This leadership position will be a key part of Stantec's Environmental Services team that provides the full range of expertise needed lead site investigation and remediation contracts associated with the Navy, USACE or other DoD Programs, as well as assist with environmental services growth in the southside Hampton Roads market.. Your Key Responsibilities - Develop and implement marketing/capture strategies for Navy, USACE, and other DoD clients for programs including site investigations/remediation - Develop and implement capture strategies for water resource programs in the Hampton Roads market - Ensure adherence to client program delivery processes. - Oversee and manage the development of program scope and budget and oversight of program technical requirements. - Prepare designs, reports, specifications, and cost estimates for civil and environmental remediation programs, including material excavation and handling, landfill design and construction, dewatering and water treatment, active remediation system design and construction, stormwater management, site restoration, and environmental permitting. - Uphold a corporate culture that promotes ethical practices, encourages individual integrity, and focuses on our customers and service delivery. - Prepare and submit financial reports to the client as needed. - Oversee the receipt of purchase orders and program set up. - Develop program organization and staffing assignments. - Review and approve billing reports and prepare invoices. - Provide compliance with program plan and procedures. - Function as designated contract liaison with client on program contract performance and delivery. - Perform quality assurance function for work products before they are submitted to clients. Your Capabilities and Credentials - The candidate will have demonstrated leadership, communication, and people skills. This should be demonstrated through previous experience in the management of large professional teams, preferably in an integrated design environment. - Experience conducting remedial investigations, feasibility studies, engineering evaluations, remedial designs/actions, and/or installing and optimizing remediation systems - Extensive experience with working with public sector, city and county clients within federal/state/county/city regulatory jurisdictions. - Working knowledge of USEPA regulations, particularly with respect to environmental remediation, including RCRA, CERCLA, and TSCA - Experience managing DoD programs and/or experience with the DoD Environmental Restoration Program - Function as Senior Project Engineer working on projects with various levels of complexity, responsible for technical delivery, design, schedule, client liaison, reporting requirements, and coordination with project team members. - Experience implementing various remedial strategies to achieve No Further Remediation (in-situ remediation, institutional, engineering, and administrative controls). - Good driving record and valid driver's license - Some travel will be required. Your Opportunity Stantec is currently seeking Mid and Senior Level Regulatory Compliance Inspectors to provide technical support on Transportation projects. This position will be part of Stantec's Environmental Services team that provides the full range of expertise needed to address a variety of permitting, approval and compliance requirements for land disturbing associated with Virginia Department of Transportation projects, and other Virginia transportation authorities and locality project needs. Our staff members have established excellent working relationships with regulatory, advisory and Transportation agencies throughout the mid-Atlantic, and our regulatory knowledge and scientific expertise allow us to help our clients develop the most effective approach to securing regulatory approvals, permit compliance and project delivery. Your Key Responsibilities - Perform ESC, SWPPP and VWP inspections for sensitive transportation projects and high-profile clients. - Provides technical expertise on environmental compliance for construction activities operations. - Documents prescribed work is in compliance with permit conditions, plans, contract documents, and environmental laws and regulations. - Manage VPDES/VWP projects and support staff to maintain transportation project compliance. - Communicate and collaborate with the client representatives, contractors, agency personnel, and other Environmental/Regulatory Specialists to help ensure project compliance. - Interpreting and applying state and federal environmental laws, regulations, policies, and best management practices. - Carry out project work within agreed time-frames and on budget. - Assist in the creation of technical documents in support of regulatory submissions, including permit applications, SWPPP and compliance reporting and summaries. - Support and ensure implementation of Health, Safety and Environment (HSE) policies, procedures, standards and guidelines in the execution of all work and coordinate with HSE professionals during the execution of all phases of project planning and implementation. - Participate in team and independent based work. Your Capabilities and Credentials - Experience in agency permit compliance, enforcement procedures, violations, and their resolution. - Strong technical writing skills, effective communication, attention to detail and organizational skills. - Familiarity with federal and state regulations and permitting requirements as they pertain to wetlands, natural resources, and cultural resources. - Excellent computer skills including MS Word and Excel. - Ability to independently create and work within budgets, manage time, and schedule work. - Demonstrated team player with the ability to work independently and take initiative. Education and Experience - Bachelor's degree in Environmental Science or related field preferred. - 5+ years of experience with VPDES/SWPPP, permitting, SWPPP, pollution prevention, technical reporting, land disturbing activities, wetland and streams issues, and environmental permit compliance with an emphasis on Transportation work. - VDOT's VSMP, ESCCC, Environmental, and MS4 Programs including C-107 process. - Certification as a VA DEQ ESC/SWM Inspector. Fire Protection design is a plus. * Strong familiarity with design codes and standards of practice. * Strong written and verbal communication skills. * Strong understanding of all phases of project deliverables. * Ability to lead one or more projects simultaneously. * Experience with HVAC load calculation software - HAP or Trace. * Strong knowledge of AutoCAD and Revit.
