For Mid-level positions: Must possess at least 10-20 years of project controls experience in scheduling, planning, Earned Value Management. The International Trade Compliance Professional is a subject matter expert in U.S. trade compliance, responsible for the development, implementation, documentation and maintenance of a comprehensive and efficient trade compliance program. Must properly manage the day-to-day processing of export and import activities. Responsibilities include reviewing and submitting export/import license applications, advising senior staff about trade compliance matters. Provide trade compliance oversight to all business activities. Has the independent authority to inquire into any aspect of a proposed export or import, verifying its legality and accuracy of the information being submitted, and stop any transactions.

  • Advise management staff about trade compliance aspects and risks of proposed business decisions.
  • Analyze and interpret export and import regulations and maintain current knowledge of changes affecting the business.

Requirements

  • 5 years minimum of specialized experience in trade compliance for manufacturing and/or aerospace industries.
  • 3 years minimum of combined experience and work-knowledge with DECCS, SNAP-R, Visual Compliance, OCR and ACE.
  • Demonstrated knowledge of trade regulations, including Jurisdiction/Classification (J/C) and HTS classification.
  • Demonstrated knowledge of drafting and managing complex export authorizations (ITAR Agreements, Amendments, and Licenses, Commerce Technology Licenses)
  • Must be US Person per ITAR compliance, with ability to obtain security clearance

Preferred Qualification

  • Expert knowledge with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) including anti-boycott regulations, sanctions administered by the Office of Foreign Assets Control (OFAC), Customs Regulations (CR), and the Foreign Trade Regulations (FTR).
  • Strong computer skills including ability to research transactions and prepare reports in Enterprise Resource Planning (ERP) or Manufacturing Resource Planning (MRP) information systems, perform spreadsheet calculations, and quickly learn new software tools.
  • Familiar with Special Security Agreement (SSA), National Industrial Security Program Operating Manual (NISPOM) and Classified programs.
  • Strong verbal and written communication skills.
  • Ability to work at both detail and strategic levels, work calmly under pressure and with frequent interruptions, and display sound judgment.
  • Ability to prepare or revise procedures, work instructions, forms, and business flowcharts.
