Our client programs typically consist of multiple occupied remodels, building expansions, and/or client relocations. You are responsible for the overall direction, administration, completion and financial outcome of each construction project. These duties include:
Oversight, coordination, and communication of the program budget and schedule
Work with the project team to coordinate various construction projects from start to finish
Lead all communication with the field operations teams and provide updates to senior leadership
Oversee and execute the bidding process
Selecting, contracting, and overseeing contractors for all construction projects
Administration of purchase orders, change orders, and invoices through procurement systems
Maintain positive relationships at all levels with leadership, staff, contractors and client customers
Preferred Experience:
Bachelor's Degree in Architecture, Engineering, Construction Management and/or equivalent knowledge gained from education and/or work experience
Prior construction experience is required
Program management experience
Strong understanding of contracts, plans, specifications and regulations
Experience with design and construction activities for commercial spaces (such as gas stations and convenience stores) and/or health & wellness spaces (such as hospital or medical office buildings) is ideal
Ability to remain flexible and efficient
Ability to travel (up to 50% local or overnight) via plane and/or car to project locations for client meetings or discovery site visits, must be able to rent a car and travel by air
Must be able to lift up to 50 pounds

ERM is hiring a Community Outreach Liaison in Buckingham County, VA. The role of a Community Outreach Liaison is critical to the success of infrastructure construction. This role is an on-site field position that will collaborate closely with project management, communications, external and government affairs, client, and consulting staff throughout the project planning and permitting phases, aiming to facilitate effective communication with landowners, community leaders, and other interested stakeholders. This is a part-time (10-20 hours per week), limited-term role for 1 year, extendable.
The Liaison will take directions from communications, external affairs, and government affairs clients and consulting staff and will support on-the-ground, day-to-day communication between the project team and local communities. The Liaison should independently troubleshoot issues as they arise and act as a resource for the community; all to gain local insight that may inform project development and impact mitigation.
Responsibilities
Coordinate with the project team and government affairs staff for 1:1 and small group stakeholder meetings, and project study area tours.
Serve as project representative available during select office hours to be made available to the public to ask questions and learn more about the project.
·Attend various community meetings and events to talk with key stakeholders and community members and gain insight into perceptions and concerns associated with the project.
At the direction/request of the client team, conduct ongoing and consistent outreach with identified staff at localities, counties, emergency response agencies, and other identified stakeholders regarding project plans.
Document and report all interactions with stakeholders and landowners and submit weekly reports.
Provide real-time updates to the client team as issues arise.
Requirements
High school diploma required, bachelor's degree in communications, public affairs, or similar a plus.
Strong, related experience and demonstrated knowledge of public affairs, community relations, local government relations, and outreach.
Educational and/or Field experience in a civic and business environment in the local community is preferred.
Excellent writing and public speaking skills.
Ability to manage competing priorities, synthesize ideas, and plan strategically.
Experience and high comfort level with conflict/dispute resolution techniques.
Effective and collaborative team player.
Familiarity or experience with infrastructure permitting and construction processes is preferable.
Previous experience as a local public official or community leader is preferable.

RESPONSIBILITIES:
Engage with general contractors and subcontractors on behalf of the owner, as the owner's representative.
Promote client's safety culture across contractor and subcontractor groups.
Proactively identify uncontrolled hazards and influence safe work practices of general contractors and subcontractors on behalf of the owner.
On-site observation of construction activities from an EHS perspective.
Documentation of activities with respect to required EHS performance.
Train on-site workers on EHS oversight program requirements.
Train on-site subcontractors on EHS oversight program requirements.
Help administer project directives given by the Client's Environmental, Health, and Safety (EH&S) personnel throughout the project.
Report on whether project staff and trade contractors are complying with the Client's safety procedures and are working in accordance with the approved project-specific safety plan.
Maintain required safety-related documentation on the project site, including, but not limited to, safety orientation training, Job Hazard Analyses (JHA), SDSs, pre-task assessments, and toolbox talk summaries.
Participate in daily pre-shift coordination meetings to include review of the day's activities and associated hazards.
Review and comment on the General Contractor's JHAs with project trades and obtain signatures prior to commencement of work.
Conduct daily site inspections, focusing on work site orderliness and compliance with safety procedures and protocols. Proposed corrections of safety deviations will be discussed with the General Contractor's Safety Manager, and support will be provided for implementing corrective actions.
Issue daily site observation reports for each site inspection.
REQUIREMENTS:
Bachelor's degree in construction management, safety, or occupational health and safety, or a related degree preferred.
3+ years of on-site experience in construction-specific project health & safety.
Certification in the field: CHST, ASP, and/or CSP are preferred.
Pharmaceutical or high-tech project experience is highly desired.
Strong knowledge of OSHA General Industry and construction standards.
Strong commitment to safety, including implementing strict Health and Safety protocols.
Completed training and certifications for OSHA 30-hour construction, confined space entry training, and fall protection/prevention training preferred.
Experience with Microsoft Office suite of software (Word, Excel, Outlook, Teams)

Conducting field inspections, monitoring and field survey work as directed.
Interacting with and serving as a point of contact with agency officials, regulatory agency staff, landowners, contractors, clients and other project members and conducting required agency notifications.
Reviewing and implementing project documents and providing direction, support and critical judgment on environmental compliance issues.

REQUIREMENTS:
The role of an Environmental Inspector requires meticulous oversight by highly skilled individuals stationed in the field throughout construction to ensure compliance with federal, state and local environmental regulations. Qualifications of individuals to be considered will include:
Experience working in and throughout Virginia.
Experience working with VA SWPP Guidelines
BS or BA degree or a minimum of 5 years equivalent environmental inspection experience.
An understanding of construction (e.g., pipelines, power lines, compressor/pumping stations, gas storage fields, wind farms, solar facilities, offshore facilities) gained through field experience.
Strong oral and written communication skills.
