Discusses the next day's workload with the company department manager to place the labor order for drivers. Informs the Mule Walking Foreman of number of drivers needed. Dispatches Mule Drivers according to work flow. Manages logistics for all per diem cargo orders to expedite load or delivery. Assesses export cut offs for cargo to meet ship out deadlines. Manages all warehouse clerks to monitor production. Communicates via 2-way radio with drivers, clerks, warehouse personnel, security guards and warehouse manager to coordinate logistics of warehouse. Inspects all containers to verify that they are in good condition for turn in. Reports damages to maintenance department. Receives and enters production documentation from clerks. Vessel Labor Plan: Chief Clerk in Charge works in clerk's office, outside on terminal, and/ or aboard vessel. Receives a telephone call from the terminal with instruction on the amount of clerks needed for each operation. For each operation, the Chief Clerk in Charge will order the required amount of clerks for each gang. Terminal Labor Plan: Receives phone call from Terminal Office Manager with instruction regarding the labor roster for the terminal for the day. At beginning of shift, checks in with the Operations Manager Signs out vehicle keys and hand held devices. Obtains Export List from Express System. Obtains checklist from the steamship line. Balances imports and exports on vessel. Balances containers on vessel. Drives to terminal location to verify serial numbers for reefers, hazardous materials, and out of gauge cargo/containers. Separates paperwork for each gang. Assigns trucks to the empty yard clerks. Approve timesheets for payroll. Assists in troubleshooting the location of containers on vessel or in yard. Provides hands on training to clerks. Attends safety meeting monthly. Continuously monitors safety guidelines and ensures that every employee wears the specified safety gear. Addresses personnel issues and serves as manager to all clerks. Vessel Access: Will walk on designated walkway to enter and exit RO/RO vessel. May climb vertical ladders onboard vessel. May climb vessel gangway. Certifications: HAZMAT TWIC Card Required

While working alongside crew, also oversees efficient operation through planning and control of train movement, train crew scheduling, supervising pickup of incoming railcars from main lines, timely delivery of freight to customer locations, and pick-up and return of empties. Responsibilities: Supervises and performs daily transportation operations. Working with freight sales and customer service personnel, determines the operating schedule necessary to make customer deliveries within specified time frames. Upon approval to hire, recruits, selects, places and arranges for job training for all divisional train handling personnel. Plans and schedules locomotive usage and personnel assignments to ensure operation of trains to meet pickup and delivery schedules. Assures procedures are in place for obtaining proper track clearance, and that appropriate communications systems are in place and in working order to insure safe movement of trains. Monitors the daily operation of all trains and trouble shoots issues that impact efficient operation. Recommends wage and promotional changes concerning divisional personnel to company leadership. Manages labor, equipment and other costs within pre-approved budgets. Establishes safe operating procedures for employees, vehicles and equipment under his supervision; assures compliance with all applicable federal, state and local employee safety (FRA and OSHA) and DOT regulations. Insures timely reporting and investigation of employee injuries and train accidents. Develops corrective and preventative action in response to injuries and accidents. Assures that training plans are in place to upgrade employee job skills and achieve FRA-required compliance training. Obtains materials and supplies to support train operations. Specialized or Technical Knowledge, or Education and Experience: Three to five years experience with train handling in a crewmember capacity, and three to five years specifically as a supervisor or manager of train operations. Prefer specific experience with operations planning and maintenance of positive employee relations. Demonstrated ability to develop teamwork and work with all levels of personnel in achieving train-handling objectives. Operates a variety of equipment such as cutting torch, welder, forklift, hand tools and electric meters. Lubricates moving parts and operates repaired locomotive to verify conformance to specifications.
