Inspects vessels and peripheral equipment prior to voyage to ensure efficient, safe operation and conformance to regulations and company policies. Utilizes navigational equipment, weather forecasts and tide/current predictions to ensure the overall safety of vessel and crew. Operates vessel, when safe to do so, in oceans, bays, lakes, rivers or coastal waters as directed by supervisor. Works with supervisor to adjust float and work plan according to developing environmental conditions. The Environmental Services (ES) Field Technician I works under close supervision, receives detailed work instructions, and applies basic judgment in resolving routine issues. The incumbent troubleshoots basic problems and identifies deviations from accepted practices. The Environmental Services (ES) Field Technician I performs operational functions related to emergency response, hazardous and non-hazardous spill clean-up, and hazmat decontamination work. Under general supervision, administer and implement Environmental Protection (EP) stormwater programs in assigned Market Area(s). Serves as Market Area EP contact and assists field operations personnel and management with technical guidance on stormwater topics and regulatory environments. Monitor and investigate stormwater compliance status providing training and specific recommendations to site, district and MA management and operations personnel. This position may be required to lead EP team professionals in some Groups and/or Market Areas. II. Provides budget guidance regarding addressing EP Market Area or site projects. Provides technical and project direction to outside consultants, site and Market Area staff on stormwater program implementation, improvement and maintenance and in the resolution of any current or potential environmental issues. Administer customer waste approvals. Prepares and delivers EP training and education to facility and Market Area staff. Maintain EP data tracking system databases (Cycle, Dakota Tracer) and provides company related reporting. III. Supervisory Responsibilities Some Supervisory responsibility may be required of EP Managers I and EP Specialists. This position requires an engineer with significant experience in the environmental and solid waste industry. The ideal candidate will possess superior problem solving and management skills that will be applied to a diverse portfolio of technical projects. You will be directly responsible for engineering and construction at solid waste disposal facilities, will communicate with senior management, and direct and mentor junior staff. Essential Duties and Responsibilities Engages, directs, and manages professional consulting firms that perform a variety of work tasks at solid waste facilities, such as preparing permit applications and construction plans, conducting site monitoring, preparing regulatory submittals, etc. Will be responsible for final work product. Maintains a strong working relationship with regulators and serve as a direct line of communication on technical and permitting matters between regulatory agencies and operating sites. This will include representing WM in permit meetings, hearings, and site inspections. Act as a professional representative for WM as a community liaison, at technical conferences and other forums Manages landfill construction projects from overseeing the preparation of construction plans to final approval.
