The Center Operations Manager position is responsible for overseeing one or more USO Center s operations, and overseeing programs, events and activities at locations surrounding the Center(s). This position also manages subordinate operational staff and volunteers. It also assists in evaluating and modifying existing programs, events and activities, and plans and implements new or improved programs, events and activities.
Principal Duties and Responsibilities (*Essential Duties)
Overall responsibility for providing visitor and guests with a Center that is effective, inviting, safe, clean, well-maintained and ready-for-use. Also responsible for ensuring that equipment is clean and well-functioning and for enforcing adherence to sanitary guidelines and food-handling regulations.*
Lead the planning, quality, and delivery of programs on and off of U.S. military installations. Deliver services, equipment and events within budget limits. Identify and implement operational and program improvements that achieve USO standards of excellence. Act as a resource for USO Center staff and volunteers in the planning and execution of special and/or holiday events.*
Review program and service needs. Research and recommend new programs and services based on research. Implement and oversee suggested and/or required changes.*
Coach and mentor USO Center staff and oversee volunteers schedule, activities, recruitment, training and recognition. Develop, improve and maintain working relationships with USO vendors and local contractors.*
Create, maintain, communicate, and enforce adherence to Standard Operating Procedures to inform Centers procedures and activities, and the Emergency Preparedness Plan (EPP). Ensure that staff, volunteers, and vendors comply with the EPP, report damage, destruction or injury to the Center and its assets. Conduct employee accountability checks.*
As directed by leadership, perform and monitor financial activities, including creating and executing operating budget, sales and/or other income, banking transactions. Operates within budgetary guidelines. Manage cash on hand and maintain inventory of supplies and assets.
Prepare, review and present reports, including financial, operational and statistical reports. Create and/or maintain records required for local procedures and activities.
Responsible for communicating to internal and external parties, Centers operations, programs, and activities. Compile and prepare announcements, stories, and photos for publication and distribution across multiple media and social media channels.*
In cooperation with key internal and external stakeholders, develop, improve and maintain working relationships with U.S. Military, local community leadership, partners and donors, and media representatives to enhance awareness, generate financial/in-kind support of the USO mission and support successful program and service delivery.*
May be required to operate a USO or personal motor vehicle.
Perform assigned duties in the absence of leadership, and other duties as assigned.
Job Specifications
High School Diploma or equivalent. Bachelor s Degree preferred.
5+ years work experience in a business operations role, event management or marketing role, including 1+ years in a supervisory capacity. Relevant experience in a non-profit, military, multicultural and/or global organization preferred.
Demonstrated ability to lead high-performing teams. Ability to achieve desired results while working collaboratively in a team environment.
Proficiency using computers and electronics equipment. Working knowledge of various software, applications, and programs including but not limited to Microsoft Office Suite. General knowledge of various software, applications, and programs including but not limited to volunteer management software and social media platforms. Experience with Digital Cheetah preferred.
Fluency in English. Ability to speak, read and write in the language of the host country at the native level preferred.
Strong interpersonal, customer service and problem-solving skills. Ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism.

This position is located at Fort Shafter. Preference will be given to local candidates within commuting distance to the location.
The salary range for this position is $60,375 - $90,563.

Grade level eligibility and salaries vary depending upon background, including experience and education, and duty location of the opportunity. This is a career ladder position with a grade level progression of GS-5, GS-7, GS-9, GS-11, and GS-12. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in each grade level. Promotions are at the discretion of the agency.

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.

This training consists of basic law enforcement skills, immigration laws, firearms training, examination of cargo/bags/merchandise, physical fitness, etc. Candidates assigned to the southern border, Miami, or Puerto Rico duty locations must attend and pass an online Spanish training program, which will be completed at their home port. The Guest Relations Specialist facilitate a shelter environment of Ho okipa (hospitality) for all guests and visitors of IHS. This position greets and attends to all guests, visitors and staff of IHS in a professional, warm and welcoming manner. The Guest Relations Specialist provides timely administrative support to facilitate the delivery of services to guests of IHS.
Compensation:
Starting from $17.50 hourly, dependent on experience.
Essential Functions:
Demonstrate excellent customer service consistent with the standards contained in the Vision, Mission, and Values of the organization.
As concierge, assists guests with basic information about IHS s menu of services, service times and locations, and how to access resources from other providers (both on and off site) available to the guest that addresses his/her basic living needs and barriers to housing.
Receive and greet visitors and guests, direct as appropriate while demonstrating professional courtesy, discretion and maintaining confidentiality at all times; Courteously answer phones, provide information, take accurate messages and direct calls as appropriate for all departments and guests.
Complete guest intakes and exits, inform guests of all services provided by IHS and explain their rights and responsibilities while at the shelter or designated service site; accurately enter data into SAMi and HMIS, including using the VI-SPDAT as part of Coordinated Entry.
Work collaboratively with respective IHS program staff and outside partners to ensure the consistent delivery of services to guests.
Required Knowledge/Skills/Abilities:
Knowledge of homelessness and the issues associated with it; mental health and substance abuse issues.
Strong interpersonal, verbal and written communication skills with an emphasis on conflict resolution.
Excellent people, customer service and phone skills.
Possess personal qualities of integrity, patience and commitment to mission.
Flexible and able to multitask; can work within an ambiguous, fast-moving environment.
Required Education and Experience:
High School diploma or GED equivalent.
One year of direct/customer service related experience or receptionist experience in busy office setting; experience working with disenfranchised or medically fragile population.
Good computer skills; able to navigate google email, Microsoft applications and databases.
Expected Hours of Work:
Hours include some evenings, weekends and holidays. Hours and days may vary based on the needs of the organization. Must be available to work one or more of the following shifts, including weekends and holidays, as scheduled:
6:00 AM - 2:30 PM

As a Summer Intern, you can expect your experience to include the following:
* Collaborate closely with project managers, engineers, designers, and BIM leads to execute work on water and wastewater treatment and conveyance infrastructure projects.
* Assist in the preparation of engineering and design deliverables including drawings, specifications, technical memoranda, reports, schedules, and figures.
* Communicate effectively and coordinate with multidisciplinary project teams (e.g., drafters, designers, engineers).
* Perform edits and updates in Revit and AutoCAD models based on engineering changes and markups.
* Participate in the full project lifecycle, including design, documentation, and construction support.
* Conduct field work such as site investigations and construction observations as needed.
* Support data-related tasks including entry, analysis, visualization, and documentation to inform design decisions.
* Check design deliverables for consistency, readability, and adherence to standards and specifications.
* Provide engineering services during construction, including performance checks and conformity assessments.
* Manage and deliver assignments on time, demonstrating strong organizational and time management skills.
* Complete an Internship Capstone project demonstrating skill development, learning, and accomplishments gained during the summer internship experience.
Work schedule and location: Summer Interns with Brown and Caldwell work a full-time schedule of 40 hours a week and may have the potential for hybrid work schedules and fieldwork

* To qualify for an internship, you must be enrolled as a student seeking a degree in engineering (Structural Engineering, Mechanical Engineering, Environmental Engineering, Electrical Engineering, Civil Engineering, Chemical Engineering, or a related field), science, geology, or a related field.
* You must be enrolled for the 2025-2026 academic year and plan to continue in Fall 2026.
* You also must maintain a minimum cumulative GPA of 3.0 on a 4.0 scale.
Salary Range: The hourly pay range for this position is based on the employee's primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

Minimum Qualification Requirements
Training and Experience:

* two and a half (2 ยฝ) years of experience in the care, feeding and handling of animals in an animal control agency, a veterinary clinic, animal shelter, cat or dog boarding facility or other related facility, and

Special Working Conditions: Must be available for stand-by duty, be able to respond to emergency calls during non-working hours, and must reside within the geographic district employed in when on stand-by duty. Must be able to work overtime as needed.

* Conducts periodic operating checks of plant equipment such as pumping systems, chemical feeders, influent screens, strainers, valves, mixers, flocculators, clarifiers, filters, contact tanks, storage tanks reservoirs, compressed air systems, sampling, aerators, and monitoring control systems.
* Starts-up, shuts-down, and conducts the timely and efficient backwash of filters.
* Calibrates, tests, repairs, programs, and overhauls chemical pumps, feeders, disinfection equipment, water quality testing equipment, valves, solenoids, sample pumps, and auxiliary pumps; assists electronic technicians and mechanics in major repairs, calibrations, and installations of process control systems, water quality analyzers, streaming current detectors, process turbidimeters, recorders, alarm systems, telemetry, and high-lift pumps.
* Assists and participates in the inspection, maintenance, and installation of plant equipment and systems.
* Observes, interprets, and records readings and indications of gauges, charts, and meters to monitor plant status in relationship to flows, pressures, chemical feed rates, levels, and water quality.
* Makes appropriate changes in plant processes to optimize its performance and efficiency.
* Runs jar tests to determine dose requirements.
* Collects representative water samples from raw, processed, and finished water points in the treatment stream and performs various laboratory tests to determine quality in terms of turbidity, chlorine residual, pH, color, alkalinity, taste and odor, residual chemicals and contaminants.
* Assists and participates in the loading and unloading of chemicals such as chlorine ton cylinders, bulk liquids, and dry bagged chemicals using equipment such as forklifts, floor jacks, hoists, and by hand.
* Assists and participates in the maintenance of plant records including operating logs, diaries, laboratory results, research, inventories, time sheets, delivery records, lubrication and maintenance records, visitor logs, as well as computer entries and reports.
* Operates Supervisory Control and Data Acquisition (SCADA) system equipment to check water system tank levels, pumps running, etc. remotely.
* Determines compliance with State DOH and Federal Safe Drinking Water Act laws.
* Performs general grounds and building maintenance work.
* Attends training seminars, workshops, and conferences to meet continuing education requirements.
* Cleans and maintains intakes, reservoirs, filters, etc.
* May perform shift work under supervision of the operator-in-charge for training and continual on-the-job development.

SELECTION PROCESS
The Department of Human Resources will refer names of applicants who pass the Police Officer I written examination to the Hawai'i Police Department.
The Hawai'i Police Department in turn will administer the following as part of their selection process in filling Police Officer I (Police Recruit) positions:
* All applicants who pass the written examination will proceed to the physical agility test. Physical agility test will be held in Hilo, Hawai'i, on February 4, 2026
* Physical Agility Test: Applicants must complete an obstacle course in 70.00 seconds or less. Only one attempt is allowed. This is a pass/fail test.
* Test Results: Applicants who pass will proceed to further screening. Applicants who fail (70.01 seconds or longer) will have one re-take attempt. All applicants who fail their first attempt will be eligible to attend practice session(s) hosted by HPD, in an effort to assist with improving their times. Those applicants who fail their first attempt between 70.01 and 75.00 seconds will receive an application packet to begin the initial screening process. However, if they fail the re-take test, they will need to re-apply in 6 months.
* Completion of a Personal History Questionnaire. The Personal History Questionnaire asks for information about previous employment, formal education, military history, substance abuse, driving history, domestic violence, and criminal record. Applicants will be required to submit designated documents to the Hawai'i Police Department to confirm certain information provided on the Personal History Questionnaire.
* A review of the Personal History Questionnaire is conducted with each applicant for clarification and explanation of serious and critical admissions. This is done to determine the suitability of the applicant according to the Hawai'i Police Department's employment guidelines for a Police Officer I position. Please refer to the enclosed Hawai'i Police Department's Employment Guidelines. Applicants who do not meet the guidelines will be notified and their consideration for employment will end at this point.
* Intensive background investigation. For applicants who meet the employment guidelines, the Hawai'i Police Department will verify information obtained from the Personal History Questionnaire through an intensive background investigation.
* Conditional offer of employment. Applicants whose completed background investigation conforms to the employment guidelines may be given a conditional offer of employment and are processed for Phases 6 - 9 (not necessarily in this order).
* Polygraph examination administered by a licensed polygrapher.
* Written psychological testing.
* Personal assessment by psychologist.
* Formal panel interview with staff of the Hawai'i Police Department.
* Selection. Applicants who pass all 9 phases and are selected to continue to the final phases of the selection process must pass a pre-entry medical examination with the County Physician and a drug screening test before being hired. A credit check history check will also be conducted and considered before being hired. The Hawai'i Police Department will determine the date of hire of applicants selected.
Phases 1 - 9 will take approximately 3-6 months in duration.
Police recruits will attend 6 months of classroom training at the Hawai'i Police Department in Hilo, Hawai'i.
During the first week of training, applicants should be prepared to perform bursts of push-ups and sit-ups throughout each day. During the academic phase of the Police Recruit training, Recruit Officers undergo various physical activities to show their overall physical ability to handle the rigorous demands of the job. Recruits also participate in other physical activities which help to build strength and endurance that is used in many of the use of force classes. The following activities are examples of exercises that test the muscular endurance, body strength and aerobic power of the recruits: 300 meter run, hand release push-ups, sit-ups, pull-ups and shuttle runs.
During the classroom training period, the following academic and physical standards will apply:
* Pass weekly examinations in classroom on all subjects presented.
* Note-taking and report writing in a designated format will be required during all phases of instruction.
* Successful completion of a proficiency examination in the Police Combat Pistol Course.
* Successful completion of a proficiency examination with the standard police shotgun.
* Pass a physical fitness assessment program by completion of the classroom training.
* Successful completion of Arrest Control Techniques Training, Wooden Baton Training, Electronic Control Device Training, ASP Baton Training, and Pepper Spray Training.
* Pass personal appearance and grooming, as noted in the Hawai'i Police Department General Orders, with inspections conducted daily, as determined by the recruit supervisors.
* Other requirements, as specified by the Hawai'i Police Department.
Police recruits will then work under the supervision of rotating Field Training Officers for 4 months in an assigned district. Upon successfully completing the Field Training Officer program, the Police recruits will be assigned to work independently in a district. The initial probationary period for a Police Officer I (police recruit) is 12 months.
