Whitney Bailey Cox & Magnani, LLC was started on April 1, 1977, by Alexander (Sandy) Whitney, Jr., PE, Howard C. Bailey, PE, Paul E. Cox, PE, and Richard Wm.
In 1992, the first of several branch offices was opened in Mechanicsburg, Pennsylvania.
He graduated from the University of Maryland, College Park, in 1997 with a Bachelor of Science in Civil Engineering with a concentration in Water Resources and joined WBCM shortly after graduation.
He earned his Professional Engineer license in 2002 and has since become registered in 24 States.
Magnani, PE is one of the founding partners of Whitney, Bailey, Cox & Magnani, LLC. With over 50 years of experience as a structural engineer, he retired as principal of the firm in 2002.
In 2003 he was awarded the William H. Wisely American Civil Engineer Award by the American Society of Civil Engineers.
In 2005, the firm formed WBCM Construction Services, LLC, allowing WBCM to provide clients and teaming partners comprehensive construction management and facility construction services.
Mongan is active with the American Society of Civil Engineers at the national level and served as its president in 2008.
David G. Mongan, PE retired as the president of Whitney, Bailey, Cox & Magnani, LLC in 2009.
Marco Legaluppi, PE assumed the role of president in January 2019.
