Meanwhile, a business owner/engineer working in construction provides technical expertise to make sure that a project runs smoothly.

The business owner/engineer needs to have technical knowledge of whatever field they are working in, whether that's knowledge of relevant equipment or of data programming languages like SQL. They also need to have the business expertise to translate that knowledge into insights valuable for a company.
