Job Description Position Purpose: Performs all field functions relating to direct customer interface at all premises starting at the curb stop/box through the service line and the meter, including all reading devices, pits, boxes, meter readings (all types and purposes), meter investigations (incidental or emergency), collections, settings, changing, field testing for flow and/or pressure, testing, service shut offs, high bill investigations and frozen meter repairs. Primary Duties/Responsibilities: * Performs all functions relating to meters two inches (2") or less, including setting, changing, disconnecting, testing, and reading up to and including inside connecting pipe. * Tests, adjusts, and corrects inaccuracies in meter registration. * Removes, changes installs and/or repairs reading devices on all size meters. Performs necessary field repairs such as damaged pipes while changing the meter or installing meter couplings. * Localization, operation, inspection and testing of curb stops and valves, water services and meters by utilizing locating equipment. * Replaces covers, locates curb boxes and submits proper documentation for curb box referrals and * valve boxes. * Must be able to discuss consumption and usage patterns with customers. Reports unresolved customer inquiries and/or complaints to the supervisor. * Conducts examinations at the customer's premises to evaluate unusual or unknown water usage. Locates leaks on customer premises. * Reports and records (documents) unusual conditions observed on the customers premises which could have an impact on customer relations including potential cross connections, illegal connections and/or uses, etc. * Prepares and submits the necessary documentation for work performed daily. * Answers telephone calls, completes, and relays information as necessary, and calls customers to arrange and/or cancel appointments for field visits. * Operates company systems, devices, and software applications. * Works closely with customers, contractors, and government officials to coordinate company policies and operations. * Performs similar or less skilled work as assigned * Performs higher skilled work as assigned. * New bidders and hires will perform regularly scheduled standby emergency duties (year round) response time not to exceed 45 minutes. Qualifications Education/Experience/Background: * High School Diploma/GED is required. Knowledge/Skills/Abilities: * Must possess good verbal and written communication skills. * Must possess basic math skills. * Must be available for emergency stand by (45 minutes response). Required Certification/Licenses/Training: * Must have valid State driver's license. * Must pass demonstration of abilities test. Physical Requirements: * Must be able to lift to 50 pounds. * Must have the ability to climb, bend and crawl in tight spaces. The Senior Rates Counsel leads the development and execution of national and multi-jurisdictional rate and regulatory strategies for the business. Primary Duties/Responsibilities: * Work collaboratively with Rates & Regulatory Affairs as well as with Finance, Operations, Legal, Communications, and Government Affairs to implement and support Veolia's national and multi-jurisdictional rate and regulatory strategies. * Provide support and guidance to the Rates & Regulatory Affairs team to maximize rate and regulatory effectiveness and drive overall cost efficiencies. * Provide legal support to the Rates & Regulatory Affairs team with regulatory and compliance filings and hearings for the Company's operating utilities. * Circulate relevant proposals for comment, assist with drafting and filing comments with agencies, and inform relevant personnel of rule adoptions (particularly as they relate to rates). * Advise and support the Company's operating utilities on regulatory and policy matters. * Monitor select regulations impacting the water utility industry, and provide advice on the legal implications of proposed and newly enacted legislation upon the request of Company management (with a focus on rate implications). * Work with various internal teams, including Government Affairs, Communications, Human Resources, Finance and Operations to design and support recommended changes to individual state laws and regulations to improve the rate and regulatory prospects of the Company. * Keep the Senior Utility Counsel and General Counsel informed of complex, sensitive, and/or material matters and seek their counsel as needed. * Perform all work professionally to protect the interests of Veolia, the Regulated Water business and our customers, and mitigate risks that could adversely impact operations and growth. Qualifications Education/Experience/Background: * Juris Doctor (JD) degree in law. * A minimum of 8 years of experience in legal practice. * At least 6 years of experience supporting or managing rate and regulatory legal dockets for a regulated utility (i.e., electric, gas, or water). * Prior experience as in-house rates counsel required. Responsible for the implementation of regulatory strategy, reviewing, preparing, and submitting testimony in utility rate proceedings on complex ratemaking matters, and managing rate case team members from other Company groups, outside consultants, and attorneys. Primary Duties/Responsibilities: * The position may assume the project manager role in utility water/wastewater rate case filings, which entails, among other things, planning, preparation, and presentation of rate cases and regulatory filings on time. * The position may assume the project manager role in other utility regulatory filings, processes, and projects, which entails, among other things, planning, preparation, and presentation of deliverables on time. * Communicates effectively with all levels of management, corporate and business unit employees, regulators, and public officials. * Interacts, builds internal relationships, and collaborates effectively with all levels of management, employees, regulators, and public officials. * Develops creative solutions to day-to-day challenges as well as those of changing regulation. * Prioritizes and manages several concurrent projects/cases and meets inflexible internal and external deadlines imposed by the Rates and Regulatory Department, Executive Staff and regulatory agencies. * Demonstrates team leadership; mentoring of new/junior staff. * Exercises judgement and decision-making abilities to achieve goals with guidance. * Develops analysis associated with the decision to undertake a rate case filing through review of subsidiary financial performance, including analysis of the need and timing of its capital and operating plans. * Gathers information from many different sources internally and externally and synthesizes such information into persuasive form for regulators. * Prepares and reviews direct/rebuttal exhibits and testimony for water/wastewater utility rate cases and participates in the rate hearing and negotiation processes as the expert witness in broad rate making matters either through formal hearings or negotiated proceedings. * Participates in the development of cross examination to develop the most effective argument in support of the Company's case or appeal and assists the attorney in preparation of briefs. * Provides supervision to outside consultants and advises outside consultants in the preparation of evidence to be presented before regulatory bodies. * Maintains consistent case and Company positions across cases; entails the review of exhibits, testimony, and interrogatory responses of Company witnesses and advising witnesses on Company positions. * Develops and maintains a working relationship with regulatory agency staff, consultants, auditors and public advocates, as well as Company personnel who are supporting the regulatory activity. * Summarizes utility rate case orders and regulatory pronouncements to develop an internal record, provide context, and identify required actions to be taken by the Company. * Keeps abreast of activities in the utility rate setting process, statutory revisions, changes in Commission policies and other matters affecting the Company's regulatory operations. * Maintains knowledge of Company policies, accounting systems, organization, and structure as well as general Department administrative processes to effectively manage the rate case process. * Must be able to write articulate reports, exhibits and testimony and prepare and deliver presentations. * Keeps abreast of activities in the utility rate setting process, statutory revisions, changes in Commission policies and other matters affecting the Company's rate cases. * Responsible for well-organized files for rate cases, filings, and other projects. * Other duties as assigned. Qualifications Education/Experience/Background: * BA/BS in Accounting, Business Administration, Economics, Finance or related field. Graduate degree and/or CPA preferred. * 10+ years utility accounting or other relevant experience. Minimum 5 years' experience in rate setting regulatory procedures. Required Certification/Licenses/Training: * CPA and/or Master's degree preferable.
