This position provides an opportunity to become a key contributor to Voya Investment Management's Insurance Portfolio Management Team. This team is the focal point for the stewardship and management of investment mandates for Voya's growing insurance distribution channel. In this role, the candidate will play a complementary role in portfolio construction decision-making.

The candidate should possess the professional and intellectual versatility to participate in and contribute to all aspects of the life cycle of the continued expansion of this critical growth area, including business development, portfolio management, idea generation and problem-solving, analytical support, client servicing and relationship management.

Key Responsibilities
In a team setting, the Insurance Portfolio Manager works with prospective and existing insurance company clients to define and understand their holistic investment needs.Based on this deep and multi-faceted understanding, you will help design an investment solution that reflects each client's unique requirements.Contribute to the implementation of each customized investment solution by coordinating the investment activity and decision-making of all the Voya asset sector specialists across all public and private fixed income asset classes and alternatives.Direct and coordinate internal non-investment expertise, including risk, tax, capital, legal, and accounting, to ensure an appropriate appreciation for those disciplines is incorporated into the investment decision-making process.Participate in the ongoing servicing of insurance client needs including providing analytical and informational support to investment strategy process, monitor and report on investment positions, produce scheduled and ad hoc reports on portfolio position and performance, monitor and report financial market data, and monitor portfolios for adherence to investment policy guidelines.Play a role in supporting all client's informational requirements including responding to requests for information from clients, preparing informational materials for weekly and monthly client communications, taking active role in creating quarterly investment reviews.Work with investment operations staff to help resolve any client-related administrative and investment operations issues as needed.Given the dynamic nature of the investment environment and effect that environment can have on an insurance company's investment requirements, you will assist in developing and executing proactive, creative ongoing initiatives intended to identify and satisfy client's evolving needs.While performing the role outlined above, you are responsible for understanding and following all firm policies and procedures.

Qualifications

Purpose/Objective:

Coordinate with SVP of Tax regarding the Company's tax credit investment strategy with respect to the Historic Tax Credit, Energy Tax Credit, Low-income Housing Tax Credit and New Market Tax Credit. Involved in all aspects of federal and state tax credit investing and reporting. Pursue and acquire tax credit investments to reduce tax liabilities, contribute to earnings, and reduce the effective tax rate. Minimize exposures while providing potential Community Reinvestment Act and/or ESG benefits. Create efficient and effective tax credit investment procedures and work papers. Monitor compliance with tax laws and regulations and internal policies. Create synergies that reduce external costs.

Key Accountabilities:

+ Partner with internal lenders, external syndicators, developers and attorneys to source tax credit investment opportunities. Assess risk and negotiate favorable terms for partnership operating agreements while working closely with outside attorneys with respect to the overall legal structure. Responsible for reviewing financial projections, term sheets, underwriting documents and closing documents. Prepare internal rate of return schedules. Determine appropriate accounting methodology and maintain related impairment/amortization schedules. Project and minimize capital loss on disposition of investments to ensure realization of tax benefits. Interpret and comply with regulatory and internal hold limits related to tax credit investments.40%

+ Responsible for tax credit investment asset management process to minimize, monitor and assess risk. Comply with Policy requirements and best practices regarding tax credit investment risk management and work paper documentation, controls and memoranda. Manage and organize files. Monitor unfunded commitments and fund tax equity installments accordingly. Review investment results compared to projections over time. Request and review partnership returns and K-1s. Implement impairment methodologies, prepare monthly impairment entries. and ensure compliance. Responsible for reporting eligible tax credit investments to CRA group and Hold limit reports to Risk Management. Provide all tax credit related reports for the corporate tax provision, earnings release, and corporate income tax returns. Pursue applicable partnership distributions due to Berkshire Bank. Manage partnership exits and related capital gains or losses. 40%

+ Work closely with Tax Manager to supply all required tax credit related support for financial reporting. Assist with planning and modeling of projected tax credit investment benefits for current and future periods. Manage tax credit investment policies over time. Monitor risk/exposure, regulatory and internal hold limits over time. Provide requested tax credit investment documents upon audit. Assist tax dept team members with projects as needed.20%

Education:

  • North American Team Regional Lead and liaison to CCP Risk Credit Officers on contingent risk matters related to CCPs and markets
  • Managing portfolio of CCPs with a particular focus on contingent risk exposures across asset classes which include:
    • Evaluate risk exposures and concentrations, material drivers of stress
    • Identify and analyse drivers and offsets to our risk exposures

Qualifications

  • Bachelors Degree in Mathematics, Economics or Finance, Masters Degree a plus

  • Strong familiarity with derivatives and traditional credit products as well as good understanding of market and credit risk measurement concepts with experience in underwriting, structuring, and negotiating loan, derivative, and liquidity management transactions
  • Strong initiative, project management skills with ability to independently manage multiple priorities/ deadlines and proactively contribute and represent region in strategic global CRT-wide initiatives
  • Excellent communication and partnership skills; strong interest in verbal interaction with ability to lead internal and external discussions with senior risk professionals, peer firms, clients, and regulators
  • Solid control mindsight: ensure risk policy and processes are observed and controls are maintained and ability to challenge first line and escalate emerging risks or issues
  • Strong attention to detail, excellent analytical skills, and ability to work under pressure
