Detailed Description
Performs tasks such as, but not limited to, the following:
Procures goods and services in support of the business operations.
Acts as the communication link between internal customers, suppliers and external customers on pre-production ramp up and full production volume. Reviews requisitions, contacts vendors, examines bids and initiates contracts. Responsible for the procurement of parts and supplies for new products, existing products and non-production supplies. Initiates purchases driven through MRP process. Assesses when to execute and what order to place based on other factors.
Coordinates and manages last time buys for products end of life.
Ensures on-time delivery, purchase price variance and inventory management.
forecast accuracy and reports back to appropriate personnel.
Updates standard costs for assigned parts.
Facilitates quoting and sourcing of parts to improve supply and reduce costs.
Acts as primary contact with suppliers, internal and external customers to facilitate problem resolution for assigned material.
Addresses and resolves situations such as supply chain shortages, allocations, bad balances, discrepant material and alternate sources of supply.
Has responsibility for continuous improvement including data integrity and parameter management.
Analyzes variances to determine root cause and implement corrective action.
Manages overall relationship with and performance of suppliers. Meets regularly with suppliers to set goals and understand next generation of product offerings. Evaluates supplier performance and helps drive performance improvements.
Develops and documents audit procedures and plans for Procurement to ensure compliance to corporate policies and procedures.
Ensures audit readiness among all purchasing personnel. Coordinates and conducts internal self-audits and ISO reviews.
Action audit findings to clear audit exposures.
Knowledge/Skills/Competencies
Basic knowledge of electronic manufacturing environment, materials and processes.
Knowledge of procurement processes, inventory management and supplier management.
Good knowledge of the types of materials being purchased by the department.
Good negotiation and problem resolution skills.

This centralized procurement group works with the inventory, logistics and parts room departments to generate all Purchase Orders (POs) for the AP, including State POs, Contractor POs, and Federal Excess Personal Property (FEPP). The Purchasing Team performs many functions outside the creation of purchase orders. Other acquisition activities include increasing vendor bases, researching part availability, establishing and maintaining vendor relationships, reviewing orders for compliance with required procurement procedures, invoice verification and coordination with AP Accounting. Under the direction of the Purchasing Agent Lead, the Purchasing Agent assists the Purchasing Agent Lead in the procurement of aircraft parts, components, and related aircraft maintenance material and equipment for the exclusive use on CAL FIRE owned or operated aircraft.
Under Direction of the Purchasing Agent Lead, this position will perform the following tasks:
Place orders with commercial vendors.
Respond to assigned, AP approved, RFQ's to research, find and procure items requested in the RFQ.
Follow the DGS (Department of General Services) and CAL FIRE AP procurement processes and directives.
Work closely with AP Accounting staff to create and place Commercial POs with AP approved suppliers after processing in AP's Fi$Cal system.
If a new supplier must be found, follow all procurement processes and requirements and conduct research to find an acceptable AP supplier.
Monitor, track and remain in contact with suppliers to ensure smooth procurement and delivery of each ordered item.
Review orders to ensure compliance with CAL FIRE procurement processes.
When creating POs, both individual Purchasing Agents and the department Lead check to ensure all DGS and CAL FIRE AP procurement requirements, processes, and directives are followed by reviewing POs for completeness and compliance before submitting to CAL FIRE for processing and billing.
Conduct research on aircraft parts and supplies availability, price and conformity to CAL FIRE standards.
Use a quality/schedule/cost evaluation process to document, select, and retain quality CAL FIRE suppliers.
Follow established requirements to obtain multiple supplier bids.
Invite the most qualified suppliers to participate as preferred providers and use best practices to ensure only highly qualified suppliers are used to supply parts and components.
Work with the CAL FIRE AP accounting to ensure all purchases are in compliance with Department of General Services and CAL FIRE procurement processes.
As part of daily responsibilities, coordinate with the CAL FIRE Accounting staff.
Provide detailed employee training to ensure LSI Procurement department staff follow all DGS and CAL FIRE processes and requirements to create Commercial/State POs.
Ensure we obtain multiple supplier quotes or award PO to a California-approved Small Business or Disabled Veteran Business Enterprise (DVBE).
Ensure each vendor's required State forms are current and on file at the AP.
Deliver PO packages to AP Accounting for timely data entry into their accounting system, Fi$Cal. Once Accounting is completed with the PO package our Procurement Agents complete the PO process by contacting the supplier(s) to activate the PO which places the order.
Assist Purchasing Agent Lead to ensure routine orders, AOG, work stoppages and core returns are processed within AP timeframes and procedures; When assigned by the Purchasing agent lead, Purchasing agents(s) will:
Create ordering POs and track and monitor their AOG & Work Stoppage POs. AOG parts are received within 24 hours and Work Stoppages within 48 to 72 hours.
Immediately return AOG/Work Stoppage Core Returns if required for repair.
After creation of an AOG and/or Work Stoppage RFQ, the appropriate LSI Parts Room personnel notify the Procurement Lead, all Aviation Officers, the Chief of Maintenance, and the Aviation Logistic Support Manager via email. After the RFQ is approved by the Chief of Maintenance, the Procurement Lead assigns it to the appropriate, pre-designated Purchasing Agent. Once the Purchasing Agent orders and confirms delivery of the asset(s) via vendor-supplied tracking information, they inform the Logisticians and Receiving Department through the original email chain.
The Lead Logistician assists the Purchasing Agent with arrivals of AOG and Work Stoppage orders as follows: after the Purchasing Agent responsible for the AOG/Work Stoppage order relays its arrival via email, the Logisticians and Receiving Department ensure it is promptly processed, received, and transferred to the correct Parts Room location for timely issuance to maintenance personnel.
Coordinate Routine Core Returns in a timely manner to the supplying vendor between Parts Room personnel, the Purchasing Agent managing the PO and the Logistician department for documentation assistance. Routine Core returns are rotable items received from the Parts Rooms after removal from the aircraft.
Follow parts management procedures as outlined in the CAL FIRE Repair Station/Quality Control Manual No. CFOR047Z; and other duties as assigned.

Manage the Operations: Implement strategic, operational, and data-driven approaches to gain support from various parties for balanced solutions that may challenge current strategies and timelines. and influence leaders across the Trust organization, building culture, establishing standards, and achieving goals
Develop Mechanisms: Strengthen and lead the Operations function for Trust, enhancing assessment, monitoring, testing and goal setting standards and execution excellence. Build sustainable mechanisms to report results and escalate issues to internal partners and stakeholders
Collaborate: Drive strong partnership with key stakeholders across the organization. Partner with Trust leaders to understand strategic initiatives, lead end-to-end solution innovation across the organization, ensuring partner teams are following strategic and operational best practices
Champion Experience Improvements: Champion experience improvements, share best practices and promote operating standards across the Trust organization

Minimum Qualifications:
* BA/BS degree, with 12+ years of proven experience within two or more functional areas (e.g., Trust & Safety Operations, Operations, Quantitative Research, Analytics, Data Science, Product Management)
* Excel in business and technical skills, understanding Trust program needs, proposing creative solutions, leading projects to meet deadlines with outstanding results
* Experience acting as the voice of the customer and channeling many points of view, synthesizing them to drive alignment even in times of friction or disagreement
* Solid understanding of technical solutions used in marketplaces and ecommerce platforms and familiarity with system architecture and APIs
* Deep data expertise with the ability to find the trends and implications within data to advise sound decisions
* Relentless execution, resourcefulness, and track record of delivering results in challenging situations
* Experience communicating insights through data with senior-level executives
* Prior experience building and leading teams of 5+ team members
* Prior experience working as a part of or closely with a Trust and Safety organization
* Proven experience leading the delivery of large-scale programs (i.e., multi $B), experiences, and products from roadmap to delivery as well as leading elements related to full-funnel and end-to-end user journeys
* Strong customer and stakeholder empathy
* Creative problem-solving skills
The base pay range for this position is expected in the range below:
$190,400 - $254,200
Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
