LEIDOS is currently searching for an experienced Senior EVMS Analyst / Project Control professional to support the DHMSM Program a highly visible $4.3B single award IDIQ vehicle that provides support to the Defense Health Agency.

Primary Responsibilities

The Senior EVMS Analyst / Project Control professional will work with oversight by the Project Control Manager and EVMS Lead, and will support project team members in the planning, tracking, analysis, and reporting of projects of varying contract type, size, complexity, and level of risk. This position requires hands-on leadership in the development, maintenance, and/or tracking of Work Breakdown Structures (WBSs) and related dictionaries, the Organizational Breakdown Structure (OBS), Control Accounts, Performance Measurement Baseline (PMB), change management process, work authorization process, material control, cost collection, technical performance, integrated reporting, forecasting Estimates at Completion (EACs), and implementing corrective actions.

Key responsibilities include: Setup and maintenance of projects in Deltek Cobra, processing baseline change requests (BCRs), generating IPMRs (Formats 1 - 5 and 7), maintaining contract budget baseline (CBB) log, setting up and maintaining projects in Winsight, calculating best case/most likely/worst case EACs, completing comprehensive EACs (CEACs), supporting and/or leading integrated baseline reviews (IBRs), and supporting joint surveillance reviews (JSRs) with DCMA. This individual will work independently while contributing to the team through reporting, analyzing, estimating, and auditing. Responsibilities will include preparation of written and verbal reports to program team and management regarding program performance. The successful candidate will learn LEIDOS's EVMS and use the material as the foundation to successfully implement the system within the management framework on the program. Coordinate EVM analyses, developing processes and standards for collecting, tracking, analyzing, and disseminating cost and schedule data; performing schedule risk analyses; generating comprehensive at-completion cost estimates; and preparing formal reports and briefs. Ensure adequate processes are in place to assess contractor's EVM systems compliance so data is accurate, reliable, and timely. Develop, implement, and utilize assessment techniques to ensure EVM-related services and work products are of good quality, timely, and responsive to program needs.

Basic Qualifications
Bachelor's Degree with minimum of 8+ years of related experience, 12+ years preferred. US Citizen with ability to obtain Public Trust Clearance. Government contract requirement.Requires a broad knowledge of this field and the ability to complete difficult assignments.Individual must have demonstrated ability to effectively perform on EVM projects. Requires an understanding of cost and schedule development and controls. Ability to analyze problems for root cause and identify corrective actions.Accurate written and verbal communication skills to carry out and understand assignments, and/or convey or exchange routine information. Ability to work independently and as key member of a team.Strong background working with multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts. Requires strong Excel skills. Power Query and scheduling preferred.

Pay Range:
Pay Range $90,350.00 - $139,000.00 - $187,650.00

The Airport Design & Construction (ADC) department is looking for an analytical individual with demonstrated experience in project budgeting, schedules, and cost analysis in a Senior Project Controls Analyst role. Enjoy the flexibility of telecommuting on Fridays as you work closely with project managers to develop construction budgets, analyze project financial trends and:

+ Plan, monitor, and evaluate the performance of assigned staff; assign and establish work expectations; provide feedback and coaching for performance improvement and development; foster collaborative relationships and an inclusive work environment.

+ Develop, implement, and maintain budgets, forecasts, cost plans and schedules, and other financial information for projects and program; gather project financial information and data from key project stakeholders.

+ Monitor, track, and analyze project financial trends by comparing budget against actual expenditure and forecast data; analyze variances to budget, costs, and schedules across multiple projects; update budgets, schedules, and cost plans.

+ Perform various cost, budget and expenditure analysis for projects and program; review critical path analyses and baseline schedules and define metrics; develop cash flow forecasting and cost reporting; interpret financial information and identify impacts, milestones, and trends; provide input and make recommendations to optimize cash flows and mitigate or reduce risks.

+ Collaborate and maintain relationships with cross-functional teams; attend and participate in project status meetings; and performs other duties as required.

Required Experience

Required Education, Training and Experience:

+ Graduation from a four-year college or university with a major in public or business administration, finance, accounting, or a related field.

+ Seven years of progressively responsible experience in governmental or construction budgeting, financial analysis, or professional accounting, of which at least three years were in Capital Improvement Program projects and at least one year being in a lead or supervisory capacity.

+ Or an equivalent combination of training and experience.

The hiring salary for this position starts at $105,030.

* Perform cost management activities in support of client projects to provide proactive and accurate information to project teams and clients.

* Prepare cashflow and cost commitment forecasts.

* Identify scope changes and prepare change notices/requests.

* Prepare and maintain scope change logs and trend logs.

* Ensure all project control procedures are in place and being followed.

* Collect, analyze and reduce cost data to statistics and metrics for use in benchmarking, scoping studies, execution planning and estimating.

**Minimum Requirements**

Bachelor Degree in engineering, construction or related field + 6 years of experience related to project controls with the extensive use of computer software scheduling tools.

**Preferred Qualifications**

Practical knowledge of heavy civil or construction projects, with proven experience developing resource loaded schedules in Primavera P6 and Microsoft Project, and working with and developing PRISM G2 models for cost management.

Detailed knowledge of project planning and scheduling methods, practices, and earned value.

Comprehensive understanding of company policies, procedures and financial obligations that would apply to projects.

Expert in standard server software applications such as the Microsoft Office Suite.

- Offered rate of compensation (Colorado locations only) will be based on individual education, qualifications, experience, and work location. The target salary range for this position is $85,000 - $115,000.
