The Principal Clerk provides critical administrative and clerical support for various departments within the WHA. Tasks include providing exceptional customer service to residents and staff, processing paperwork, drafting letters and documents, calculating and/or recertifying rents, organizing and managing files, making copies, answering telephone calls, and compiling data and information. Specific daily tasks will depend on the department to which the Principal Clerk is assigned. However, all departments require a Principal Clerk to have a pleasant demeanor, strong organizational skills, attention to detail, and good computer and basic math skills. Bilingual (English/Spanish) speakers are preferred. This is a unionized, full-time, fully-benefitted, onsite position in Worcester, MA (not remote). Duties

Primary Duties: Assistant Attorneys General are responsible for the enforcement of Massachusetts labor standards, including statutes that address non-payment of wages, overtime, minimum wage, child labor, public construction bidding, prevailing wages, labor trafficking, and diverse related statutes. Assistant Attorneys General maintain an active case load and prosecute violations in civil, criminal and administrative proceedings. Position Requirements: Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar, and at least three years of full-time, or equivalent part-time, professional experience in the practice of law.
Applicants must be Massachusetts Bar eligible at the time of application and must apply for admission before their start date. Candidates who are not yet admitted may be hired as 'Counsel' and must pass the Massachusetts Bar within one year of their start date.
Preferred Qualifications: Legal experience and/or interest in protecting the rights of vulnerable populations, civil enforcement of labor standards or other rights, and/or criminal litigation experience in the district and superior courts including grand jury. Excellent research, writing, and analytical skills. Interest in developing novel legal strategies to effectively combat wage theft and a working knowledge of Massachusetts labor and employment laws. Qualifications and Entrance Requirements

EIT Registration required, Professional Engineer (PE) Registration in MA or ability to receive within six (6) months preferred

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.
The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.
Education Substitution: A master's (or higher) degree, or two or more years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. from an accredited college or university; OR

* Conduct legal research on municipal codes, ordinances, regulations, statutes and legal topics.
* Analyze legal issues affecting the city, boards and commissions, city administration, city council, public contracts, or liability concerns.
* Prepare legal documents in support of litigation, such as pleadings, discovery requests and responses, deposition outlines, motions, and memorandums.
* Prepare legal documents in support of advice & counsel attorneys, including but not limited to, contracts, contract amendments, leases, transactional documents, legal opinions.
* Assist in drafting ordinances or amendments to existing ordinances, laws, and local option statues.
* Organize and maintain case files related to municipal litigation or legal disputes.
* Review and summarize case law or precedents relevant to municipal matters.
* Attend city meetings or hearings to observe and assist in analyzing and interpreting legal matters
* Assist in reviewing and updating municipal policies to ensure compliance with state and federal laws.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
* Proficient computer skills, including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint familiarity with SharePoint helpful
* Ability to maintain professionalism under all circumstances
* Strong research and analytical abilities to review legal documents and case law.
* Proficiency in using Westlaw to perform legal research
* Excellent written and verbal communication skills for drafting memos, briefs, and correspondence.
* Ability to operate standard office equipment
* Commitment to confidentiality and ethical standards.
* Familiarity with legal terminology and practices.
MINIMUM REQUIREMENTS:
* Enrollment in or recent graduation from a law school
* Completion of foundational coursework in areas like contracts, torts, or civil procedure.
* Computer proficiency, including Microsoft Office Word, Excel, and Outlook
* Skilled in using Westlaw to perform legal research
PREFERRED QUALIFICATIONS:
* Six (6) months of experience working/volunteering in an office setting
* Previous internships, clerkships, or work experience in a law office or legal setting
* Participation in law school activities like moot court or law review
