What You'll Do:
The Alternative Construction Methods Specialist will serve as a key advisor and technical resource to Headquarters Air Force Civil Engineers and Enterprise Partner Organizations (SAF/IE, AFIMSC, AFCEC), focusing on innovative and non-traditional construction delivery methods. This role will advance the use of progressive design-build (PDB), Other Transactional Authorities (OTA), Commercial Solutions Opening (CSO) mechanisms, and other acquisition strategies to accelerate infrastructure delivery, improve cost efficiency, and enhance mission readiness across the Air Force enterprise. Additionally, the specialist will coordinate and collaborate on MILCON program development and execution, ensuring compliance with DoD policy, design standards, and mission requirements.
Strategic Advisory & Innovation:
Provide expert guidance on alternative construction methods, including progressive design-build and OTAs.
Develop and implement strategies to integrate innovative delivery models into Air Force infrastructure programs.
Advise on acquisition approaches leveraging OTAs and CSOs to rapidly deliver innovative technologies and solutions.
Policy & Process Improvement:
Assist in drafting policy updates, guidance documents, and best practices for innovative construction delivery.
Monitor emerging trends and technologies in construction and acquisition to recommend improvements to current MILCON and infrastructure investments.
MILCON Program Development & Execution:
Support planning, procurement, and execution of projects using alternative acquisition authorities.
Develop tailored acquisition, contracting, and negotiation strategies that leverage the flexibility of OTAs and CSOs to meet mission needs rapidly.
Collaborate with contracting officers, legal teams, and program managers to ensure compliance while maximizing flexibility and speed.
Coordinate and collaborate with Government personnel in the development, implementation, and execution of MILCON projects and programmatic criteria (e.g., design guides and policy standards for unified facilities design and construction) in accordance with DoD policy, base design, National Fire Protection standards, budget, and Program Objective Memorandum (POM) submittals.
Perform MILCON program analysis and generate trend, compliance, and requirements presentation materials and reports.
Draft, coordinate, validate, review, analyze, and submit completed packages for action and implement business redirection/change management actions to enhance planning processes and programs.
Stakeholder Engagement & Training:
Coordinate with MAJCOMs, industry partners, and DoD stakeholders to identify opportunities for progressive design-build and OTA utilization.
Engage nontraditional defense contractors, small businesses, and research institutions, ensuring compliance with participation requirements (e.g., cost-sharing).
Lead workshops and training sessions to build organizational capability in alternative construction methods and innovative acquisition strategies.
What You'll Bring:
Required Qualifications
Bachelor's Degree in Engineering, Architecture, Construction Management or related field.
Minimum 4 years in federal construction or acquisition programs, with at least 3 years in alternative delivery methods (progressive design-build, OTAs, etc).
Experience with innovative facility and infrastructure design and construction methodologies, including at a minimum progressive design-build (PDB).
Expertise in Other Transaction Authority (OTA) and Commercial Solutions Opening (CSO) mechanisms, including in-depth experience acquiring innovative technologies and solutions through both processes and a firm understanding of governing authorities (e.g., 10 U.S.C. § 4022).
Experience working with nontraditional defense contractors, small businesses, and research institutions, understanding conditions required for participation (e.g., cost-sharing requirements).
Experience coordinating and executing MILCON projects and programmatic criteria in compliance with DoD policy and standards.
Strong understanding of design-build principles and collaborative project delivery.
Skill in developing tailored acquisition, contracting, and negotiation strategies leveraging OTAs and CSOs.
Excellent communication and stakeholder management skills.
Ability to navigate complex regulatory environments and propose innovative solutions.
Secret clearance required.
Preferred Qualifications:
Prior Air Staff experience is strongly preferred.
Master's Degree preferred.
Preferred Certifications: DBIA (Design-Build Institute of America) Certification; PMP (Project Management Professional); FAC-C or DAWIA Level II/III in Contracting.
Compensation
Expected Annual Salary: $115,000 - $125,000

Job Description
AECOM is seeking a highly experienced Senior Project Manager to support a nationwide capital construction program for a U.S. Federal client. Serving as the Owner's Representative, this role is responsible for providing comprehensive oversight of project execution, contract administration, cost and schedule control, and compliance across all phases of delivery-from preconstruction through commissioning and closeout. The Senior Project Manager will act as a trusted partner to the client, coordinating with multidisciplinary teams, contractors, and regulatory agencies to ensure projects are delivered safely, efficiently, and in full alignment with contractual, financial, and regulatory requirements.

Assess whether the number of helpers, laborers, trainees, and apprentices is excessive compared to the number of journeymen.
Assist in enforcing labor standards at the Project site.
Assist with instituting corrective actions if labor violations are found.
Confirm that the construction contractor has posted the effective wage rate decision at the site.
Submit a written report summarizing Subcontractor activity, compliance with the Subcontracting Plan, and adherence to goals contained within the Subcontracting Plan.
Verify that the approved Subcontracting Plan is followed once each quarter (four times per year).
Verify that workers designated as apprentices are enrolled in a certified apprenticeship program.
Review payrolls to verify payment of any required minimum wage rates.
Immediately notify the construction contractor, the COR, or other project officials if a potentially life-threatening safety conditions are observed.
Inspect the construction contractors' workmanship, materials, and equipment for conformity with requirements of the construction contracts.
Lead safety and quality control initiatives to maintain a safe work environment and deliver high-quality outcomes.
Maintain a list of all defects and omissions.

Experience with managing US Federal Government projects within the past 5 years.

Master's degree in construction management, engineering, or architecture.
Construction Management, Engineering, or Architecture professional certifications (CCM/PMP) and/or license (RA/PE).
OSHA 10 Certification.

What You'll Do:
Perform routine maintenance inspections at various U.S. military locations in the continental United States, through anticipation and planning of recurring maintenance activities.
Troubleshoot, repair, and maintain Class I, II and III hydrant systems including other supporting equipment and appurtenances.
Maintain fuel storage tanks, including inspection reports of the operations for unusual circumstances to include pressure changes, leaks, corrosion, etc.
Support development of scopes of work for repair and modification Service Orders for Department of Defense (DoD) Fuel facilities as part of the USACE RMMR program. Repairs will be developed in accordance with UFC 3-460-01 “Design: Petroleum Facilities,” American Petroleum Institute (API) Standard 650 “Advanced Tank & Construction,” and applicable Unified Facilities Guide Specifications (UFGS).
Diagnose and correct problems using test equipment, statistical, equipment history, manufactures specifications, and industry-related standards to avoid fuel spills or fuel facility related events.
Review repair specifications of equipment or components being purchased or fabricated for repair and construction projects, to ensure compliance with contractual requirements and material specifications. Procure material required by repair or maintenance work.
Maintain records relating to maintenance. Document and report all activities in a centrally managed maintenance management system.
Maintain good working relationship with coworkers and military management personnel utilizing good judgment in recognizing scope of authority. Investigate and adjust customer complaints and concerns regarding fuel systems maintenance.
Maintain knowledge of military standards, Unified Facilities Criteria (UFCs), EM-385-1-1 Safety and Health Requirements Manual, OSHA, EPA, and other industry standards.
Adhere to strictly enforced Health and Safety requirements with the highest quality standards expected.
Perform all other duties as prescribed by management.

The Program Manager - Joint Ventures (SBA Mentor-Protégé) supports QGS's small business partnership and growth strategy by leading the governance, compliance coordination, and performance oversight of SBA Mentor-Protégé Program (MPP) joint ventures. This role works across business development, capture, contracting, and delivery to help identify and qualify JV opportunities, align partners on pursuit priorities, and ensure joint venture requirements are met so awarded work is set up for successful execution in federal environments.
What You'll Do
Coordinate joint venture governance, including operating cadence, meeting documentation, decision tracking, and adherence to joint venture agreements.
Serve as a central point of coordination between QGS stakeholders and joint venture partners to align roles, responsibilities, communications, and deliverables.
Support compliance with SBA Mentor-Protégé and joint venture requirements and associated federal contracting expectations; partner with Legal/Compliance on documentation and recordkeeping.
Support capture and proposal teams by verifying joint venture eligibility, coordinating required partner inputs, and ensuring teaming documentation is current and consistent.
Partner with Business Development/Commercial Excellence to support the JV go-to-market approach, including opportunity sourcing, qualification, pipeline reviews, and pursuit prioritization with JV partners.

What You'll Bring
