General Statement
Performs a variety of tasks in the operation and maintenance of a water/wastewater treatment plant including maintenance of equipment, quality control/testing and day-to-day activities on an assigned shift. This position typically holds or is working towards an intermediate level water/wastewater treatment certification.

Essential Duties and Responsibilities
• Operates treatment facilities to control flow and processing of water/ wastewater, sludge, and effluent
• Monitors gauges, meters, and control panels
• Observes variations in operating conditions and interprets meter and gauge readings
• Operates valves and gates either manually or by remote control
• Starts and stops pump, engines, and generators to control and adjust flow and treatment processes
• Maintains shift log and records meter and gauge readings
• Collects samples and performs routine laboratory tests and analyses • Performs routine maintenance functions and custodial duties
• Makes operating decisions in absence of supervisory personnel
• Understands and carries out oral and written directions

Working Conditions & Physical Requirements
The work area can involve a working environment indoors as well as outdoors, which could cause exposure to outdoor elements; proper environmental attire will be required. Some areas can have loud noise, active machinery, high pressure fluid systems, electrical equipment, confined spaces, heights and depths, fumes, air borne particles, noxious gases, pathogens and various chemicals. The use of appropriate safety equipment will be mandatory in these areas to prevent hazardous contact. Must be able to sit, stand, stoop, twist and bend at the waist, turn, kneel, squat, raise arms above shoulder height, grasp, reach, perform repetitive hand movements and fine coordination to work on equipment, have vision sufficient to service equipment, have hearing in the normal range with or without correction. In an 8-hour shift must be able to transport self across the facility, ascend and descend stair steps, lift objects up to 50 pounds from floor level to waist height, push a push-type mower; wear and use appropriate safety equipment.

Under general supervision operate a wastewater treatment facility. Technician will be required to perform basic wastewater treatment analysis to optimize performance of wastewater treatment facility, minimize expenses and promote safety. Report results of operations to Lead Wastewater Technician in a timely and effective manner. Must be able to lift 70 lbs. unassisted, and work in extreme climate, in awkward positions, safely with hazardous chemicals, on day/night shift, and must be able to work independently and in a team environment. Possess basic understanding of wastewater plant hydraulic and electromechanical techniques and equipment used in the wastewater treatment facility. Have mechanical ability to facilitate diagnosis and repair of wastewater treatment equipment; calibrate and maintain inline instrumentation. Other duties as assigned. High school diploma with 3 years of municipal employment in a wastewater plant or military training in wastewater treatment operations. Wastewater Operators Certificate of Competency issued by a state regulatory agency, or two years of course work in wastewater treatment technology preferred. Certain locations may require a valid drivers license.

Wastewater Plant Operator IV
Salary: $25.90 - $31.70 per hour / DOQ
Position Type: Full- Time

NOTE:
Works 12 HOUR SHIFTS from 6:00AM to 6:00PM. Follows a schedule rotation of seven (7) days on; followed by seven (7) days off. This position is included in a weekly on-call rotation.
General Description:

The purpose of this class within the organization is to oversee and provide advanced operational work at the Wastewater Treatment Plant. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Training and Experience:

Requires an Associate's Degree or the equivalent of two years of college with studies in hard science, such as engineering, chemistry, geology, biology, mathematics or physics. Requires four years in water/wastewater plant operation or closely related experience. In addition to applicants with an operational background, candidates with a strong mechanical/maintenance background will also be considered. The equivalent combination of licensure, training and related work experience may be considered.


Special Certifications and Licenses:
An “A” level certificate in biological wastewater treatment operator license is required.
Valid Driver's License


Desirable Knowledge, Skills and Abilities:
Knowledge of the methods, materials, tools, and equipment used in the operation, maintenance, inspection, repair, and installation of wastewater treatment plant components.
Knowledge of the mechanical, biological, and chemical processes involved in the operation of a wastewater treatment plant. Knowledge of the occupational hazards in wastewater treatment plants and safety measures to be implemented. Knows skills, procedures, codes, regulations, etc. needed to complete job tasks. Skilled in ensuring work is organized and well-planned; writing is legible; measurements and calculations are correct. Ability to work with raw sewage and chemicals using proper protective equipment.
Ability to plan, schedule direct the work of other employees. Ability to operate and maintain equipment used in wastewater treatment process. Ability to identify equipment and process problems and/or failures and implement immediate corrective actions. Ability to identify facility equipment needing maintenance or repairs. Ability to perform, analyze, and interpret laboratory tests for the purpose of making operational adjustments.
Ability to read and interpret engineering specifications and drawings pertaining to plant expansions and improvements. Ability to work in a wide variety of weather conditions and exposure to the elements. Ability to lift and move heavy objects (100 lbs.) short distances (100 feet or less). Ability to support 50 lbs. overhead. Ability to work in small, cramped spaces and comply with confined space entry procedures.
Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills. Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.


Essential Job Functions:



Ensures compliance with division's policies and procedures, standards of quality and safety, and all applicable local, state, and federal laws and regulations. Assists in ensuring all treatment at the plant is in accordance with all EPA and SCDHEC regulations with no violations. Attends all required training and acquires CEUs to maintain Biological Wastewater Operator License. Follows correct departmental procedures and makes good decisions. Trains and provides guidance to others on proper procedures. Makes adjustments to biological, chemical and/or physical processes to ensure plant is operating properly. Responds to emergency facility/field situations as required. Guides and assists others during emergency situations. Troubleshoots the plant when there is an operational issue and gives guidance on corrective action to return plant back to normal operations. Works as a liaison between Preventive Maintenance Contractors and shift operator to ensure minimal disruption to plant operations. Participates in meetings with consultants, contractors, representatives from local and state regulatory agencies as required. This includes participation in regulatory inspections at the plant. Participates in the administration of the Stormwater Pollution Prevention Team as a team lead. Performs all other duties as may be assigned to meet organizational needs.


Additional Duties :
Performs special studies to test new techniques and/or new chemicals for improved water quality results.
Oversees and provides guidance during unusual operations such as maintenance or construction shut downs or major equipment repairs/instillations.
Coordinates and presents monthly safety meetings.
Performs related work as assigned.
