In this position, you will manage the Permit Center in the Planning and Development Services Department and coordinate collection of development impact fees for York County. Additionally, you will supervise the permitting and development coordination staff, work daily with staff and customers to help them navigate the development and permitting process. Work Schedule: Monday - Friday, 8:00 am - 5:00 pm - 40 hours weekly Projected Salary Range/Pay Grade 120: $65,815.66 - $78,978.79 per year. Salary is determined based on qualifications. Duties and Responsibilities: * Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. * Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. * Administers the York County Impact Fee Program. Establishes and maintains a comprehensive program to assure adequate implementation of the County Impact Fee Ordinance. This includes, overseeing impact fee collections, making determinations on impact fee waivers and credits, maintaining accurate records, providing annual reporting, and enforcing the Impact Fee Ordinance. * Receives and responds to inquiries, concerns, complaints, and requests for assistance regarding impact fees, permits, and development activities. * Supervises and works with the Permit Technicians and Development Coordinators in the processing of permits, impact fees, plan reviews, etc. * Supervises the implementation of new technology and software programs as they relate to permitting, inspections, plan reviews, land development, zoning, cases, and impact fee collection. * Trains staff on use of technology and software programs. Serves as the in-house subject matter expert on plan review and permitting software. Training is on an as needed basis. * Performs preliminary reviews of submittals that have been made to the Planning and Development Department for completeness. * Coordinates with other County departments (and other agencies as needed) to administer the Impact Fee Program. * Coordinates responses to FOIA requests for the Department. * Prepares periodic reports and other documents related to the Impact Fee Program or permitting. * Assists in coordinating department activities with other divisions, departments, municipalities, agencies, commissions, and boards as related to permitting and development review activities; compiles permitting data for studies, and reports, which requires the ability to drive a vehicle. * Performs related work as assigned. Education and Experience: * Bachelor's Degree in Planning or related field. * Four (4) years of experience in a building, permitting, regulatory, or related industry, or an equivalent combination of education, training and experience. Special Certifications and Licenses: * Valid state driver's license. * Permit Technician Certification from the International Code Council (ICC) is preferred. ESSENTIAL JOB FUNCTIONS: * Quickly assesses the nature and extent of a patient's illness and/or injury and administers appropriate emergency care within the licensure and training of a South Carolina State EMT. Emergency care may include managing the patient's airway; administering oxygen; inserting an esophageal obturator airway; operating automatic external cardiac defibrillation equipment; performing cardiopulmonary resuscitation; assisting in child birth; applying a PCPD or Kendrick Extrication Device (KED); operating a pulse oximeter; bandaging wounds; operating and maintaining all other pieces of emergency equipment which the EMT is licensed to use in the State of South Carolina. * Determines patient condition in order to decide upon appropriate treatment and/or to assist a physician in making such decisions by conducting a primary assessment that includes checking level of consciousness, airway, breathing, blood pressure, pulse, lung sounds, pupils, skin color and skin temperature; and by conducting a secondary assessment that includes a focused or complete head-to-toe physical inspection and asking the patient or other knowledgeable persons about medications, current medical treatment, and prior conditions or illnesses. * Uses muscular strength, coordination and endurance needed for lifting, moving and restraining patients. Assumes a subordinate role in patient care situations when working with a paramedic. * Checks the inventory of the ambulance at the beginning of each shift by visually inspecting and counting numerous items such as medical supplies and equipment. Keeps an ongoing inventory of equipment and supplies used during the shift and reports any equipment that is lost, broken or malfunctioning or which is not replaced during the shift. Ensures that the vehicle and all equipment is kept clean and in good working order at all times. * Performs an emergency vehicle safety and operational inspection at the beginning, or when assuming control of, an emergency vehicle. * Continually re-evaluates emergency care knowledge and techniques and participates in BCEMS training classes to maintain skill and knowledge proficiency, while fulfilling National and State relicensure requirements. * Participates in public relation and public education presentations as requested.
