Prepare and manage contract forecast. Team Leadership Manage a team of contract professionals, ensuring high-quality deliverables, accountability, and performance. Mentor, train, and develop team members to build internal capability and support growth. Foster strong communication and collaboration between teams, ensuring seamless contract administration and compliance support. Collaboration & Internal Support Partner with Finance, HR, Talent Acquisition, and Delivery teams to ensure alignment between contract terms, staffing, and financial objectives. Support pricing strategies, cost proposals, and subcontractor negotiations. Provide training and guidance to project managers and staff on contractual requirements. Serve as the primary point of contact for contracting officers, subcontractors, and partners on contractual matters. Qualifications: Required Bachelor's degree in Business, Finance, Law, or related field. 10+ years of progressive federal contracts and subcontract management experience, with at least 5 years in federal contracting. Demonstrated experience leading and managing contract professionals, including junior resources. Strong knowledge of Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), GSA (Department), and agency-specific acquisition regulations. Proven ability to manage and negotiate contracts for IT Services, professional services, or consulting engagements. Strong business acumen and ability to communicate effectively with executives, clients, and partners. Excellent oral and written communication skills. Strong organizational skills, attention to details and ability to meet strict timelines. Knowledge and experience using Microsoft applications including working with Excel, Word, PowerPoint. Demonstrated ability to work independently and manage the work of others. Familiarity with sources that inform on changes to laws and regulations, and ability to timely and accurately inform other managers of changes to contracts, laws and regulations. Knowledge of and ability to perform compliance reporting, including but not limited to subcontracting plans and reports, DMA and other audit responses, DCAA contract summary reports. Experience in administration of Federal Supply Schedule contracts, Institutional Funding Fee (IFF) administration, audit support, maintenance of certification and registration in SAM. Knowledge of legal implications and requirements of contract clauses including contract administration functions required to ensure compliance with contract documents and monitor subcontractor performance, negotiate necessary changes, and resolve issues. Experience ensuring efficient, effective and compliant performance during the entire contract lifecycle including interpretations of contractual requirements, risk mitigation and management, change management, and conflict resolution Preferred: Master's degree or JD. CPCM, CFCM, or equivalent professional certification. Experience supporting GSA Schedules, GWACs, and other federal contract vehicles. Experience with Deltek Costpoint. Experience with small business federal contracting (8(a), SDB, SDVOSB, WOSB, or similar), where adaptability and cross-functional leadership are key. Experience with Other Transaction arrangements. Knowledge of and experience with Mentor Protégé programs. Experience in defining and negotiating intellectual property and data rights provisions. Knowledge of program management procedures. Knowledge of CMMI for Services, ISO 9001, 20000, 27001. Knowledge of OCI Restrictions and experience in developing mitigation strategies. Proven ability to work on pricing and ensuring proposals are compliant related to pricing. Security Requirements: Security clearance is not required at this time but could be at some time in the future.

Essential Duties and Responsibilities: Responsible for strategic sourcing activities for AliMed, including leading cross-functional teams to identify and qualify sources of supply and obtain materials, components, or finished goods needed to support product launches. Identifies alternative suppliers for key products/product lines and negotiates favorable terms, pricing, and delivery for key items as part of Product Cost Reduction initiatives. Locate, evaluate, negotiate with, and select suppliers and potential suppliers to achieve optimal quality, cost, and delivery of purchased material in accordance with required standards. Establish programs and world-class standard processes to mitigate supply risk and optimize business performance. Provide commodity and supplier leadership through proactive Low-Cost Region (LCR) sourcing and/or tariff mitigation, formal supply agreements, Vendor-owned Managed Inventory (VMI), supplier rationalization/optimization, and supplier risk management activities. Prepare and issue RFQs or solicit pricing as needed; negotiate price and delivery terms. Analyze bids and quotations for accuracy and cost-reduction opportunities and summarize results to recommend sourcing strategies. Draft, execute, and manage supply agreements across commodities, suppliers, products, and services. Develop strategic partnerships with preferred suppliers to align with and support business objectives. Collaborate with Quality, Manufacturing, and Product Development to monitor and correct supplier non-conformance issues. Participate in cross-functional teams to identify and resolve problems, improve processes, and ensure financial recovery where applicable. Foster long-term, mutually beneficial long-term partnerships with suppliers to promote continuous improvement, including conducting supplier visits, interviews, and quarterly business reviews (QBRs). Responsible for supplier management including performance reporting and corrective actions as needed. Identify and negotiate cost reduction opportunities using price/cost analysis, negotiation techniques, strategic sourcing, and value engineering vs. buy. Assist in resolving accounting discrepancies and pricing variance reports, as directed by the Procurement Manager. Coordinate with suppliers on Engineering Change Orders, maintaining accurate purchase order documentation and cost communication. Analyze material cost impacts on the business and develop appropriate responses. Participate in all aspects of supply chain management to maintain reliable and cost-competitive sources of supply.     About the Role & Team** The Supply Chain Visibility (SCV) team was established to meet increasing regulatory and stakeholder demands for comprehensive supply chain due diligence. A newly formed team, SCV is responsible for managing Disney's expanding responsibilities to understand and conduct due diligence on the upstream supply chain. This includes collaborating with Corporate and Business partners to operationalize new regulatory requirements, analyzing internal and external supply chain data to determine regulatory impact and evaluate risk, developing tools and methodologies to conduct due diligence in support of regulatory requirements, and partnering with internal Sourcing teams to gather and evaluate information from Disney's vendors. Reporting to the Senior Manager of SCV, the Operations Manager will serve as a founding member of the team, with the opportunity to mature and formalize a nascent cross-functional compliance operation focused on multiple existing and forthcoming regulations in key markets like North America and Europe. The Operations Manager will oversee the day-to-day operations of the global SCV program, evaluating risk to propose and ensure timely execution of due diligence and risk mitigation measures such as supply chain mapping and traceability assessments. We're looking for someone who's passionate about responsible sourcing, eager to solve problems without clear answers, and adept at addressing diverse stakeholder needs. The ideal candidate has a proven track record managing global supply chain due diligence operations to mitigate risk in a complex environment and has experience designing and implementing upstream due diligence and/or traceability initiatives in or for large multinational companies. What You Will Do** This role is responsible for building and managing the daily operations carried out by a cross-functional team of 5-10 professional staff. This position will have at least 2 direct reports. The hiring range for this position in California is $126,800.00 to $170,000.00 per year. The base pay actually offered will take into account internal equity and also may vary depending on the candidate's geographic region, job-related knowledge, skills, and experience among other factors.
