POSITION SUMMARY The Security Guard 1 position reports to the campus Chief of Police and provides general security functions that ensure a safe and healthy learning and working environment for all constituents of the College. The Security Guard monitors physical spaces, persons, and traffic to detect, prevent, report, and respond appropriately and to support the goals and objectives of the College's strategic plan. ESSENTIAL FUNCTIONS Holistic Student Support: Must be able to demonstrate care for the well-being of students through supportive services by providing a caring and helpful attitude. Monitor general campus activities and functions; observe and report questionable/suspicious activities; interact with persons on campus; prepare reports on accidents or injuries such as seizures, scrapes, or falls; provide vehicle assistance such as recharging batteries and unlocking cars. Escort or drive a golf cart to transport individuals to specified locations or to provide personal protection. Respond to medical emergencies by administering basic first aid or by obtaining assistance from paramedics. Circulate among visitors, patrons, or employees to preserve order and protect property. Answer telephone calls to take messages, answer questions, and provide information during non-business hours or when the switchboard is closed. Warn persons of rule infractions or violations, and apprehend or evict violators from premises, using force when necessary. Call police or fire departments in cases of emergency, such as fire or the presence of unauthorized persons. Teaching Excellence: Ensure a safe learning environment by monitoring all buildings, rooms, and lots for suspicious activity and serving on-call for assisting faculty and students with any security needs throughout class meeting times.     Title: Sergeant Institution: Volunteer State Community College The Sergeant serves as first line supervisor, under the direction of the Chief of Campus Police. This position supervises the activity of police and security officers, reviews reports, and directs activities of assigned personnel. Additionally, this position responds to the scene of any significant incident to coordinate subordinate staff performance, as well as coordinate enforcement efforts with other law enforcement agencies. Provides patrol and investigative services; enforces the state, local and federal laws; and provides security and enforcement services that promote and maintain a safe campus. Must have the ability and willingness to work any shift assigned. Job Duties: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Supervises police operations and initiates orders and directives to police officers and security officers as necessary. Assigns duties and ensures the completion of stated duties by visually and physically inspecting completed duties and assignments as required. Assists with building security checks and patrolling the campus as required. Seeks solution to possible problem before event occurs. Answers calls for service and complaints. Responds to emergency calls and alarms and assist in determining the cause or origin of an emergency. Maintains mental alertness and assumes command in critical incidents or emergency situations. Responds to inquiries, requests and major incidents reported to Campus Police. Assists students, faculty, and other campus visitors with questions and directions, issuing temporary parking permits, opening, and closing buildings and classrooms, and various other activities. Performs CPR, First Aid, and use AED equipment as needed. Reports unsafe conditions. Arrests, restrains, and transports subjects, and performs all duties of a certified police officer within the context of a College environment. Investigates criminal offenses, traffic accidents, injury reports, and various other reported situations. Supervises police operations for investigations including surveillance review, interviews, gathering of intelligence, and ensures the security of and the investigation of crime scenes. Responsible for ensuring officers provide adequate security coverage and police protection for campuses; must fill inadequacies in staffing when required. Ensures that forms and reports are completed in a timely fashion; reviews all reports and forms for accuracy, provides feedback for corrections to be made. Provides “On-the-Job Training” for newly hired police and security officers. Supervises police operations for the transport of money on and off the campus as needed. Supervises police operations to investigate complaints concerning traffic, parking, and individuals, etc. Plans, coordinates, and maintains an effective parking and traffic control operation for college and non-college campus events. Carries out orders from the Chief(s) regarding the department; informs and works collaboratively with police department managers on all issues and operations related to campus safety and security, and to address identified campus needs and concerns. Assists in the development of and conducts training programs for campus police. Monitors and documents personnel performance and takes appropriate disciplinary action when needed. Identifies and analyzes problems and makes solution recommendations to management. Reviews paperwork submitted by subordinates for accuracy. Uses and is responsible for training and overseeing police and security officers in the use of records management system, monthly reports, college work order system, and other law enforcement-related computer systems. Ensures adequate procedures are followed to protect the security, confidentiality, and integrity of departmental and College records which may include student records. May be required to work overtime and/or be on call and to be able to respond to emergencies within a reasonable time. Keeps Chief of Campus Police aware of all notable situations. Other duties as assigned. Minimum Qualifications: High school diploma or equivalent. Must be at least 21 years of age. Three years of experience as a police officer with a satisfactory service rating by a superior. Graduate of an accredited, approved police academy and be a certified police officer meeting all the requirements for P.O.S.T certification in Tennessee. Meet the requirements of TCA 38-8-106 and TCA 38-8-107 Qualifications of Police Officers. Out-of-state applicants are required to meet Tennessee P.O.S.T certification requirements within six (6) months of hire. Prior law enforcement experience as a full-time certified officer must be within the past three (3) years. Must have not been convicted of or pleaded guilty to or entered a plea of nolo contendere to any felony charge or to any violation of any federal or state laws or city ordinances relating to force, violence, theft, dishonesty, gambling, liquor, or controlled substances. Possess a valid Tennessee driver's license. Out-of-state applicants must obtain a Tennessee driver's license within thirty (30) days of hire. Pass a thorough background investigation. Pass a medical examination/drug screening and a psychological evaluation. This requirement may be waived if there has not been a break longer than six months of full-time employment as a police officer within the state of Tennessee and the employing agency shares all medical and psychological reports. Must successfully complete the department field training program within designated time frame. Proficiency in firearms and non-lethal weapon operation. Preferred Qualifications: Associate degree in Criminal Justice or related field. Three years of increasingly responsible law enforcement experience including one year of administrative and supervisory responsibility. Knowledge of Tennessee Board of Regents/College regulations, State of Tennessee Laws, as well as Federal Laws. Possess a broad understanding and working knowledge of professional and modern campus law enforcement, including investigative supervisory skills, and overseeing confidential and sensitive investigations. Working knowledge of Title IX as it relates to law enforcement, the Clery Act, and other federal and state campus safety rules and regulations. Experience working in a campus safety and security environment, as well as knowledge of situations that are unique to college students, events, and functions. Knowledge, Skills, and Abilities: Possess excellent customer service skills. Considerable knowledge of effective management and supervisory practices and ability to plan and supervise the work of others. Substantial judgment and independent initiative. Ability to practice effective communication techniques both orally and in writing including ability to coordinate a variety of resources in gathering information and independently answering inquiries. Work involves frequent departmental or public interaction requiring professionalism, tactfulness, fairness, and decisiveness. Demonstrate self-restraint in challenging and/or difficult situations. Possess the ability to work in a multi-cultural setting. Demonstrate problem-solving skills. Ability to react quickly and calmly in emergency situations and to determine the proper course of action. Ability to ascertain facts by personal conduct, observation, and the evaluation of records. Ability to explain and interpret pertinent provisions of laws, ordinances, and regulations. A basic knowledge of Cardiopulmonary Resuscitation, basic First Aid, the dangers and protective measures for blood borne pathogens and other transmittable diseases, and the ability to render aid at accidents, crime scenes, and medical emergencies. Ability to enforce laws firmly and with respect for the rights of others. Ability to understand and follow oral and written instructions. Ability to maintain strict confidentiality in working with sensitive information. Ability to handle multiple, simultaneous responsibilities in oftentimes stressful situations. Proficient in Microsoft Office. Ability to meet written department directives. Must have the ability and willingness to work any shift assigned. Physical Requirements: This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects, and some heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, crouching, crawling, standing, walking, running, pushing, pulling, lifting, fingering, grasping, and feeling; Ability to escalate physical exertion from minimum to maximum instantaneously when necessary to subdue/restrain the individual. Vocal communication is required for conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to receive detailed information through oral communications and/or make fine distinctions in sound; visual acuity is required for night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/ or small parts, use of measuring devises, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities. Work Environment: The worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards and atmospheric conditions. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protection equipment. As with any position in law enforcement, conditions may be unsafe.
