QCS IV / I/QAM supporting the General Services Administration (GSA) “Owner” and Agency “Tenant”. Duties involve managing the Owner's interests (not the construction team) on a singular high profile complex multi-year construction project as the Field Owner's Representative, in an embedded full-time position at the project site to achieve specified objectives. Involves engaging as an integral part of the project delivery team providing daily observation, assessment, and reporting of site activity. * For the MA Behavioral Health Helpline, takes inbound calls, texts and chats who may be in crisis.
* Performs safety screenings and assessments to discern presence and acuity of risk to the safety of the individual or others.
* Uses information provided by the caller and obtained during the screenings and assessments to accurately understand the individual's needs and develop a plan of action in collaboration with the individual.

Overview Summary AECOM is seeking a highly qualified resilient qualified Quality Control Specialist to provide embedded lead On-Site Inspection support and Quality Assurance for a Federal Building Fire Alarm modernization construction project. The
position is fulltime embedded on-site field construction support role serving as Quality Control Specialist with position defined by Client as “Inspector / Quality Assurance Manager”.
Position Summary QCS IV / I/QAM supporting the General Services Administration (GSA) “Owner” and Agency “Tenant”. Duties involve managing the Owner's interests (not the construction team) on a singular high profile complex multi-year construction project as the Field Owner's Representative, in an embedded full-time position at the project site to achieve specified objectives. Involves engaging as an integral part of the project delivery team providing daily observation, assessment, and reporting of site activity. This requires implementing a robust Quality Assurance plan for monitoring and assessing the Design Build Contractor's Quality Control Plan, work planning, staff management, execution of work, reviewing and validating contractor's self-performed or contracted out inspections and providing certification of work in place, and confirming compliance with DB Team's Contract including SOW, applicable codes and agency (GSA) guidelines and other duties as assigned supporting the project completion and FA Class-A Acceptance.
• Reports directly to the AECOM Project Manager and the West Region GSA Business Development Leader.
• Perform on-site observation and inspection services for field construction activities. Assists in the management of all scope, schedule, budget, quality, safety, and change.
• Serves as primary point of contact in the field - reports to, collaborates with, and communicates per the project communication plan with the Owner's project team (CO, PM, COR, Ppty Mgr, O&M, key stakeholders, etc); and professionally interfaces with the project design and constructor teams (DB), provides proactive project assessment and support, and monitors team engagement, and client satisfaction.
• Assists the AECOM Team with constructability reviews, submittal processing, leading quality assurance and tracking project status and quality compliance, providing ongoing observations, and assisting with the certification of work in place as part of processing invoices, reviews site progress, protection of onsite stored materials, conditions affecting quality of installed work, overall utilization and impacts, supports other field and project support members (NICET / Fire Protection Engineer, Cx Authority, Estimators, Schedulers, and Consultants) providing daily reports and timely feedback to the AECOM PM.
• Provide feedback on all on-site activities and escalating issues to AECOM PM and GSA CO, PM/COR.
• Oversight extends to all aspects of the vertical construction including integration with the existing tenant TI and building infrastructure including verifying conformance to SOW, Contract, approved Design Documents, Codes, Standards, GSA CBS (Core Building Standards), and overlay agency requirements.
• Technically oversees quality projects, coordinating the efforts of technical support staff in the performance of assigned project. This position independent of and DOES NOT supervise, manage, or direct the Design Build Constructor Team or their Subs / Trade Partners.
• Provides leadership for quality assurance and quality control support on assigned program(s) and/or areas to ensure that the project is designed, procured and installed in accordance with customer and company quality requirements.
• Develops and applies advanced quality assurance/control theories, as well as research techniques in the investigation and solution of complex and advanced technical problems on the forefront of new technologies.
• Evaluates Design Build Contractor capabilities to provide required products or services.
• Adjusts and compensates for implementing quality assurance and achieving optimal results in fully occupied, active, and secure project site.
• Non-managerial responsibilities include mentoring, coordination, field oversight, and direction of AECOM and consultant staff assigned to the same project(s) to ensure continuous improvement, and quality completion of assigned and delegated tasks and responsibilities and client satisfaction

Qualifications MINIMUM REQUIREMENTS
Bachelor's Degree plus six (6) years of related experience or demonstrated equivalency and / or education providing QA/QC management and on-site inspection on construction projects.
PREFERRED QUALIFICATIONS
Bachelor's Degree in a construction related field specifically: Construction Management, Construction Engineering, Engineering, or Architecture.
Professional Engineering Certification, License or Architectural Registration, CMAA or PMP or CCM Certification.
Seven (7)+ years of experience leading the QA/QC and on-site inspection for construction projects, leading the on-site inspection for construction projects with major infrastructure and vertical construction replacement and modernization including Fire Alarm System projects.
Prior experience in the support and management of successfully completed design-build construction, including phased complex construction, or demonstrated equivalency.
Prior experience working on GSA and/or other federal agency or government construction projects including Federal projects at operational, complex, secure facilities such as US Courts, Airports, Prisons, State or Municipal sites, or demonstrated equivalency.
