The Building People, LLC, has a position open for a full-time
Network Design Engineer with an active Top Secret Clearance. This position functions as a Project Manager (PM) for projects within IT Infrastructure Division under the Huntsville IT PMO. The purpose of this position is to manage and lead IT
Infrastructure and Network Engineering pre-construction efforts in a multi-disciplined campus environment in Huntsville.

The general responsibilities of the Network Design Engineer - Senior Level are as follows, to include but not be limited to:

Manages all facets of IT infrastructure and network engineering project management (budget, schedule, procurement, quality & risk assessment, reporting and closeout) for the Huntsville North and South Campuses. Demonstrates capability to read, understand and apply standard to complex IT documents affecting network infrastructure projects, including but not limited to: agreements/contracts, leases, work letters, project charters, surveys and drawings, proposals, etc. Interfaces directly with clients to define IT project requirements. Prepares scope of work, project delivery resource requirements, cost estimate & budget, work plan schedule & milestones, quality control, and risk identification. Identifies project delivery resources from pre-qualified lists or through individual project qualification process; conducts standard to complex request for proposals; completes bid analysis; leads evaluation interviews, recommends resources to clients. Leads project delivery resources/team (typically larger more experienced team) providing project guidance and direction to achieve project goals. Implements communication plan for meetings and written reports/meeting minutes to keep client and project resources informed. Facilitates project meetings. Implement project documentation governance aligned with company and client requirements. Tracks progress of each project against goals, objectives, approved budgets, approved timelines. Implements change management routines to assess change requests, make recommendations, secure client approvals, and issue change orders. Assesses change requests to determine impacts to scope, budget, schedule, quality, and risk. Demonstrates ability to identify complex project risks, lead constructability reviews, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks. Demonstrates knowledge of projects & project management within the context of business results (business case, larger economic implications, business risk, etc.). Other duties as assigned. Plans and monitors appropriate staffing levels and utilization of labor, including overtime. Manages project delivery resources/team (typically larger more experienced team). Responsible for identifying training needs, tracking performance, coaching, and motivating team members. Other duties as assigned.

Qualifications and Education Required:


Active Top Secret Clearance Bachelor's degree (BA/BS)) from College or University in an IT technical area of study. Minimum eight years of related experience and/or training. PMP (US and/or Canada) and LEED AP preferred. Ability to comprehend, analyze, and interpret the most complex business/IT documents. Ability to respond effectively to the most sensitive issues. Ability to write reports, manuals, speeches, and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action. Requires in-depth knowledge of financial terms and principles. Ability to calculate complex figures. Ability to forecast and prepare budgets. Conducts financial/business analysis including the preparation of reports. Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company. Advanced skills with Microsoft Office Suite. Ability to read and understand architectural drawings and network diagrams Knowledge in MS Project, CAD, Visio, leases, contracts, and construction practices. Decisions made with in-depth understanding and interpretation of procedures, organizational policies, and business practices to achieve general results. Responsible for setting department deadlines.

**Job Responsibilities**

+ Executes the electrical design of projects from the conceptual phase through design completion\.

+ Research, designs, and compiles project related data as required by the project managers\.

+ Applies knowledge of commonly used electrical concepts, practices, codes, and procedures within the electrical engineering services industry\.

+ Performs field inspections, measurements, or calculations for public and private clients\.

+ Creates project deliverables including but not limited to device configurations, network architecture diagrams, and specifications\.

+ Utilizes innovative tools such as Geographic Information Systems \(GIS\), 3D scanning, and model\-based design\.

+ Modifies and reviews construction drawings and client presentations for a variety of projects primarily related, but not limited, to electric utilities\.

+ Bachelor's degree in electrical, computer or other related engineering discipline from an ABET accredited program\.

+ Must have a minimum of 3 years of work experience on network design and optimization\. Master of Science degree in Engineering may be substituted for 1 year experience\.

+ Must have excellent written and verbal communication skills and strong analytical and problem\-solving skills\.

+ Must be capable of applying intensive and diversified knowledge of principles and practices to broad areas of assignments\.

+ Professional Engineering \(PE\) registration preferred\.

**Compensation Range**

$100,000 \- $155,000

The expected compensation range for this position is displayed in accordance with the Connecticut Public Act 21\-30, An Act Concerning the Disclosure of Salary Range for Vacant Positions\. The final agreed upon compensation is based on a number of factors, including but not limited to: individual education, qualifications, prior work experience and work location\. The total annual compensation package will consist of a base salary and eligibility to participate in our discretionary year\-end incentive bonus program\.

_AT&T seeks a CSfC Engineer to support the Air Force efforts to implements a commercial solution for their mission. The CSfC engineer will have technical responsibility and oversight for tasks involving system concept formulation, requirements development, IT system architecture design, system design analysis, and systems integration design and implementation._ _Candidate will work with government engineers on this project to maintain, modify, and redesign complex network architectures in an unclassified and classified environment. Candidate will act as a senior technical POC for a range of tasks on the project._

_This position requires expert technical background in the IT networking industry, specifically configuration, design, implementation and troubleshooting of NSA's Commercial Solutions for Classified (CSfC) designs. CSfC will be the basis for this new network architecture and knowledge of this system solution and accreditation process will be essential._

_Responsible for the design, development, and deployment of a secure data network supporting voice, video, and other priority data communications._

1. _Provide responsibility and oversight for tasks involving system concept formulation, requirements development, IT system architecture design, system design analysis, and systems integration design and implementation._
2. _Plans network layouts and configures systems to user environments._

3. _Analyzes network topologies and traffic and capacity requirements._

4. _Supports the acquisition of hardware and software as well as subcontractor services as needed._

**_Qualifications:_**

_A Secret clearance is required with the ability to obtain Top-Secret. 15-20 years of directly related experience in network routing design and analysis. Competence with MS Visio and PowerPoint to update and maintain network design documentation, and develop design plans to be populated among various engineering teams and stakeholders._

**_Required Skills:_**

+ _Strong knowledge of NSA's Commercial Solutions for Classified (CSfC) program to include the capability packages and annexes (Multi-Site, Gray Management System, Continuous Monitoring, Key Management)_

+ _Expert hands-on working experience with as many of the following as possible: Cisco ASR routers, Cisco Firepower platforms, Juniper SRX platforms, and Palo Alto Firewalls._

+ _Knowledge of TCP/IP and associated routing protocols such as BGP, OSPF, etc._

+ _Strong Knowledge of IPSec VPN solutions to include Site-to-Site, Multi-site, and client-based VPN. Knowledge also includes PKI certificate based VPN solutions_

+ _Knowledge with Certificates Authorities (CA) to include Microsoft Server Certificate Services deployments, and Red Hat_

+ _Strong knowledge of DISA STIG guidance and experience implementing DISA STIGs to secure network devices._

**_Experience:_**

+ _Experience developing and deploying CSfC solutions._

+ _Excellent ability for clear and concise oral and written communication; capability to interface at management multiple levels and successfully present technical information_

+ _Extensive experience with enterprise network design and sustainment, to include routing, switching, and VPN solutions._

+ _Experience working within the parameters detailed via DISA STIGs and NIAP Products Compliance._
