ESSENTIAL DUTIES AND RESPONSIBILITIES:

May serve as the Chief Water Distribution Operator for the water distribution system(s) per California State Water Resources Control Board (SWRCB) definition.
Responsible for the operations and maintenance of the water distribution system, including main lines, valves, service lines and hydrants.
Coordinates and administers the functions of customer service, billing and collections, community relations, office operations, and meter programs in the Customer Service Area.
Supervises customer service business office and related activities involving calls for service request, turn-ons and turn-offs; billing, credit and collections; and field investigations.
Coordinates service shut downs; notifies customers of water outages and work to be performed.
Develops and maintains an effective employee relations plan; supervises and evaluates the performance of assigned personnel.
Ensures all water distribution facilities, and operations and maintenance programs, comply with applicable Federal, State and local ordinances and regulations.
Develops and oversees compliance with Operations & Maintenance and Blanket Capital budgets for area of control.
Participates in capital budget, general rate case and long-term planning.
Ensures the safety of all operations. Conducts safety meetings, inspections and provides documentation related to all safety issues.
Communicates both orally and written, with local government officials, company management and staff, customers, CPUC, and others.
Acts for the General Manager as directed.
Performs other duties as assigned.
Works under direction.

MINIMUM QUALIFICATIONS

Education and Certifications:

High school diploma or equivalent.
SWRCB Grade 3 Water Distribution Operator.
SWRCB Grade 1 Water Treatment Plant Operator Certification preferred.
Valid California driver's license.

Required Experience

Five years of progressive water industry experience, of which three years includes significant, advanced experience in water distribution and customer service activities.
Three years prior water distribution leadership experience preferred.
Ability to support complex projects.
Must possess demonstrated writing skills.
Familiar with basic PC applications.

Job Summary:

Oversee daily operations of Transmission/Distribution/Meters. Plan, design, develop, budget, and implement projects. Facilitate employee training and team building. Assist supervisors with projects from planning to completion. Assist engineering with project planning to completion. Collaborate with all City departments with present and future projects.

Experience, Knowledge, Skills:

  • High school diploma or equivalent.
  • Degree, diploma, or certification obtained from a three-year certification program preferred.
  • State of Colorado Water Distribution Certification Class (4) or the ability to obtain within 6 months if hire.
  • Knowledge of water treatment, water storage practices, water transmission systems.
  • Understanding of utility locating requirements, procedures and techniques, GIS/GPS, ESRI ArcMap.
  • 5 - 7 years of experience supervising personnel in construction maintenance of underground utilities.
  • Experience interpreting maps, blueprints, and schematics. Public relations and customer service skills.
  • Knowledge of heavy equipment, front end loaders, backhoes, excavators, tandem dump trucks, CCTV inspection, Jet/Vac combinations. knowledge of distribution/transmission systems/water storage/wastewater collections.
  • Knowledge of/experience with Arc maps, Lucity, Cityworks, possum and SCADA.
  • Computer and office equipment skills, specifically Microsoft Office Excel, Word, and Outlook.
  • Good oral and written communications skills.
  • Accounting, budgeting, and record keeping skills.
  • Valid driver license.

Essential Functions:

  • Capital Improvements: Work with Division staff to plan and implement projects. Attend design and construction meetings.
  • Employee training and team building for all mentioned departments.
  • Administrative duties: Oversee transmission/distribution budget. Work with water Inventory Coordinator to purchase supplies and equipment. Support safety training for personnel.
  • Supervise operators and support staff, reviewing their work and provide periodic performance reviews. Plan, schedule, assign, and supervise work of operators, hiring of permanent and seasonal employees.
  • Communication: Construction development/scheduling, team building. Consult and inform Water and Sewer Deputy Director. Respond to customer/citizen concerns, complaints, etc. Design, develop and plan for Water infrastructure improvements. Coordinate daily operations with the Treatment Plants, Reservoirs and Transmission/Distribution operations.
  • Problem solving and decision making: Broad policies and specific objectives. The determination of “what needs to be done” in applying broad City policies is largely left up to the incumbent who determines what has been done, what can be done, proposals for long-term policy, and estimates of what new resources are required. Limits are set by organizational policy, general directives, overall goals, and objectives. Example(s): Work with Supervisors, Engineers, Water Treatment Operators to ensure proper operations and procedure are followed. Implementation of policy and procedures. work with County, State and Federal agencies to ensure public health and safety.
  • Organize and delegate assignments to team members.
  • Hiring, training, motivating and coaching employees.
  • Evaluate employee performance and goal setting.
  • Hold employees accountable for assigned task and goals.

Work Environment & Physical Requirements:

  • Dangerous to considerable hazards reflect a frequent exposure to conditions that are unpredictable and may lead to injury.

Work is performed in both office and field environments and may involve exposure to dirt, dust, fumes, chemicals, extreme weather conditions, and noise levels. May traverse uneven ground.
