Bob Roberts is an infrastructure and construction program expert with more than 30 years of experience achieving aggressive goals and bottom-line results in complex environments. Drawing on extensive experience in U.S. civil infrastructure and disaster recovery markets plus deep expertise in the global coastal, marine and energy sectors, Bob oversees all aspects of Plexos’ operations, strategic planning, market analytics and business line performance.

Before he joined Plexos, Bob held leadership roles at Thompson Construction Group, AECOM, Brown & Root, Shaw Group/CB&I and the Louisiana Department of Natural Resources. He gained invaluable experience analyzing market conditions and collaborating with long-term strategic partners. He is highly regarded for his track record growing profitable business lines, identifying potential merger and acquisition targets, and implementing alternative delivery strategies across disaster recovery and civil infrastructure programs.

Kirk Fisher earned his MBA at Louisiana State University and has more than 20 years of senior executive level experience. Fisher has successfully orchestrated turnarounds, managed large organizations and complex business models, and identified business opportunities and expense mitigation strategies centered around measurable process improvement. Kirk is accomplished in identifying financial opportunities and implementing strategies to capture those opportunities. Among his many accomplishments, he directed all facets of business operations for the Deepwater Horizon Economic and Property Damage Settlement Program while managing the distribution of the $20B trust set aside to compensate victims of the oil spill. He currently serves as an Adjunct Professor in the LSU Flores MBA Program, where he also worked collaboratively in the development and launch of the Management Consulting Specialization Program in the LSU E.J. Ourso College of Business.

Over the past 30 years, Paul Rainwater has distinguished himself as one of the nation’s most experienced disaster recovery funding professionals. Local, state and federal government agencies including the HUD National Disaster Recovery Unit - as well as the executive branch - have relied on his collaboration to develop action plans, policies and deployment strategies. Paul has worked with both political parties to help citizens recover across the country.

Paul helped design and then led the Louisiana Road Home Program - the largest housing reconstruction program in U.S. history. After the 2016 floods in Louisiana, he worked with Governor John Bel Edwards to secure additional funds. In response to Hurricane Sandy in New Jersey, he helped Governor Chris Christie’s staff develop the state’s federal aid request and response plan.

Through successful congressional testimony, Paul was responsible for the appropriation of more than $14B in FEMA and HUD programs approved for Louisiana after hurricanes Katrina, Rita, Gustav and Ike. He played a significant role in the settlements and negotiations surrounding the Deepwater Horizon Oil Spill, and many others. Paul has also led successful emergency management initiatives for the City of New Orleans’ Sewerage & Water Board, the Restore Louisiana Program and The Louisiana Watershed Initiative.

Earlier in his career, Paul served as Legislative Director for U.S. Senator Mary Landrieu’s office, as Chief of Staff for Louisiana Governor Jindal’s administration and as Executive Director of the Louisiana Recovery Authority (LRA). He was also a colonel in the United States Army Reserves and Louisiana National Guard, earning a Legion of Merit, a Bronze Star and Combat Action Badge for deployments to Kuwait, Iraq and Afghanistan.

Ray Werline is an Owner at Blue Moose Entertainment, IT Business Unit Manager for Plant Services Division at SHAW GROUP INC, and CIO at Plexos Group LLC and is based in Louisiana Area, Baton Rouge, Louisiana. He studied at Murray State University.
