Database programmer/analyst job description

BASIC FUNCTION:

Responsible for clinical and business report writing using a variety of reporting tools including Tableau, Crystal Enterprise reporting tools and SQL Server. Leads and coordinates medium scale initiatives and projects. Works under general supervision Provides business intelligence tools and data by developing reports and reporting systems using internal application and 3rd party reporting tools. Works independentlywith minimal supervision to effectively scope, plan for, and deliver on customer requests. Takes ownership of high complexity issues. Highly responsive to customers and shows an aptitude for the development and documentation of customer requirements.

EDUCATION AND EXPERIENCE REQUIREMENTS:

Required

• Bachelor's degree in Information Services, Business, Healthcare or related field.
• Two or more years of experience in Information Services, Business Services, Healthcare or related field.

OR

• Five or more years of experience in Information Services, Business Services, Healthcare or related field.

Preferred

Previous experience with Soarian or Allscripts electronic health records.

SECTION III:

RESPONSIBILITIES OF THE POSITION:

• Collaborate with end user customers to identify reporting needs. We often act as the application report leads.
• Analyze report requests and document requirements.
• Identify and validate the appropriate technological solutions for various reporting needs.
• Develop design specifications for new reports.
• Create new reports using report writing tools such as Crystal reports, SQL, SF reporting tools and DSS data warehouse data.
• Perform validation and testing for new and legacy reports.
• Troubleshoot, optimize, modify and maintain existing reports as needed.
• Review upgrade documentation related to reporting features and released reporting content, and determines how to implement changes.
• Configure and maintain HI report distribution system.
• Communicate effectively with end-users to provide training, determine reporting requirements, and provide status updates.
• Provide technical support for troubleshooting and fixing of reporting applications and systems.
• Perform Data check-out and validation after an upgrade or service pack event.
• Establish and Maintain an appropriate support presence with key customers.
• Educate end users on the DSS and SF reporting system use.
• Subject matter expert on DSS and SF data structures and content. Able to link data in back end reporting tables to front end data gathering tools( Front end Graphic user interfaces)
• Define customer requirements for changes to reports that require back end work.
• Provide Ad-hoc and Monthly reports to customer departments, using predefined report templates.
• Assist end users with analysis of data as needed.

• Assist program managers, engineers, and architects with studies and analyses such as: portfolio management assessments, technical course of action analyses, analysis of alternatives, trade studies and evaluations, cost-benefit and risk analyses, sizing analyses, concept exploration, benefit analyses, and mission planning.
• Developing and maintaining Systems Engineering Plans, Project plans, Concepts of Operations, Work Breakdown Structures (WBS), Integrated Master Plans, Integrated Master Schedules, and Program Management Plans.
• Participate in the definition of architecture and core technologies for web services and supporting systems.
• Identification and documentation of stakeholder requirements and translate them into functional, performance and technical requirements.
• Developing Systems and Software requirements, tracking requirements changes, and maintaining traceability of end-user needs to the system performance specification and ultimately the delivered capability.
• Assist enterprise and solution architects with the development of architecture artifacts that comply with authoritative architecture frameworks.
• Support integration planning and interface management by documenting internal and external interface requirements and dependencies.
• Support verification activities during requirements analysis including how each requirement will be verified, the tasks and resources to complete the verification and resulting verification matrix, and supporting documentation such as a System Verification Plan.
• Support life-cycle planning by developing and maintaining system sustainment plans such as the Systems Integration Master Plan (SIMP) and System Lifecycle Sustainment Plan.
• IT Portfolio Management support, preferably in support of Navy METOC/GI&S. This should include use of DADMS application portfolio management system, compliance inspections, and identification of cybersecurity issues.
• Digital Modernization efforts to meet specific net-centric and data-centric objectives.
• Support for data strategy artifacts such as policy, governance and instructions, capabilities descriptions, metadata implementation specifications, product format specifications, and interface description specifications.
• Oversight of data architecture engineering, data management support, solutions, and tracking efficiencies.
• Data architecture innovation solutions to improve cost and efficiency in data architecture, services, modeling, and administration.
• Evaluating technologies related to design, implementation, and maintenance of net-centric services and reporting on cost, schedule, and risk.
• Oversight of geospatial database design, maintenance, and administration support.
• Evaluation of managing compliance with metadate standards.

Qualifications

BS 5-7 Years, MS 3-5, PhD 0-2

Required experience with

• Oracle, PostrgreSQL, and MySQL
• ESRI Spatial Database Engine (SDE)

Preferred experience in

• Tasking, Collections, Processing, Exploitation, Dissemination (TCPED) process
