A Police Officer assigned to Patrol operates under the direct supervision of the Patrol Commander and Patrol Sergeant. The Patrol Officer is sworn to enforce all laws and ordinances for which the Department is responsible; to protect the lives and property of all persons; and to maintain peace and order within the Village of Mundelein. When properly required to do so the Patrol Officer will provide any service that is necessary for the furtherance of the Department's mission and objectives. The Patrol Officer will take the appropriate police actions, within the limits of legal authority, whenever and wherever required. The Patrol Officer will maintain professional decorum and will display a proper attitude in all dealings with citizens, superiors and other Department personnel. The Patrol Officer is expected to understand and comply with the orders, directives, policies and procedures, rules and regulations of the Mundelein Police Department. GENERAL APPLICANT INFORMATION Training Once hired, candidates will be subject to a field training process to be determined. Work Schedule Normally, police officers work an average of eighty hours per two-week period, which amounts to 2,080 hours annually. Currently, the patrol division works 12-hour shifts, which are re-bid on an annual basis. Direct Deposit All employees hired after January 1, 1997, must participate in Village's direct deposit program. Police Pension All sworn police officers are eligible to apply for participation in the Mundelein Police Pension Fund. Within three (3) months after being appointed to the sworn position, the police officer must make written application to the Pension Board if they wish to participate. As a participant of the Mundelein Police Pension Fund, you are eligible for the following: Police Pension All sworn police officers are eligible to apply for participation in the Mundelein Police Pension Fund. Within three (3) months after being appointed to the sworn position, the police officer must make written application to the Pension Board if they wish to participate. 1. As a participant of the Mundelein Police Pension Fund, you are eligible for one of the following, if you have previous service in an Article 3 Fund before January 1, 2011: A. Voluntary Retirement - Police Department eligibility is age fifty (50) with twenty (20) years of service. Annual benefits equal to the product of final pay times the sum of 1) 50%; plus 2) 2.5% for each year of service in excess of 20 years, but less than 30 years. Maximum benefit is 75% of final pay after 30 years of service. B. Mandatory Retirement - Mandatory retirement age is 65. Employee will be vested in retirement plan with a minimum of eight (8) years of service. C. Final Pay - Final pay is defined as the salary attached to the rank held upon separation from active service. 2. If you do not have previous Article 3 service (before 1/1/11) the following pension provisions apply: A. Voluntary Retirement: * Minimum Retirement Age 55 with a minimum of 10 years of service. * Early Retirement Option at age 50 with a minimum of 10 years of service, but a reduction in annuity of 1/2 of 1% for each month under age 55 (6% per year). * “Final Average Salary” (used to determine pension annuity) is based on an average salary based on the best 8 out of the last 10 years of service. * Final Average Salary is capped at $130,166.37, increased annually by the lesser of 3% (of the salary amount) or 1/2 of the annual increase in the CPI-U. [2] * Survivor benefits reduced to 66 2/3% of deceased employee's salary at time of death (subject to cost-of-living adjustments). * Cost of living adjustments beginning the year after the retiree or survivor turns age 60 with annual increases of the lesser of 3% or ½ of the annual increase in the CPI-U. * Retirement pension calculated by multiplying 2.5% for each year of service by the “Final Average Salary,” capped at 75%. B. Mandatory Retirement * Same as above Uniforms The Village will issue uniforms to personnel assigned to the Police Department who are required to wear them. If an officer separates from the Police Department and does not complete his/her initial three-year period, the individual will be required to reimburse the Village for the cost of uniforms. Signing the Uniform Reimbursement Agreement is a condition of employment. Requirements Applicants for lateral appointment to the position of Police Officer must meet the following minimum qualifications and requirements at the time of application: * State of Illinois certification or waiver by the Illinois Law Enforcement Training and Standards Board with no more than forty (40) hours of training required by that Board for recertification, if necessary.     Full-time Description The Battalion Chief is an appointed supervisory command-level position responsible for the administrative and daily operational functions of all assigned shift personnel, response vehicles, and fire stations. Work Environment The Physical demands and working conditions for a Battalion Chief are essentially the same as those for a firefighter. While performing the duties of this position, the employee is frequently exposed to wet or humid conditions, moving mechanical parts, high and precarious places, fumes or airborne particles, outside weather conditions, extreme heat and cold, and risk of electrical shock. The noise level in the work environment may be loud or excessive at times. Physical Demands The physical abilities for a Battalion Chief are essentially the same as those for a firefighter. While performing the duties of this position, the employee is regularly required to climb or balance, stoop, kneel, crouch, crawl, and or talk and hear. The employee is frequently required to stand, walk, and use their hands to handle, or reach with hands and arms. The employee is occasionally required to sit. The employee must regularly lift and/or move more than 100 pounds. Specific vision abilities required by this position include close vision, distance, vision, color vision, peripheral vision, depth perception, and the ability to focus. Salary and Benefits The salary range for this position is $149,626 to $161,834, with the starting salary dependent on qualifications. The Village offers a generous benefits package, which includes a pension plan, personal time off, and coverage of the majority of the monthly premium for medical insurance. Additionally, dental, vision, basic life, and AD&D insurance are fully covered by the Village. Medical, dental, vision, and life insurance benefits begin on the first day of employment. NATURE OF WORK: This is a professional position requiring the performance of a variety of civil engineering and project management tasks, for a wide variety of City infrastructure improvement projects, including multimodal transportation, utilities, and park amenities. Tasks include completion of studies of engineering challenges, preparation of contract documents (plans and specifications), cost estimating, field inspection and completion of field reports, review and approval of contractor pay estimates and project closeout tasks. This position may also be responsible for the preparation of Requests for Qualifications and Requests for Proposals, and the hiring and supervision of consulting firms for the purpose of planning, design and construction of municipal infrastructure improvements. The selected candidate is expected to work collaboratively with technical and non-technical colleagues as well as the public, while having considerable latitude in exercising technical judgement. This position reports to a Senior Project Manager. ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following): Plans, designs and directs construction and maintenance of civil site design, multimodal transportation, traffic calming, parking lots, alleys, water main, sewer, stormwater and park amenities. Prepares contract drawings utilizing engineering drawing software. Prepares contract technical specifications in compliance with Illinois Department of Transportation and other industry standards. Prepares Division 0 and Division 1 in compliance with City of Evanston guidelines and policies. Prepares engineering cost estimates for capital improvement projects. Understands and incorporates requirements of external agencies, such as the Illinois Department of Transportation, Illinois Environmental Protection Agency and the Metropolitan Water Reclamation District. Prepares permit applications and applies for permits in support of City infrastructure projects from the City of Evanston and from outside agencies, Works within the City of Evanston purchasing policies to procure engineering and contractor services. Provides field inspection of contractors and prepares field reports to document progress and issues. Investigates complaints from citizens, contractors and the general public; responds and resolves situations in accordance with City standards and parameters Reviews and approves contractor and consultant pay estimates. Supervises project closeout, including production of as-built drawings and .shp files for upload into the City's GIS system. Prepares Requests for Qualifications and Requests for Proposals to contract with consulting firms for the purpose of planning, design and construction of municipal infrastructure improvements. Oversees the work of consulting firms contracted for the improvement of the City's infrastructure. Performs technical research in developing solutions to engineering problems. Completes planning studies to resolve municipal infrastructure challenges. Prepares and implements traffic signal timing plans for isolated intersections, arterial systems and the downtown grid system. Prepares and/or evaluates traffic and parking impact studies. Prepares memoranda and reports for internal and external use. May attend community and neighborhood meetings, including evenings and weekends, to listen to concerns, present plans, and resolve issues. May prepare presentations and present in public meetings to discuss infrastructure issues and recommendations for improvements. May prepare and submit applications for grant and loan funding, as well as providing documentation for reporting requirements once grants are received. May review permits and submissions for private development and provide comments/recommendations. Drives a vehicle to job sites in various locations around the City of Evanston. Uses Personal Protective Equipment as appropriate to the task and environment. Performs other duties as assigned. MINIMUM REQUIREMENTS OF WORK: Must possess a Bachelor's Degree in Civil Engineering, Environmental Engineering or substantially similar area from an accredited university. Must possess an Engineer in Training (EIT) certification. Possession of a Professional Engineer (PE) License from the State of Illinois is preferred. Must possess at least five years of professional civil engineering experience, preferably in a municipal or county environment or, any combination of training and experience that provides the following knowledge, abilities, and skills: Must possess and maintain a State of Illinois driver's license and a safe driving record. Working knowledge of civil engineering theory, principles and practices. Ability to read and interpret engineering drawings and specifications. Understanding of various phases of municipal engineering, MUTCD and Highway Capacity manual. Knowledge of various computer hardware and software including Autodesk Civil 3D, Adobe Acrobat (and other software programs allowing markups of pdf files), Microsoft Office and Google Office Suite. Knowledge of construction techniques, methods and materials. Within 18 months, must obtain National Incident Management System (NIMS) certification in IS-700, IS-800, ICS-100 and ICS-200. Ability to coordinate with to other staff, including professional, technical and support staff; ability to establish and maintain effective working relationships with staff, citizens, contractors, city officials and the general public. Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw conclusions. Ability to interpret an extensive variety of technical material in mathematical and diagrammatic form; deal with several abstract and concrete variables at one time. Ability to use mathematics for calculations needed for civil engineering tasks. Ability to read scientific and technical journals, abstracts, financial reports, blueprints and specifications, contracts, proposals, legal documents, management information reports, safety manuals and rules, personnel rules, City code and related documents. Ability to prepare business letters, memoranda, summaries and reports using prescribed format and conforming to all rules of punctuation, grammar, diction and style that are understandable to the audience to whom the written document is addressed. Ability to speak effectively and persuasively, using appropriate diction, articulation, vocabulary and presence appropriate to the audience to whom the spoken word is addressed. Assignments may vary from day to day depending on the season and work requirements.
