I. Job Summary
Responsible for all legal compliance aspects of WM's Executive Compensation and Employee Benefits matters and projects. The preferred locations for this role will be Houston, TX, Philadelphia, PA or Chicago, IL, however other US locations will be considered.

* Compensation and Benefits-Related Due Diligence for Acquisitions and Divestitures
* ERISA litigation and other disputes involving operation of the compensation and benefit plans
* Assisting Plan Fiduciary and Settlor Committees and other Plan Advisors with governance issues
* Advising and Drafting Severance Plans and Agreements
* Advising on complex 162(m) tax deduction, 409A deferred compensation and 280G parachute payment issues
* Supporting annual tax and audit processes related to the plans
* Non-competition Agreements
* Multiemployer Plans (withdrawal liability litigation and modeling)
* DOL and IRS audits and voluntary correction programs
* Plan termination
* Compliance with federal, state and local employee leave laws.
* Other minor duties may be assigned.
III. Supervisory Responsibilities
This job has no supervisory duties but will manage outside counsel and occasionally act as a team lead.

About the Environmental Operations Manager Role Plans and directs all onsite activities at client location in relation to the storage, transportation and disposal of hazardous and non-hazardous wastes and other related services following federal, state & local regulations. Consult with client to identify, design and implement cost saving opportunities and proposals.
Ensure compliance with client and government regulations by performing necessary inspections and reporting. Resolve all issues in a timely manner.
Administer client and vendor financial obligations including invoicing, reporting and contracts.
Promote culture of safety by ensuring site personnel are properly trained to perform assigned duties and comply with safety, environmental, federal, state and local regulations.
May occasionally be required to perform labor-intensive activities (e.g., drum collection and bulking).

Qualifications

The Operator - Heavy Equipment is responsible for the safe operation of heavy equipment at a recycling center, landfill or transfer station for the purpose of transferring, spreading, covering, loading and/or compacting waste or soil in an efficient and safe manner.
PRINCIPAL RESPONSIBILITIES:
+ Perform pre- and post-operation inspection of the equipment in accordance with Company policy to ensure windows, lights, mirrors and rear view camera are clean. Safely and efficiently operate equipment that may include: forklift, excavator, bulldozer, front-end loader and other equipment using proper safety standards.
+ Continuously monitor waste for evidence of unacceptable waste in materials.
+ Continuously monitor the condition of the equipment to ensure it is operationally ready at all times to minimize down time; clean tracks or wheels on equipment, as needed.
+ Perform and document minor service on equipment, referring more complicated mechanical issues to Maintenance Shop for repair.
+ Complete Equipment Condition Report and other reports, as necessary; report any necessary repairs to supervisor, as needed.
+ Follow all required safety policies and procedures.
+ Ensure that shop is clean, serviced and stored at the completion of each shift.
+ Perform other job-related duties as assigned.

Properly operate and maintain GCCS in a timely and cost-effective manner to ensure regulatory compliance and optimize performance.
GCCS operation and maintenance includes:
Calibrate, operate and maintain sensitive electronic data collection devices necessary to optimize LFG collection from the wellfield.
Collect and manage data entry from wellfield extraction and environmental monitoring locations.
Implement the GCCS preventative maintenance plan.
Operate and maintain liquid management system pneumatic or electric driven pumps (troubleshoot and determine liquid levels within liquid containment structures and or LFG collection wells).
Perform wellfield valve/vacuum adjustments, data collection and maintenance; interpret data.
Use Polyvinyl Chloride (PVC) or High-Density Polyethylene (HDPE) piping materials and associated equipment to perform maintenance on piping materials.
Complete the WM Landfill Gas Technician I Training.
Develop basic understanding of environmental regulations related to GCCS operations and develop the ability to work within an environmentally regulated industry.
Follow job related health and safety requirements and procedures.
Available for on-call response to GCCS related malfunction event(s).

* Performs all duties as scheduled by Operations Manager or Dispatch, assisting other company drivers as directed.
* Notifies Operations Manager of any incidents, accidents, injures, or property damage.
* Notifies Dispatch or Operations Manager of issues as prescribed by Service Machine protocol, including blocked containers, potential missed pick-ups or problems that arise on the route.
* Communicates customer requests or issues to Dispatch or Operations Manager.
* Completely dumps all containers and leaves the customer's location clean and free of debris.
* Completes and submits customer tickets when excess yardage must be removed.
* Positions containers on the customer's property in a manner that ensures lids are properly replaced, containers are set in an upright position, and containers do not block driveway entrances or traffic.
* Follows route assignments throughout the day and completes all documentation when checking-in at the end of the route.

By thorough evaluation of operational data, be responsible for planning a proper course of action and have complete ownership for managing production capacity in efforts to reduce plant operating expenses while limiting equipment downtime without impairment. Inspects ongoing activities for safety and environmental compliance, and for adherence to Standard Operating Procedures. Reports and develops recommendations for corrective actions in any instances of reoccurring shutdowns or equipment de-rating in order to notify WMRE operations managers whether further analysis is necessary.
Responsible for ensuring compliance with all operational requirements of the air permit, which may include CYCLE task tracking, documentation of compliance with standard operating procedures, performing emissions tests, and adjusting equipment to meet emissions limits. Represents WMRE during third party testing and regulatory inspections.
Secures, manages, and coordinates all 3rd party vendors for scheduled plant maintenance, unscheduled down time, compliance, and well-field issues. Regularly communicates this with the Market Area Gas Operations Manager (MAGOM) and/or WMRE Operations Manager.
Manages various relationships with power/gas purchasers as a first point of contact, with respect to facility operations and compliance with scheduling requirements. Complies with power purchase agreements, gas sales agreements, interconnect agreements, or other contracts.
Inspects plant machinery and equipment. Repairs, maintains, and services all equipment in accordance with the facility Standard Operating Procedures, equipment maintenance manuals, and WMRE policies and training. Must also be knowledgeable to handle non-routine repairs or issues that may arise and require sound, immediate judgment without direct supervision.
Implements WM and WMRE safety policies and practices for all work activities, and ensures these practices are followed by other WM staff, vendors, contractors, and visitors entering the facility.
Completes all mandatory training activities for both safety and operational training as assigned by supervisor.
Procures plant supplies and replacement equipment in an efficient manner by identifying needs in advance, managing vendors, and working within WMRE guidelines as well as being responsible for the annual budget.
Promptly responds to call-outs of plant shutdowns during non-business hours to identify the cause of the shutdown and rectify/diagnose through appropriate repairs or adjustments to return the plant to operation while consulting with WMRE operations managers (as needed). This role is given discretion to judge the situation and respond accordingly without management intervention, until needed.
Identifies backup staff in coordination with the WMRE regional manager, and assigns call-out schedules to ensure that there is at least one plant manager available 24/7/365 for plant shutdowns and emergencies. For self and backup, adjusts daily or weekly on-site presence at plant during business hours to reflect time spent for call-outs, with consideration that all other daily and monthly duties must be completed on a timely basis.
Maintains the facility spare inventory and provides a written inventory count twice annually.
Schedules and conducts plant tours as requested to support good community relations. Represent WMRE as the on-site technical expert on production of renewable energy from landfill gas. Participates actively in developing and implementing ongoing public relations between the plant and community to ensure favorable outlook of the facility from both customer and community.
Participates in public forums to support business development and community education. Ensures the potential for use of the facility as a marketing platform and supervises such activities. Maintains effective relationships with key political and community decision makers in the region.
Completes special assignments/tasks as required by WMRE Operations Manager, Market Area Gas Operations Manager, or Landfill District Manager.

* Assists and works alongside with senior level WM engineers on construction projects. Take responsibility for tasks as assigned by the lead WM engineer, such as contract administration, materials order and delivery, contractor scheduling, CQA oversight, etc.
* Works with operation teams to ensure compliance with permits and to prevent or resolve operational issues.
* Assists in the preparation and/or review of engineering, monitoring and environmental reports.
* Assists in environmental reviews and audits.
* Works with landfill managers to formulate short-term and long-term goals and action plans in alignment with WM objectives.
* Identifies and estimates the cost of, site capital needs and follow-through with inclusion in annual budget exercises.
* Interacts with state and local agencies to foster positive working relationships and to insure efficient and effective compliance with regulations.
* Reviews and understands WM engineering and technical directives and Best Management Practices and implement at sites in your assigned area.
* Provides technical support to operations, sales staff, landfill managers and environmental staff, such as landfill gas technicians and other functional areas.
