Communications systems engineer job description

This is a full-time position requiring 1880 hours of support per year; and work is performed at the customer site. As a Program Communications Systems Engineer on our team you will facilitate our customer's ability to identify indicators of success on various on-going initiatives as well as supporting the effective communication of those success stories to higher level management and to other program stakeholders.

The individual will monitor project progress relative to program plans, programmatic, and financial baselines, will review mission and program management status reports, and will draft reports and PowerPoint slides that aid the government in highlighting project accomplishments.

You will conduct research into specifics of identified accomplishments in concert with system subject matter experts to craft compelling briefing items and status reports portraying the identified indicators of success with an emphasis on tying those stories back to requirements used in justifying the original project investments.

The ideal candidate is one who has strong written and oral communications skills and with experience effectively communicating program success to leadership and relevant stakeholders. The individual will

• Gather metrics and narrative program project reports from project leaders,
• Analyze progress of assigned projects against technical, programmatic and financial baselines,
• Draft written reports and briefing slides highlighting program successes to aid in supporting the overall government customer developed program strategic messaging plan, and
• Aid the government in effectively communicating those successes among the relevant project stakeholders

Qualifications

Individual Capabilities/Experience Required:

• Bachelor's degree or advanced degree in computer science, information systems, engineering or other related discipline plus at least 10 years of systems engineering experience. A Master's degree or PhD may be substituted for two years of experience. A high school diploma or GED plus 14 years of systems engineering experience would also be acceptable.
• Demonstrated ability to effectively communicate with leadership and stakeholders.
• Candidate should have knowledge/experience with at least one SIGINT function (such as sensor operations, SIGINT systems, SIGINT techniques and or customer data processing) to ensure they have an adequate baseline for conducting program success analysis.
• Position requires active TS/SCI clearance with polygraph

The Public Safety Communications Divisionof the Innovation and Technology Department is recruiting for a Communications Site Power Systems Engineer* who will plan, design, implement, evaluate, and modify a variety of countywide communications systems. Communications Site Power Engineers provide technical and engineering support to system users, County departments, Telco service providers, general contractors, and County technicians involved in the County communications network. Duties include performing research, planning, cost studies, and implementation of proposed telecommunications and electronic projects; evaluating existing or new communications systems; designing, reconfiguring, implementation, and integration of telecommunications and electronic systems; preparing schematic plans, technical drawings, and circuit wiring diagrams; determining size and location of emergency back-up power systems and remote monitoring systems; and preparing detailed engineering packages for projects including floor plans, site plans, equipment rack diagrams, parts lists, and scope of work. Position may supervise, assist in, or inspect the installation of projects as required.

CONDITIONS OF EMPLOYMENT

Pre-Employment Process:Applicants must successfully pass a background check and a job-related physical exam, including a drug test, prior to employment.

Availability:Incumbents are subject to 24-hour call-back, evening, and weekend work.

Travel:Travel throughout the County may be required. A valid California Class C driver's license and automobile insurance must be produced at the time of hire and maintained.

Minimum Requirements

Experience: Three (3) years of experience planning, designing, implementing, evaluating, troubleshooting, repairing, and/or modifying emergency back-up power systems for communications facilities, including rectifiers, battery back-up, uninterruptable power systems, transfer switches, and remote monitoring solutions (SNMP, BACnet, etc.).

* AND-

Education:Thirty (30) semester (45 quarter) units of completed college or technical school coursework in telecommunications, electronics, data systems design, transport systems design, or a closely related field. A list of coursework must be submitted with the application, unless an Associate's degree or higher has been conferred in a qualifying field.

Substitution:Additional qualifying experience may be substituted for the required education on the basis of one (1) year for each 15 semester units (45 quarter).

Desired Qualifications

Experience and education in electronics or communication technology inlcuding land mobile radio and/or microwave communications is desired. Candidates currently working in the industry with the ability to evaluate technical problems and implement new technology installations are highly desirable.
