Harbor House of Central Florida - Child Welfare Advocate (CPI)
Harbor House of Central Florida is Orange County's state-certified Domestic Violence service provider. We are dedicated to supporting survivors of domestic violence through comprehensive services, including a 24-hour crisis hotline, emergency shelter, counseling, legal advocacy, and community education.
Position Overview: The Child Welfare Advocate (CPI) Serves as a consultant for child welfare staff and community partners to enhance survivor and child safety while holding batterers accountable in domestic violence cases. The Domestic Violence Child Welfare Advocate will be co-located with a Department of Children and Families (DCF) Child Protective Investigations (CPI) Unit that oversees Orange County child welfare cases.
Key Responsibilities:
Works to make contact, build rapport, and work directly with CPI staff in assessing domestic violence cases to determine areas of need, set goals, and when appropriate develop service management plans.
Provides referrals with community service providers to facilitate accomplishment of service management plan.
Conducts follow-up meetings with CPI staff to assess progress toward completion of goals and identify areas requiring further assistance.
Provides immediate support, advocacy, safety planning, lethality assessments and crisis intervention counseling to survivors of domestic violence.
Participates in service management review with peers, supervisors and staffing meetings.
Work closely with Harbor House INVEST Advocates, Early Victim Engagement (EVE) Advocates, Court Advocates, and Shelter Services Advocates to ensure coordination of services.
Records and compiles statistical data on clients and services that will be submitted to the Legal Advocacy Manager.
Qualifications:
Education: Minimum of an undergraduate degree in Social Work, Psychology, Counseling, or related field is required.
Experience: A minimum of two years of service management experience, preferably in a domestic violence program, law enforcement, or other related victim advocate program, is required. Training in the Safe & Together model for child welfare cases is preferred.
Discretion: Professional experience may be substituted for formal education at the discretion of the Chief Executive Officer.
Licensing: Valid Florida Driver's License with a clean record for the past 5 years. Must be 21 years or older to meet agency insurance requirements.
Skills: Proficiency in Microsoft Office applications (Word, Excel, PowerPoint). Ability to learn organization-specific software, including databases and content management systems. Strong professional writing and communication skills. Ability to manage multiple priorities in a fast-paced environment with attention to detail. Knowledge of case management, and the ability to provide effective and immediate crisis intervention. Knowledge of DCF, child protective investigations, and the dependency court process.
Training Requirements: Completion of CORE Competency training within 90 days of hire. Additional mandatory training is required on an annual basis per Agency Policies & Procedures.

This direct care position supervises a group of 7-10 youth through activities during waking and non-waking hours. While unobtrusively providing external controls necessary to ensure safety and security, Youth Care Specialists guide and teach youth the internal controls needed to live responsibly when and where external controls are relaxed.
Supervise the activities of a group of youths, maintaining knowledge of the whereabouts of all group members. Comply with published procedures on movement, physical security, contraband, head counts, and reporting.

Requirements:

Essential Duties and Responsibilities

Plan and provide for the safe transportation of youth to various activities that may include, but not limited to outings, court/legal appointments, meals out, medical appointments, etc.
Consistently wear the appropriate safety PPE when working with youth who are under a quarantine setting, this includes youth waiting for test-results or those deemed positive of an infectious disease, including but not limited to Covid-19.
Assist with preparing residents for airline travel, accompanying residents to the airport as needed and accompanying residents on fly outs.
Provide for the nutritional needs of the youth including the preparation of culturally sensitive meals according to approved dietary menu, along with serving and cleaning up from meals.
Responsible for efficiently administering and documenting medications as prescribed to youth.
Promote effective communication and demonstrates the ability to receive, transmit, store and retrieve information through the timely submission of documentation and compliance with logbook policy as well as active participation in weekly unit meetings.
Provide mandatory on-call coverage as required.

Summary of Duties of the Life Enrichment Specialist
The Life Enrichment Specialist is a full-time travel position responsible for providing on-site leadership support to Grace Management, Inc. communities by filling open Life Enrichment and Village Program leadership roles on assignment. Essential Functions of the Life Enrichment Specialist
Serve as an interim Life Enrichment Director or Village Program Life Enrichment Manager during community vacancies, transitions, or leadership changes, ensuring a seamless continuation of engagement programs.

JOB SUMMARY: The Residential Specialist works cooperatively to assist homeless individuals to access services and benefits to overcome their homelessness. CYB counselors will be assigned to child development centers, youth programs, summer camps, and on demand assignments. Provides non-medical, short-term, solution focused counseling directly to eligible children and youth of service members at assigned primary and secondary locations. Services include assessment, brief counseling and consultation, action planning, referral to resources (assuring linkage as appropriate), and follow-up as indicated.
CYB counselors will also have a focus on supporting the staff and personnel of Child Development Centers (CDC), youth programs and summer camps (if available/assigned) as well as providing parent support, training, and guidance.
Provides training and health and wellness presentations, participate in health fairs and other base/installation activities focused on children and youth.
Enters counselor activity data daily through smart phone or web application to assure that reporting is accurate from assigned installation while maintaining confidentiality and anonymity of service/family member.
Establishes and maintains working relationships with community resources focused on children and youth and provides appropriate linkages. Consistently visible within the assigned location(s) which allows MFLC services to be accessible. When working with children, counselor must abide by line-of-sight protocol. (Another adult with responsibility for the child must be able to see the counselor and child they are working with at all times.)
Partners with POC to provide CYB services in a manner that addresses the needs of the installation/facility. Develops an effective and professional working relationship with the installation/facility POC.
Manages duty to warn and restricted reporting situations according to Department of Defense (DoD) protocol and staffs the cases with Regional Supervisor/Regional Director.
Communicates with Regional Supervisors and participates in regular individual and group supervision, sharing information regarding trends and issues on the installations and in facilities to which the counselor is assigned. Responds to critical incidents and special requests as directed by the POC and approved by the Office of Secretary of Defense (OSD) program manager. The CYB will flex schedule to respond to urgent requests as needed or at the request of the Regional Supervisor/Regional Director.
Participates in regular in-services/training, Quality Improvement committees, initiatives, studies, pilot programs other contract activities as assigned/appropriate as directed by the customer and/or Magellan. This includes participation in pilot program certification and training processes, completion of activity documentation, integration of pilot activities in non-medical counseling work, and the utilization of applicable technology to complete required activities.

Essential Duties and Responsibilities
Serves as primary Point of Contact while on duty and will adhere to following program policies and procedures in managing emergencies as they arise.
Ensures that the staff to resident ratio is adequate and consistent with the agency policy.
Ensure line of sight and sound supervision of DCF and ORR standards are maintained at all times.
Maintain the order, safety, cleanliness of the facility, housekeeping and adequate supervision of residents at all times. Demonstrates safety in wearing appropriate PPE when working with youth who are under a quarantine setting, this includes youth waiting for test-results or those deemed positive of an infectious disease, including but not limited to Covid-19.
Provide for the nutritional needs of the youth including the preparation of culturally sensitive meals according to approved dietary menu, along with serving and cleaning up from meals.

This direct care position supervises a group of 7-10 youth through activities during waking and non-waking hours. While unobtrusively providing external controls necessary to ensure safety and security, Youth Care Specialists guide and teach youth the internal controls needed to live responsibly when and where external controls are relaxed.
