.
Calms, negotiates, advises and otherwise communicates with callers to obtain accurate and essential information necessary to establish priority and initiate a timely response to emergency calls.
Remains calm, shows empathy, conveys reassurance and instills confidence in the caller through a demeanor that will result in proper response to their needs.
Determines the appropriate agency/agencies that should respond to an incident.
Processes more than one call at a time.
Assists other employees as necessary when not occupied with primary call answering duties.
Attends mandatory trainings and/or meetings as directed.
Performs additional duties as directed.
Be reliable, dependable and report for work on a consistent and predictable basis.
Consistently thinks clearly and responds quickly in a wide variety of emergency situations.
Gathers, organizes, translates and processes information from various emergency callers in an accurate and timely manner.
Accurately type 35 net words per minute while listening and conversing simultaneously.
Supports the Commission on Accreditation for Law Enforcement Agency (CALEA) accreditation program.
Work shift work encompassing a 24-hour day, seven-day week; inclusive of odd hours, days, evenings, nights, weekends and holidays
Ability to meet ACCESS/FBI/CJIS requirements, including maintaining a record free of felony convictions.
INTERPERSONAL CONTACTS
Contacts are made both inside and outside the organization. Internal contacts frequently include the Communications Officers, Supervisory staff and Administrative personnel. External contacts may include Center customers, outside vendors, governmental personnel, applicants and citizens. This position is representative of the Center and therefore it is critical that all interactions are respectful and professional. Interactions tend to focus on information exchange and the receiving and giving of procedural changes. A majority of external interactions are via telephone or electronic exchange.
REQUIRED KNOWLEDGE OF/SKILL IN:
Valley Com service area, including streets and landmarks.
Map reading including knowledge of adjacent areas, directions of travel, hundred blocks and freeway access.
Condensing large amounts of information into readable, sensibly typed remarks in a timely manner and have the ability to recall numerous acronyms and codes essential to appropriate call processing.
Maintaining familiarity with the Standard Operating Procedures (SOP) and appropriate manuals that provide thorough knowledge of Valley Com operations and procedures.
Operating a computer and telephone system with essential peripherals and program applications.
REQUIRED ABILITY TO:
Maintain a high level of confidentiality and professionalism regarding sensitive internal and external information.
Speak the English language coherently and clearly, possessing an excellent vocabulary and verbally communicate effectively. Speaking another language in addition to English is beneficial but not a requirement.
Be available by telephone at his or her own expense.
Work through complex technical tasks involving various public safety communications systems.
Interact effectively with people in a multi-cultural society under extremely stressful situations.
Record names and numbers rapidly and accurately.
Remember numerous details and quickly re-call essential information.
Work up to twelve (12) hours at a time (or longer if exigent circumstances exist), continuously wearing a communications headset, while still being able to hear and understand other outside sources to include conversations with large amount of internal and external background noise. Hear and react to multiple simultaneous sound and visual sources in a timely manner is critical.
Work as a “team” member, establish good working relationships and provide excellent internal and external customer service.
Work effectively in a disciplined environment with close supervision and carry out lawful orders regardless of personal agreement.
REQUIRED EDUCATION AND EXPERIENCE:
High school diploma or equivalent.
18 years of age or older at time of hire.
DESIRED QUALIFICATIONS:
Basic experience in computer terminal operation.
One year or more experience in the public safety field.
WORK ENVIRONMENT:
Must be prepared to stay in the Center for the full scheduled shift. Uninterrupted lunch and breaks are not guaranteed.
Position is extremely stressful, emotionally charged and plays a critical role in public safety service delivery. Must take information from callers who may be excited, abusive, foulmouthed, incoherent, drunk or hysterical.
Work is performed in a low-light and confined environment.
The employee is subject to “call back” on short notice.
May be asked to participate in Police/Fire/EMS ride-alongs.
PHYSICAL, SENSORY AND MENTAL DEMANDS:
Individual must sit or stand while observing a computer display screen for long, uninterrupted periods of time. Individual must have adequate hearing and visual acuity to operate successfully in this environment.
Must continually demonstrate a high level of mental and emotional stability.
Individuals must be free from physical, sensory or mental impairments that with or without reasonable accommodation would interrupt continuous performance of a shift lasting from eight to twelve hours.

The Construction Project Coordinator is responsible for providing administrative and logistical support for the oversight of telecommunication construction, renovation, and maintenance projects. This key role involves working closely with the Project Sponsor, telecom engineering teams, accounting, procurement, contractors, and construction team staff to ensure projects are completed accurately and on time. The coordinator should have strong organizational and problem-solving skills and a solid understanding of project management methods, construction methods, requirements, and materials. The coordinator effectively manages multiple requests and priorities, meets deadlines, and adapts to rapidly changing projects. This role is essential for budgeting, scheduling, monitoring projects, communications, reporting, and managing changes throughout the project lifecycle.
DUTIES WILL INCLUDE, BUT NOT NECESSARILY BE LIMITED TO:
Project Planning and Coordination:
Prepare cost estimates, budgets, and work timetables
Prepare and coordinate delivery of project documentation and necessary plans. Ensure all project documentation is accurate and up-to-date.
Assist in developing weekly schedules with the project stakeholders
Oversee the day-to-day coordination responsibilities of multiple projects
Organize and facilitate project meetings, including preparing agendas and documenting minutes. Ensure meetings are productive and action items are clearly defined.
Monitor and report on project risks and issues, assisting in the development of mitigation strategies. Proactively identify potential risks and work with project stakeholders to implement solutions.
Coordinate simultaneous projects and tasks.
Communication and Reporting
Effectively communicate project status precisely and clearly in meetings and written reports.
Facilitate communication between project stakeholders, including team members, clients, and vendors. Ensure clear and consistent communication throughout the project lifecycle.
Create and maintain various project-related documents, such as schedules, invoice and budget tracking, and status reports
Maintain consistent project folder setups and an up-to-date filing system
Exhibit attention to detail and accuracy in all work
Display excellent technical writing and communication skills
Cost and Schedule Management
Maintain and diligently update construction schedules, ensuring seamless communication and alignment among all stakeholders.
Develop and maintain project schedules, ensuring timely updates and communication of changes. Coordinate with stakeholders to ensure adherence to timelines.
Monitor project budgets for variances and overruns in spending and timelines
Support financial tracking and reporting, ensuring compliance with organizational and regulatory requirements.
Assist in budget management and financial forecasting based on project schedules.
Coordinate with internal and external stakeholders to verify resource availability and allocation, including inventory, labor, and equipment availability.
Technical Proficiency
Use established project management tools like project planning software and spreadsheets to organize and manage projects effectively.
Perform general office administration, including printing, scanning, and filing.
Teamwork
Deliver outstanding customer service to internal and external stakeholders.
Operate as a positive and collaborative team member.

Position Summary
We are seeking a highly organized and detail-driven Joint Use / OSP Engineering Coordinator to support the Joint-Use (JU), OSP Engineering, Construction, and Utility teams. This role ensures accurate pole ownership, clean workprints, correct permit pathways, and aligned sequencing between Engineering, GIS, Fielding, Construction, Municipal agencies, and Pole Owners. The ideal candidate thrives in a fast-paced utility environment and can manage complex engineering, permitting, and joint-use workflows with precision. Remote or Hybrid (San Antonio, TX area)
Principal Duties and Responsibilities:
* Review workprints, pole lists, aerial/underground OSP designs, and ownership discrepancies to ensure accurate identification of power vs. communication poles and clean routing.
* Coordinate with Pole Owners on denied poles, riser requirements, overloaded poles, copper downsizing impacts, and make-ready sequencing.
* Validate routes, bypass logic, underground requirements, easement/access constraints, cross-country leads, and ROW compliance using GIS, Google Earth, client systems, and utility records.
* Track JPA/JUN submissions, pole loading (PLA) results, Make-Ready Estimates (MRE) / Make-Ready Analysis(MRA) milestones, permit statuses, Change Requests, and associated workflow sequencing.
* Support CR preparation, revisions, markups, documentation, and resubmittal sequencing.
* Monitor engineering updates required due to denied poles, conflicts, PLA issues, ownership corrections, or design constraints, ensuring alignment across Engineering, Fielding, Construction, GIS, Utilities, and Municipal agencies.
* Prepare, submit, track, and update permit applications with Pole Owners.
* Maintain accurate and organized documentation including revision records, pertinent correspondence, and construction support.
* Ensure compliance with NESC standards, utility requirements, joint-use regulations, and OSP construction practices.
* Maintain internal trackers with exceptional accuracy; reconcile data across SiteTracker and client systems.
* Track project milestones, pole counts, route changes, and risk indicators; proactively flag schedule impacts or redesign needs.
* Support invoice and make-ready reconciliation by verifying pole counts, MR logic, bypass details, and cost alignment.
* Provide timely, professional communication and polished summaries, recaps, and risk updates for Engineering, Construction, Utilities, Partners and Utility reviewers.
* Coordinate internal and external meetings, including utility calls, redline sessions, reroute discussions, kickoff meetings, and CR alignment reviews.
* Ensure all stakeholders have the most current files, approvals, documentation, and status updates
Qualifications & Requirements
Required:
* Minimum 2 years of experience in the fiber-optic/telecom construction industry.
* 1-3 years of hands-on OSP engineering or OSP coordination experience.
* Strong working knowledge of OSP aerial infrastructure, pole attachments, and basic make-ready concepts.
* Proficiency with Microsoft Office Suite (Excel expertise strongly preferred).
* Exceptional accuracy, organizational discipline, and data-tracking precision.
* Strong written and verbal communication skills, including professional correspondence with utilities and municipalities.
* Ability to manage multiple priorities independently in a fast-paced environment.
* Detail-oriented, with strong math, analytical reasoning, and problem-solving skills.
* Comfortable reading and interpreting engineering drawings, utility maps, and highway/civil plans.
Preferred:
* Proficiency in CAD applications such as MicroStation and/or AutoCAD.
* Experience with telecom systems and tools including Infinium, Varasset, M6 (MetaSolv), Control Desk, FROGS, DPI, IQGeo, FTTP fiber records, Katapult, Ike, and SiteTracker.
* Familiarity with GIS tools, ESRI platforms, shapefile functions, and utility mapping workflows.
* Understanding of telecom easements, ROW acquisition, permitting processes, and municipal/state requirements (including TXDOT/railroad where applicable).
* Working knowledge of NESC standards, OSP construction practices, and joint-use regulations.
* Ability to identify telecom conflicts and present practical, cost-effective solutions.
* Self-motivated, tech-savvy, and proactive, with the ability to anticipate needs and follow through on deadlines.
Physical Requirements:
* Alternate sitting and standing at will (sit/stand desk).
