Job Description Work Arrangement On-Site at Fort Liberty, NC with CONUS and OCONUS TDYs up to 120 days. Contractor required to be available for immediate recall (1+ hours) in case of Command Directives. This contract will support the development and updating of all intelligence-related capability requirements in conjunction with the J8 requirement documentation process. Job Description Work Arrangement On-Site at Fort Liberty, NC with CONUS and OCONUS TDYs up to 120 days. Contractor required to be available for immediate recall (1+ hours) in case of Command Directives. The Intelligence Exploitation Analyst specializes in gathering, analyzing, and interpreting intelligence data to support strategic decision-making and operational planning. They are responsible for identifying patterns, trends, and potential threats, producing reports, and providing recommendations to stakeholders. Essential Functions Provide Intelligence Exploitation Analysts to provide analytical and planning support to screening, exploitation and other HUMINT missions. Interface with intelligence organizations, IA, and other DoD organizations to fully prepare teams Prepare analytical products and assessments supporting targeting efforts, source development and threat analysis. Provide analytical and planning support to Interrogation, Exploitation and Detainee operations and other HUMINT missions. Perform analysis, provide intelligence products and perform intelligence research to support HUMINT/Detainee interviews. Provide intelligence summaries as a result of each supported HUMINT/Detainee interview in accordance with USSOCOM procedures. Perform other duties as required. Qualifications and Competencies Proficiency, knowledge, understanding, and experience with current all-source analytical techniques, theory, methodologies, processes, and trends. Demonstrate expert proficiency and knowledge of the current suite of all-source intelligence tools. Demonstrate experience preparing and delivering intelligence briefings at the Lieutenant Colonel (O-5) / GS-14 level or higher. Highly proficient in utilizing current intelligence related automation, applications, tools, and databases to support analytical efforts and product development. Strong briefing and writing skills. Advanced working knowledge of Interrogation, Exploitation and Detainee Operations and other HUMINT missions including methodologies and systems. Strong background and firsthand experience are required in the following analytical areas: Regional analysis, Geo-Political analysis, HUMINT analysis and Collection Management. Working knowledge of advanced targeting skills and firsthand experience targeting networks, individuals within networks, and identifying vulnerabilities for exploitation. Demonstrate a deep understanding of the F3EAD targeting cycle as well as the current data, tools, and techniques used for each phase of targeting. Advanced Microsoft Office skills and proficiency using current analytic tools, databases and Intelligence and operational systems is required. Education / Certifications High School Diploma required. DOD, DoS, DHS, or equivalent training/course completion preferred. Experience Minimum of six (6) years of experience as an all-source intelligence analyst within the DoD or equivalent Government agencies is required with four (4) years at the operational level. The Counterintelligence Analyst is responsible for collecting, analyzing, and interpreting intelligence data to support decision-making and strategic planning. They gather information from various sources, such as open-source intelligence, classified databases, and field reports, and use analytical tools and techniques to assess the significance and reliability of the information. Essential Functions Provide timely, cogent, and relevant advice to improve the CI posture of supported activities, ensure intelligence oversight compliance, and accurately document and report CI indicators or concerns. Coordinate and support cross-community meetings and working groups, assimilate large volumes of information, de-conflict information of value between sections, and independently produce reports. Research, create, develop, and deliver professional multi-media, written reports, and CI products at the operational and strategic levels utilizing multiple CI and HUMINT reporting tools; receive Contact, Lead, and Intelligence Information Reports, participate in reviews, and respond with corrective measures as necessary. Manage source data information within the Integrated Defense Source Registration System as well as participate in Asset Validation Panels and provide accurate, in-depth CI reviews of all active assets. Maintain familiarity with signature reduction training standards and processes, assist the command in determining the appropriate use of signature reduction techniques, and ensure all standards are met before signature reduction techniques are applied. Develop all-source association matrices on individuals of CI interest. Work independently with no required oversite. Provide advice to the leadership on processes, procedures, technology, and other items of interests Responsible for the production of intelligence assessments and products in support of deployed SOF Task Forces to enable the F3EAD targeting cycle. Interface with other intelligence organizations to fully prepare teams for exploitation of enemy personnel, as well as prepare post screening analytical products and assessments supporting targeting efforts, and threat analysis. Advanced skill sets with the HUMINT Operations Cycle, CI Support to HUMINT Operations, Asset Risk Assessment System (ARMS), Operational Risk Management Process, and Patterns of Life Analysis and one or more of the following areas: Human Factors Analysis, Human Terrain Analysis, SIGINT Targeting, Convergence Analysis, and Intelligence training. Expert knowledge and understanding of CI theory, doctrine, rules, laws, regulations, directives, systems, concepts, methodologies, and relevant skills related to full spectrum CI operations. Education / Certifications High School Diploma Required DOD, DoS, DHS, or equivalent training/course completion preferred. Experience A minimum of eight (6) years of experience performing counterintelligence related operations while serving in a Joint Special Operations Task Force, Inter-agency Task Force, National Intelligence Agency, Law Enforcement Agency, Joint CI Activity, or Combatant Command. No less than eight (6) years of operational analysis experience in their analytical field. Five (5) years of experience in a managerial level position in support of special operations and combat overseas tours with a SMU and or SOF in an operational environment providing a direct analysis support function is highly desired.
