The Managing Attorney for the Office of Solicitor General will assist the Solicitor General in the following ways: Coordinating and supervising staff solicitors; participates in complex legal actions; oversees all law office operations including case assignment and hiring, supervision, and professional development of the law office staff, as well as budgeting; manages subordinate staff in the day-to-day performance of their jobs; ensures that project/department milestones/goals are met and adhering to approved budgets; has authority for personnel actions; and extensive knowledge of department processes. *Responsibilities* Problems are often not well defined and are non-recurring but may bear some resemblance to problems encountered earlier. Precedent, policy, laws and regulations, and court precedent offer some guidance, but latitude and judgment is required in determining the appropriate course of action. Guidance is also available from the Solicitor General when necessary. Creativity and resourcefulness are often required to produce effective solutions. Information necessary to make decisions may be incomplete or conflicting. In such cases, inferences must be drawn from the information available, and decisions are made based on incomplete, misleading, or conflicting information. Poor decisions may have a long-term effect on Band resources, the Band's ability to govern effectively, and the level of service provided to Band members. The Managing Attorney will assist the Solicitor General, the Deputies, and the staff on decision making and direction. *Experience* * Distinguished graduate of an ABA accredited law school with a LL.B. or J.D. degree. * Five (5) to Nine (9) years of experience in American Indian law and court systems. * Member in good standing with the State Bar of Minnesota. * Must possess a license to practice law in the State of Minnesota and Federal Court. * Knowledge of legal principles, practices, and proceedings and of laws, regulations and rules, relating to the Band. * Ability to plan, assign, and/or supervise the work of others. * Experience in conducting hearings, preparing opinions and briefs, preparing cases for trial, and appealing cases to higher courts. * Ability to interpret and apply laws. * Ability to communicate effectively and persuade or lead others. * Excellent personal computer skills in a Windows environment. * Act as supervisor and oversee the Department pursuant to the Solicitor General's policies. * Assist in creating a budget, training attorneys or volunteers. * Provide operational oversight of the Office of the Solicitor General. * Ensure that the Office of the Solicitor General follows Band law and policy. * A high degree of familiarity with Indian legal system and court system is vitally important in this position. * Must have current valid driver's license. * Must be insurable under the Mille Lacs Band Drivers Insurance policy. * Must pass a pre-employment drug and alcohol test. *WORKING CONDITIONS*: * Nature of work is such that incumbent experiences sustained periods of moderate to high levels of stress from workload, nature of work, or nature of interactions with others, both inside and outside of the Band. * Work is almost exclusively indoors in a controlled climate area. * Little threat of personal danger or risk. * Hours are typically 8-5, but extra hours may be necessary to meet deadlines and maintain workload. The Payroll Manager leads all aspects of the payroll process, ensuring accurate and timely salary payments to employees while adhering to legal compliance by managing tax deductions, supervising the payroll team, and maintaining precise payroll records, requiring a strong understanding of payroll regulations and software proficiency. The Payroll Manager will perform accounting duties to process receivables, payroll and maintain general ledger, using computerized systems. The Payroll Manager will be responsible for leading the preparation of financial statements and reports and with budget and cash management. QUALIFICATIONS: * Bachelor's degree in Accounting, Finance or related field, required. * 3-5 years experience in payroll management, required. * 5 or more years relevant experience in Payroll, Finance or related field. * 2 or more years of progressive supervisory experience. * Experience with Workday, preferred. * Certified Payroll Professional (CPP) or related certification, preferred. * Active AZ Department of Public Safety (DPS) IVP Fingerprint Clearance Card. * Any equivalent combination of experience, training and/or education from which comparable knowledge, skills and abilities may be considered. DUTIES AND RESPONSIBILITIES: * Leads the preparations and processing of the semi-monthly payroll utilizing Workday. * Manages payroll tax compliance ensuring compliance standards are consistently being met. * Manage the functionality of the Workday system; ensuring that all payroll integrations are functioning properly and being updated to meet new organizational initiatives and local/federal regulations. * Analyzes and responds to complex matters requiring comprehensive knowledge of payroll policies and procedures. * Offers insight and support, organization wide, of payroll knowledge and expertise to requesting employees. * Works with new and existing employees on accessing their payroll information, including training sessions for large new hire groups and annual training. * Preparing reports and provide recommendations by compiling summaries of company earnings, taxes, deductions, leave, disability payments, and non-taxable wages * Develops, implements, and maintains processes, systems and controls to ensure compliance with federal, state, local and payroll/wage and hour regulations. * Identifies new states as hiring continues to expand nationally to ensure proper processes and applications are submitted in a timely fashion to ensure compliance with payroll regulations. * Develops, audits and verifies payroll reports and documents for accuracy. * Ensures compliance with state, federal, and local payroll regulations. * Responsible for payroll reconciliations at the end of the pay cycle, quarter, and calendar year to the general ledger and associated federal and state tax reporting compliance verification. * Verifies that all payroll data is authorized for payment and accurately coded to appropriate accounts. * Prepares and audits reports for various governmental agencies. * Additional duties may be assigned as necessary. MINIMUM QUALIFICATIONS Education: Equivalent to graduation from an accredited college or university with major course work in public administration, criminal justice, corrections, criminology, sociology, psychology, any of the behavioral sciences or closely related field; AND Experience: One (1) year of supervisory experience in a juvenile detention facility or in probation services at a level equivalent to that of a Supervising Detention Officer in Yolo County. Additional qualifying juvenile detention or probation experience may substitute for up to two years of education on a year-for-year basis. Background Requirements: Incumbents in this classification are designated as peace officers in accordance with California Penal Code section 830.5 and must meet the standards outlined in California Government Code sections 1029-1031.5, including: * Except under special circumstances shall not have been convicted of a felony in this state or any other state or federal jurisdiction, or of any offense in any state or in any federal jurisdiction which would have been a felony if committed in this state. * Shall have good moral character, as determined by a thorough background investigation. * Through examination by medical and psychiatric professionals, found to be free from any physical, emotional, or mental condition which might adversely affect the exercise of the powers of a peace officer. * Be legally authorized to work in the United States under federal law. Special Requirement: Incumbents must have successfully completed: * A California Board of State and Community Corrections (BSCC) or P.O.S.T. approved PC 832 Arrest, Search, and Seizure 40 hour Course; AND * The Juvenile Corrections Officer Core Course approved by the BSCC which consists of a minimum of 160 hours of instruction prior to appointment; AND * The Supervisor Core Course approved by the BSCC which consists of a minimum of 80 hours of instruction within the first year of appointment, with 40 hours of certified annual update training completed each year thereafter. * The Certified Manager/Administrator Course by BSCC must be completed within the first year of employment, as well as 40 hours of the State's Standards and Training for Corrections certified training annually thereafter. * Additional training may include but is not limited to defensive tactics, First Aid/CPR, chemical agents, firearms, and physical agility. * Must be physically capable of arresting and controlling individuals as required. These requirements shall continue for as long as the Probation Department participates in the State's Standards and Training for Corrections (STC) program.
