The Child and Youth Behavioral Military and Family Life Counselor (CYB-MFLC) position offers a unique opportunity to serve a vital role, in providing non-medical support, which includes counseling, consultation, and outreach, to eligible faculty, staff, parents, children, and youth. Non-medical counseling is preventive in nature and aims to address and provide solution focused approaches to issues before they become greater challenges. Military children face unique emotional and environmental challenges due to the stress of military life. This is an opportunity for you to reach them where and when you are most needed. CYB-MFLC responsibilities include: * Work at installation Child Development Centers (CDCs) with children 0-5, before or after-school care centers for school-aged children, youth and teens on educational activities and appropriate developmental focus. * Observe, participate, and engage in activities with children and youth; provide coaching, guidance and support to staff and parents; and model behavior management techniques for staff and parents. * Offer presentations to address social skills development and social emotional learning that is crucial for childhood early development. * Promote creativity and positivity through approved materials. * Build rapport with parents and families by attending installation and community events. * Help children with transition adjustments, such as a new school and a new home. * Participate in regular in-service training or other contract activities as assigned. * Communicate information regarding trends and issues at assigned installation to Team Leads. Additional Job Duties May Include: * Responding to emergent situations in any physical location on a military installation * Traversing long distances to both indoor and outdoor locations, to maneuver through rugged, outdoor, or uneven locations (ascend/descend), and work in outdoor weather. * Travelling to locations outside of a military base in a variety of physical environments. * Due to the nature of working on military installations or related worksites, counselors may need to comply with various site-specific requirements to work at designated locations. Environment: At the direction of the Department of Defense, duties are performed in multiple indoor locations (approximately 60%) and outdoor locations (approximately 40%). The indoor locations are located within a child development center (CDC) controlled by the Department of Defense. The outdoor locations frequently involve traversing over uneven grassy, gravel, and/or dirt areas, ascending/descending stairs, and exposure to the weather. CDC settings frequently involve sitting on the floor to interact with children for up to 2 hours at a time. Licensure Portability Great news! Under the recent National Defense Authorization Act (NDAA), licensed Military and Family Life Counselors may provide non-medical counseling services to military families at any location in a U.S. state, the District of Columbia, or a territory or possession of the United States, regardless of which state the counselor is licensed in. Within the scope of the MFLC program, a counselor may hold any independent and clinical license recognized by the Secretary of Defense as an appropriate license for the provision of non-medical counseling services. Minimum Requirements: * A master's degree or higher in the Behavioral Health Professions (MS/MSW/MA/PhD). * The candidate must hold a valid independent license in the mental health field from any US state or territory (LCSW, MHC, MFT, LPCC, Psychologist). * Must be a U.S. citizen. * Must be able to pass a basic background check for employment, a Child National Agency Check, and Inquiries (NACI/CNACI) clearance, commonly called a Public Trust clearance. Progression between job levels is based on the demonstrated ability to successfully handle more progressively responsible assignments. Minimum Qualifications: 1. High School diploma; OR GED. 2. At least twenty-one (21) years of age. 3. Must meet the following conditions to qualify as an approved SCF driver: Valid Alaska driver's license that meets State of Alaska Division of Motor Vehicles (DMV) license requirements to include: May drive in Alaska for up to 90 days with a valid out-of-State license, then must obtain an Alaska driver's license. For Commercial driver licenses, you must obtain an Alaska CDL within 30 days of becoming a resident. General Statement: The Salvation Army is a branch part of the Christian Church and the ultimate goal of all programs is spiritual regeneration of all people. Scope of Position/Essential Functions: Under the direction of the SATS Coordinator, the SATS Counselor will maintain a caseload, and facilitate groups and staff meetings. The SATS Counselor will follow approved treatment curriculum and maintain compliant with ADOC SATS contract obligations. The SATS Counselor will be responsible for completing Screening, Brief Intervention, and Referral to Treatment (SBIRT) as well as ASAM based assessments for clients. Education and Work Experience: • An Alaska State Counselor Technician Certification is required. • Knowledgeable of Substance Related and Addictive Disorders and its treatment. • Experience consistent with the requirements for Alaska State Certification Chemical Dependency Counselor I (CDCI), though a Chemical Dependency Clinical Counselor II (CDCII) certificate is preferred. • Must at minimum have an Alaska State Counselor Technician certificate or its equivalent. • Must be able to pass ADOC background check and PREA screening. • If not CDC certified at Level 1, must submit within 30 days of hire a training plan to the project manager. For obtaining Level 1 certification, the timeframe to obtain certification shall not exceed one (1) year from date of hire. Knowledge, Skills and Abilities Required: • Knowledgeable of Substance Related and Addictive Disorders and the treatment there of. • Skilled in the areas of group, individual and family counseling, didactic presentations, case management, treatment planning, discharge planning, crisis prevention/intervention, clinical evaluation, screening and assessments, and documentation requirements. • Knowledge of and ability to complete SBIRT and ASAM Assessments. • Knowledge of cross-cultural issues and skill in working with diverse population. • Ability to work with a minimum of supervision. • Strong organizational, verbal and written skills. • Detail oriented with a high level of accuracy required. • Ability to work in a fast-paced environment, maintain poise under pressure and successfully communicate with a wide range of personalities. Essential Functions: • Conducting SBIRT and ASAM assessments, orientation with new clients, development of treatment plans, referrals and reentry planning as needed. • Facilitating groups dealing with chemical dependency, substance abuse issues, co-occurring disorders, criminal personalities, and criminal thinking errors per approved curriculum. • Monitoring client compliance with treatment goals and assigned curriculum work. • Completing documentation in a timely fashion and in compliance with contract requirements. • Performing other reasonably related duties as assigned by immediate supervisor or other management as required. Software-related Skills: Microsoft Word, Microsoft Excel, Microsoft Outlook, and ASAM CONTINUUM required; working knowledge of integrated database applications and ability to use new software programs with basic training. Work Environment: The work environment is located inside an Alaska Department of Corrections facility in an office setting. This partnership agreement helps parents develop short- and long-term goals for themselves, their families, and their children and then connects them to the services to reach those goals. They will be part of a team that provides wrap-around services and this will include working with families receiving AVCP's Child Care services. This position is required to obtain a certification in the Rural Human Services or related credential within 18 months, AVCP will pay for the education and related costs and support time for classes during work hours. PERFORMANCE RESPONSIBILITIES: Develop Family Partnership agreements or case plans with parents, including setting goals that will help improve the quality of life for the whole family. Connect parents to various resources in partnership with the Tribal Workforce Development Navigator, that are identified through the goals in a Family Partnership agreement or case plan, and other needs identified by the family. Communicate regularly with parents through phone calls, home visits, etc. to check in, and notify them about school events, activities, health screenings, etc. Refer parents to any services they identify and assist them with initial calls, follow-up calls, etc. Maintain updated referral tracking including case notes, documents and other data required in the Child Plus software for families served by the Youth & Child Unit. Enter attendance data into Child Plus daily and follow-up with families whose kids are absent including making home visits after 3 absences. Complete a monthly newsletter for the site/families, and keep the Head Start Parent Bulletin board fun, interactive, and up to date. Assist with recruiting for and filling open enrollment slots. Assist Head Start center staff with child health and other screenings when necessary. Participate in the Head Start classroom daily for a minimum of 30 minutes to support Teaching staff and connect with students. Abide by all confidentiality policies under AVCP. Other duties as assigned. Requirements QUALIFICATIONS: Must be able to perform each duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Must demonstrate an understanding of the culture and the needs of the Tribal communities within the Yukon-Kuskokwim Delta region. Efficient written, oral, organizational, and computer skills are preferred. A bilingual Yup'ik/English speaker is preferred but not required. Must travel within the region in small aircraft and be comfortable lodging in Head Start Centers as needed when traveling. Must pass a physical examination and complete screenings recommended by their doctor, and Criminal Background Check. EDUCATION AND EXPERIENCE: A High School Diploma or GED is required.
