Network Engineer

Under the supervision of the Director, the Network Engineer (Professional Services Specialist 1, Computer Services) is part of a team that is primarily responsible for designing, implementing, monitoring and supporting the university's wired/wireless and wide area networks that support data, video and voice services, while ensuring adherence to IT standards and operations. The Network Engineer participates in after-hours and on-call support when required. Occasional travel may also be required. This is not a remote position.

Qualifications: Graduation from an accredited college with a Bachelor's degree and four (4) years of experience in one or a combination of the following: data processing, installation and maintenance of application programs, technical support and/or design and preparation of programs; network administration; and network security. Applicants who do not possess the required education may substitute experience on a year-for-year basis. A Master's degree may be substituted for one (1) year of the required experience. A Ph.D or an Ed. D. degree may be substituted for two (2) years of the required experience. Essential job functions include the ability to lift, handle and transport materials and equipment up to 75lbs. Preferred qualifications include: Bachelor's degree in IT, Computer Science or a related field; knowledge of network security devices such as firewalls and IPS (ideally WatchGuard and McAfee); and knowledge of IEEE 802.1aq Shortest Path Bridging in an Extreme Networks environment.

The selected candidate will be required to pass a four (4) month Working Test Period.

We are seeking a system engineer to join a team responsible for developing, implementing, and maintaining enterprise systems for the Technical Surveillance Countermeasures Branch. This position will be responsible for managing operations of systems which includes tasks such as research, development, deployment and maintenance. Design and deployment of network infrastructure. Ability to analyze computer and network architectures to optimize performance, security, and laboratory testing. Excellent oral and writing communication skills are needed in order to document testing procedures, test results, deployment recommendations, standard operating procedures (SOP's), manuals, and security documentation. As part of a collaborative environment the applicant will work with other teams or program on a regular basis. Ability to troubleshoot a variety of hardware and software issues in a timely manner while under tight time and resource constraints.
Travel Requirement: 10 to 30%

Requirements/Qualifications:

Required: Top Secret Clearance Required

Education: Bachelor of Science - Computer Science

Preferred Master's Degree - Computer Science

Experience:

* Minimum 10 Years of Experience in the industry for BS Degree
* Minimum 5 Years of Experience in the industry for MS Degree
* Experience in software engineering, networks, information technology, and/or information systems
* Must have experience in the following: configuring, designing, and maintaining Window servers; designing, configuring, and testing personal computer and network software components in a laboratory environment; programming software and command line interfaces; and setting up patch management software and backup management solutions.
* Must be fluent in VMWare, C, C++, Objective C, Java, communication protocol implementation, Wi-Fi, RFID, Bluetooth, TCP-IP, VoIP, and Linux/Windows/OSX scripting.
* Must have experience with commercial and government best practices in securing computers, networks, and mobile devices. Must know how to use all major MS Windows applications.
* Must have detailed understanding and experience in Android/iOS/Blackberry operating systems.
* Must understand system architecture, application design, and device management and deployment. Must have knowledge of active directory application mode, lightweight directory access protocol, and online certificate status protocol.
* Must have knowledge of bandwidth utilization.
* Proficient in the following:
* Operating Systems:Windows - Domain Controllers, Active Directory, Workstations Linux - Ubuntu or Debian
* Relational Databases such as: MySql or SQL
* Writing Documentation for Software/Hardware LifeCycle tracking/development
* Developing Standard Operating Procedures (SOP) for the lab and the field
* Designing, implementing, maintaining, and administering computer networks

* Prefer to have some experience with:
* Prefer to have a Cisco Certified Network Associate certification
* Agile Development
* Web Interface/Service design and implementation [SOAP/Restful Service over TLS]
* Device Operating Systems: Blackberry, Android, iOS
* Programming Languages: C/C++, .Net, OpenGL, Java
* Equipment: Wireless Communications such as: Cellular, WiFi, Bluetooth, Zigbee, or ZWave Software Defined Radios (SDR) Microcontrollers such as: Raspberry Pi or Arduino Platforms Internet of Things (IOT) devices

Provide on-site, network computer engineering support to ATI7 at CCSFS focusing on all IT, software and communication networks, including TCP/IP, serial, CAN, WIFI and Blutooth. The individual will develop, implement, configure/program and maintain computer software and systems meeting the government's requirements. Provide recommendation for improvements to network, software and computer systems. Provide onsite engineering support to contractors and government as required.
Responsibilities:

* Develop within MS Windows networked environment with limited Linux.
* Work with file servers, firewalls, switches, software based monitoring systems and network documentation as required
* Interface with local customers and provide network/computer engineering related support to quickly develop solutions for the government customer
* Analyze and troubleshoot system anomalies to ensure optimum equipment performance
* Perform periodic hardware upgrades, software and firmware updates, and system configuration changes
* Prepare local systems for operational use and support operational tests as needed
* Provide technical guidance to technical leads and project managers
* Understand and work within cybersecurity operations procedures for day to day network/computer management, operations and maintenance
* Monitor/analyze output of cyber systems related tools.
* Assist in analyzing technical risk, upon request, of emerging cyber/security tools and processes

Experience/Desired:

* Experience with DOORS requirements.
* Experience with HTML, C++, Java, Python and Visual Basic, SQL, .NET
* Experience working within the DOD
* Experience with computer diagnostic systems
* Experience working in a classified environment

Education:

* BS in engineering with 4 - 8 years related experience

Certifications:

* Security+ certified (Required)

Security Clearance:

* Ability to obtain a security clearance
* Willingness to submit to a counterintelligence polygraph
