RESPONSIBILITIES
Under the direction of the Superintendent of Schools, oversee all human resource management and employee relation functions for Wicomico County Public Schools.
Supervise Human Resources staff and direct the planning, development, coordination, and evaluation of the Human Resources & Employee Relations Department, including departmental work, goals, objectives, and procedures.
Administer all personnel functions, including recruitment, selection, onboarding, assignment, evaluation, promotion, discipline, and separation of employees.
Oversee Human Resource policy development, contract administration, and employee support services.
Plan, organize, and conduct collective bargaining negotiations and serve as Chief Negotiator for the Wicomico County Board of Education.
Interpret and administer negotiated agreements, resolve contract issues, and provide training on contracts, personnel policies, and applicable employment laws.
Serve as the primary liaison with employee associations regarding contract interpretation, working conditions, labor-management issues, and dispute resolution.
Act as the primary point of contact with Board of Education legal counsel and outside attorneys on personnel matters, including employee discipline, grievances, arbitrations, and litigation.
Direct and oversee internal investigations involving employee misconduct, policy violations, and workplace complaints in compliance with due process and legal requirements.
Oversee compliance with the Americans with Disabilities Act, including administration of the interactive accommodation process and guidance to administrators.
Oversee the administration of employee leave programs, including leave related to the Family and Medical Leave Act, extended medical leave, workers' compensation, and other approved leave programs.
Serve as the Title IX Coordinator-Staffing to coordinate employee-related harassment, discrimination, and retaliation matters with Title IX, equity, and compliance personnel.
Analyze workforce data to support staffing decisions, organizational planning, and succession initiatives.
Ensure the confidentiality, accuracy, retention, and lawful disclosure of personnel records in compliance with public records and privacy laws.
Monitor labor relations trends, arbitration decisions, and legislative developments impacting employee relations.
Support district initiatives under the Blueprint for Maryland's Future by promoting high-quality, diverse teachers and leaders and assisting with Career Ladder development and implementation.
Serve as the Wicomico County Public Schools representative for the Maryland Negotiation Service, Eastern Shore of Maryland Education Consortium, and other state associations.
Prepare and present personnel matters for monthly Board meetings.
Serve as an active member of the Executive Leadership Team.
Perform other duties as assigned.

The position will build and develop additional relationships in the community to enhance the service and provide additional education for the community. This position will also work with the program supervisor in developing the LEAD program and supervise and train any staff placed in the program. Data collection and distribution will also be required for this position as well as participation in any state or local meetings regarding Harm Reduction and LEAD services. Additionally, this position will provide case management to a caseload of clients. This position is designated as emergency essential. MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

Organize and implement small group or individual counseling sessions with students encountering adjustment problems, attendance, academic failure and emotional difficulties.

Arrange for orientation of students new to the school and work with feeder schools for students entering intermediate and secondary schools.
Maintain complete student permanent record cards.
Interpret results of assessments for students and parents.
Consult with staff and recommend behavior modification techniques when requested for individual students.
Participate in school management teams and share responsibility for the total school program as a part of individual planning and systems support.
Attend to such activities as faculty meetings, PTA meetings, parent meetings, and other teaching-related duties as specified in Article 4 of the Negotiated Agreement between the Wicomico County Board of Education and the Wicomico County Education Association.
Willingness to work beyond the school year on student scheduling and the master schedule as well as all June 30th required reporting. (Stipend)
