**Minimum Qualifications**
**Education**
Bachelor's degree in Construction Management; Engineering; Business or Public Administration, or a related field.
In lieu of a Bachelor's degree, a High School Diploma or GED and four (4) years of experience in projectmanagement and/or facilities development/maintenance, construction management, transportation and/or related field, in addition to the experience stated below, will be considered
**Experience**
+ A minimum of five (5) years of progressively responsible experience in projectmanagement or facilities development/maintenance, construction management, transportation and/or related field, to include at least three (3) years in a supervisory capacity responsible for the management of consultants and professional staff.

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or servere weather, natural disaster, fire, operational emergencies or related events.
**Job Summary**
The ProjectManager (Facilities) effectively implements and coordinates FSVT/PLNT Facilities Capital Improvement Projects and Rehabilitation and Replacement Programs. The incumbent directs activities related to program development, coordination, progress, and projectmanagement information tracking. The incumbent serves as the principal supervisor to integrate and implement objectives for the FSVT/PLNT Facilities Capital Program's schedules, budget, materials, project delivery, and/or other project related administrative functions as directed. The incumbent provides leadership, and guidance to the program team, in support of dynamic program objectives.
**Essential Functions**
+ Supervises and coordinates the effective implementation of Facilities Capital Program
+ Manages, within established budget limitations, all facility operations and maintenance functions, including the direction of all facets of operations within the assigned area of maintenance program responsibility.
+ Coordinates various facility rehabilitation projects by creating and/or reviewing scopes of work; creating schedules and risk assessments; meeting with stakeholders to assure alignment of scope and schedule with other projects; helping to set roles and responsibilities; providing continuous communication of project status; helping to ensure material and/or equipment needs are met; mitigating issues to ensure schedule and budget adherence; and monitoring budgets. Projects include, but not limited to, Station Enhancements, Bathroom Renovations, Tunnel Fan Control System Upgrades, Station and Tunnel Ventilation Rehabilitations, Drainage Pumping Station Rehabilitations and any other project needed to implement PLNT objectives. Ensure efforts under capital program are effectively facilitated/managed.
+ Works closely with the senior management to effectively accomplish project requirements and ensure conformance to established cost, schedule and technical performance objectives. Develops project cost estimates as needed and ensures department goals are implemented and allocated fiscal budget are tracked/monitored.
+ Develops detailed work plans and schedules for manpower, materials, and equipment for each project within the FSVT/PLNT Facilities Capital Improvement Program (CIP) to ensure schedules and resources are sufficient to meet fiscal goals.
+ Ascertains impending problems and conditions which may cause program delays and provides administrative assistance to solve procurement related issues, including budgetary and funding matters, sole source procurements, alternative suppliers, specifications and manufacturer discrepancies, material shipping timetables and delivery schedules. Monitors implementation of CIP schedules, and identifies and reports problems to FSVT/PLNT management.
+ Conducts field audits and reviews of all FSVT/PLNT Facilities CIP Projects to provide quality assurance and control to project efforts.
+ Supervises subordinate WMATA staff and consultants to include recommending applicant selection, disciplinary actions, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.

**SUMMARY**

Plans and supports (or organizes) projects and sub-projects with limited complexity under the direct supervision of the ProjectManager or Director.

Provides detailed updates to ProjectManagers, project team members, and project stakeholders.

Performs random project site audits for all stages in the production process and inspects materials for specifications and contract compliance.
Interacts effectively with the NAVFAC Quality Control personnel to ensure.

Job Summary
This position is for the major capital improvement projects included in the B&P Tunnel Replacement Program - new Frederick Douglass Tunnel (FDT), that will modernize and transform a ten-mile section of the Northeast Corridor. The Program includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.
B&P Package A Tunnels scope includes 2ea approximately 2-mile-long tunnels to be constructed via TBM, and other major civil work at the approaches and ventilation shafts.
The Senior Project Controls Manager is responsible for developing, using, and improving existing enterprise tools, systems, and work processes to drive effective management control and reporting on cost, schedule, risk, estimating, and progress measurement for Amtrak's B&P Tunnel package. Individuals in this role may also act as a Sr Estimating Manager or Lead Estimator. Work with the Program Reporting Manager to develop project dashboards, cost and resource performance reports, change logs and risk registers in close collaboration with Executive Sponsors and Senior Leaders. Senior Project Controls Managers work under minimal supervision of a senior Project leader and lead a project or program level controls team consisting of direct and matrixed subordinate controls practitioners.
Project Risk: Complex Program
Essential Functions
* Lead and manage estimating for the tunnels package. Work with Program team and leadership to build strategy and tools for internal estimating and estimating comparison between contractor and internal estimates. May also perform some estimating at times, depending on estimating support staff levels during life of project. Lead quantity and estimating comparisons and reconciliation. Support GMP negotiations with the CMAR
* Assures compliance with department cost estimating, cost management, schedule management, risk management, and change management procedures and guidelines.
* Work with the Program team to maintain a weekly updated project schedule to identify critical path and notify leadership for any delays in the schedule.
* Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor.
* Integrate cost and schedule data as well as information for vendors and external entities to facilitate risk, schedule, and budget performance reporting.
* Develop and/or maintain reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the program.

Overview:
Axle is looking to add a driven, flexible, organized, and meticulous ProjectManager to our dynamic team. The Contractor(s) shall provide services in support of the overall functions of the Vaccine Production Program (VPP), Vaccine Research Center (VRC).
Requirements:
Prepare VPP biological buffers and bulk drug candidate products for laboratory inventory in support of development and production of government vaccine and biotherapeutic investigational products, including, but not limited to:
Maintain communication with the VPP process groups to ensure the process groups have the buffers which are needed for processing ahead of time.
Obtain purified bulk vaccine candidates/biotherapeutics or bioreagents from the VPP downstream group.
Verify all label information on the bulk from downstream is correct.
With guidance, determine the aliquoting plan for each lot of bulk received per direction of the scientific operations manager for VPP.
Generate the correct number of labels per container size for each lot.
Perform the aseptic aliquoting for each lot of bulk in a biological safety cabinet.
Determine the storage location for each aliquoted lot (-80C, -30C, or 4C) as specified by either the scientific operations manager or the projectmanager for the VPP.
Prepare products for shipment to outside collaborators, following all NIH/IATA/DOT regulations.
Develop, implement, and follow departmental policies related to primary duties and other aspects of VPP Scientific Operations as needed.
Maintain consumable inventory stock for VPP processes.
Aid in the processing of laboratory requests for commercially available goods (CAG) from VPP stockroom or equivalent.
Aid in SDS database under the direction of the VPP SOM or designee.
Perform weekly verification of CAG held by VPP Scientific Operations and notify the VPP SOM or designee.
Aid in response to departmental requests for instrument service, under the direction of the VPP SOM or designee.
Follow established departmental policies, procedures, and objectives, continuous quality improvement objectives, and safety, environmental, and/or infection control standards.
Aid SME in QA responsibilities including but not limited to laboratory notebook issuance/retention, review, and audits.
Serve as a backup emergency responder for all VPP REES (alarm system) monitored equipment.
Operate dolly/ pallet jack in loading and unloading supplies and equipment.
Perform miscellaneous job-related duties as assigned by either the Scientific Operations Manager, the VPP Materials and Documentation Control Manager, or the Senior Scientific Associate for Materials, including but not limited to performance of property checks, maintenance of service contracts on lab equipment, monitoring commercially available goods, biological/chemical waste removal, equipment moving, package delivery and various inventory levels.
Required Qualifications:
Bachelor's degree in Biology, Chemistry, or related field with minimum 5 years of experience in a research laboratory setting (not medical or hospital lab).
Experience in Laboratory information Systems.
Experience in Microsoft Office, especially Excel and Word.
Strong knowledge of scientific/biotechnology laboratory documentation requirements (GDP).
Strong analytical capabilities to prepare inventory analytics and other metrics.
Strong communication skills to communicate to internal and external stakeholders.
Must have the ability to work as a team member. • Experience in working with Aseptic and biological safety cabinet (BSC).
Preferred Qualifications:
2 yrs experience working in a biological safety cabinet and a laminar flow hood.
2 year of demonstrated experience/training in sterile technique for handling biological products.
Hands-on experience with product candidate inventory management systems.
Current up to date training in USDOT and IATA training for biological shipping.
Experience with SmartSheet, (LIMS), and electronic laboratory notebooks (ELNs).
Current training in RCRA, DOT and Hazcom (GHS).
