Responsibilities:

The successful candidate for the Policies and Implementation ("PAI") Specialist will report directly to the Director - PAI Team Lead and support the Norms and Procedures Team by contributing to a smooth and effective functioning of all document creation, editing and implementing. You will review existing Group policies and procedures and be asked to draft new procedures and guidelines in order to address emerging sanctions process issues. You will also be tasked with being a liaison with Regional/Local Compliance and Business contacts for all Sanctions Product Risk Assessment questions and risk acceptance reviews. Finally, you will assist in developing and maintaining solutions related to policy and procedure tracking, implementation and maintenance.

  • Draft sanctions-related policies and procedures and guidelines
  • Review and edit existing policies and procedures and guidelines
  • Produce policy-related metrics for the Director - PAI Team Lead and for the Head of Norms and Procedures
  • Coordinate with other groups in GFS to drive validation of GFS-produced documents
  • Partner with various internal and external Bank stakeholders
  • Collaborate with Regional/Local Compliance and the Business to review and complete sanctions-related product risk assessments
  • Assist and support Compliance in their responsibility for complying with all relevant Laws, Rules, Regulations and Group policies related to Sanctions
  • Familiar with both E.U. and U.S. Sanctions policy
  • Deliver Training
  • Assist and support the Group Financial Security U.S. Team
  • Analyze results of risk assessments and make recommendations related to the implementation of policy


Minimum Required Qualifications

  • Undergraduate degree: finance, international studies or business related majors
  • 7 - 10 years' experience in a banking environment - Working knowledge of banking products & services
  • Excellent written and oral communication skills, including the ability to communicate clearly, concisely and effectively to a wide spectrum of external and internal audiences, including senior executives
  • Experienced at distilling bank policies and procedures to produce training materials
  • Experienced at interpreting regulation and applying regulation to Group standards for policies and procedures

About the Job:

As a Policy Procedure Analyst, you will work with a high degree of discretion in the interpretation, application, and execution of tax policy. You will guide taxpayers, practitioners, and Department of Revenue (DOR) staff; maintain and disperse data related to Indiana's various taxes to taxpayers, practitioners, and DOR staff; administer internal meetings regarding tax issues; serve as a legislative liaison; assist DOR with its outreach by meeting with practitioners and taxpayers to discuss specific tax-related issues; you may represent DOR when called upon to do so, and report directly to the Policy Director.

A Day in the Life:

* Assists in establishing Tax Policy division goals, priorities, and methodology;
* Advises other policymakers on effective tax policy for the State of Indiana;
* Drafts and reviews guidance on complex issues of tax law through the use of such documents as Administrative Rules, Advisory Letters, Revenue Rulings, Information Bulletins, and Departmental Notices;
* Prepares Advisory Letters, Revenue Rulings, and Questionnaires for taxpayers and practitioners;
* Prepares and maintains Income Sales and General Tax Information Bulletins, Departmental Notices, and Tax Policy Directives;
* Organizes DOR regulations updates;
* Prepares various tax reports for taxpayers, practitioners, and other agency personnel;
* Serves as a legislative liaison during legislative sessions;
* Responds to legislative inquiries and requests;
* Meets with legislators, practitioners, and taxpayers to discuss specific tax-related issues;
* Works with the other divisions within DOR to correctly interpret and apply Indiana law, particularly where the laws are ambiguous in nature, broad in scope, novel, or otherwise complex.
* Maintains and distributes data related to various Indiana taxes;
* Performs certain administrative functions, including but not limited to answering phones, composing correspondence, maintaining the division's document tracking system; and creating metrics reports.
* Performs other related duties as required.

What We're Looking For:

* A law degree is preferred, however, a graduate degree in a related field with a background in political science, economics, and/or tax law is acceptable;

What You'll Need for Success:

* Excellent good communication skills in both individual and group settings;
* Must be proficient in Microsoft Word, Excel, and other electronic applications, primarily to create and maintain documents and databases;
* Ability to utilize Westlaw--general research skills are essential;
* Must be able to function as an integral part of a team often dealing with complex issues and under tight timelines and be able to work self-directed to accomplish stated goals and requirements;
* Must be skilled at interpreting and synthesizing constitutional, statutory, and regulatory provisions with case law, both at the federal and state level;
