Since APCO was formed in 1935, the organization and the field of public safety communications have undergone myriad changes.
In accordance with decisions made by the membership quorum meeting at the 1938 Annual Convention in Houston, national APCO postponed the formal recognition of any APCO chapters until after the association could be incorporated.

Formed in 1941, Illinois APCO is the second oldest chapter in the organization and many of its members have served on the national level.
On March 25, 1944, a group of police communication workers from all areas of New York State met in Endicott, N.Y., to discuss state radio problems and organized the New York Chapter of APCO.

In 2004 the Atlantic Chapter set up a scholarship awards program named for James F. Blesso, a deceased International Life Member and APCO's first Senior Member, to develop its members and invest in the future.
