JOB DESCRIPTION:

Manage the daily contractor engineering operations support for MDA Technology Maturation (DVR) in support of the Director of Technology Maturation. Responsible for assisting in the following duties: strategic planning; budget formulation and preparation; budget reviews; development of program 1-N priority list; coordination and support of daily operations of the program; assisting in the development of briefings, reports and other responses for Congressional Staffers, MDA Leadership, Outreach events, and yearly overviews of the program. Performs Action Offer duties, which include coordination of internal, external, and Congressional task assignments, review of Public Release and Freedom of Information Act (FOIA) request, responses to Congressional inquiries, and compile and submit Staffing Packages for MDA Leadership approval, also assists in Export Control reviews for Commodity Jurisdictions requests, Patent Secrecy orders, and requests from the Committee on Foreign Investment in the United States (CFIUS).

RESPONSIBILITIES & TASKS:

REQUIRED SKILLS/EXPERIENCE:

• 10+ year in Missile Defense
• MS/MBA in Engineering or related field.
• Demonstrated expertise in project management needed to plan and develop emerging technology capabilities and analysis priorities. Desired skills would include tracking and managing fast tempo projects with attention to detail and schedule.
• Demonstrated ability to successfully coordinate projects across multiple organizations
• Demonstrated skill and experience in managing the development of technical products
• Demonstrated skill in oral and written communications, developing and presenting briefing and preparing technical reports.

The Senior Engineering Records Analyst reports to the Data and Records Management Senior Manager. This person works closely with departmental staff, the IT Department, and other engineering groups, to drive improvement and communicate insights through analysis of data in a variety of formats, from a mix of structured and unstructured sources.

The position applies data analysis fundamentals and relevant techniques and tools on available data to summarize and visualize data, derive insights, and identify and resolve data quality issues, with as much automation as possible. This person identifies, reviews, and recommends data sources necessary for completion of departmental objectives and works to validate and integrate data from these sources as needed to achieve goals. Candidates for this role must have proven experience and skills in data driven business process analysis, business process design, and meeting project deadlines as it relates to engineering documentation and record-keeping requirements. Responsibilities include, but are not limited to:

Provides the Data and Records Management staff with real time data analysis that relates to establishing and meeting quality objectives and enhancing departmental efficiency and effectiveness

Organizes and analyzes project data from multiple sources and synthesizes results into meaningful reports and presentations

Develops and administrates tools that improve task performance and the communication of available data, related to 1) Facility Master Data, 2) Engineering Project Document Control, and 3) Engineering Records Administration
Provides guidance on the most effective use of the available data
Provides typical and Ad Hoc reporting from the available data
Provides data related technical support to resolve random issues encountered by users, both internal and external to the Data and Records Management department
Provides recommended improvements to the function and content of the available data and data systems

Qualifications The sucessful candidate will meet the following qualifications:

Bachelor's degree in a technical / scientific field is required
6+ years relevant work experience is required
1 year experience using TIBCO - Spotfire software is preferred
1 year experience in creating Python scripts to automate tasks is required
Experience analyzing GIS data is preferred
Experience using Python or R for data analysis is required
Experience in creating audience targeted, multi-facetted visualizations that quickly communicate complex data sets into meaningful representations is preferred
Basic understanding of descriptive and inferential statistics and data visualization is required
Experience with and conceptual understanding of relational databases, including ability to write arbitrary SQL queries is required
Knowledge regarding version control and automatic backups is required
Knowledge in task scheduling and PowerShell scripting is preferred
Knowledge of best practices in producing effective visualizations is preferred
Ability to manage multiple projects is essential
Ability to adapt to a rapidly changing environment
Ability to analyze user behaviors and implement user feedback to enhance the design of the user interface / experience is required
Advanced ability to create summary reports using statistical tools, charts, and graphs is required
Proficiency with MS Excel, MS SharePoint, MS Access, and Oracle is required

The Sr. Engineering Systems Analyst / Developer will be responsible for working as part of a team supporting the architecture, planning, development and deployment of PLM applications in a global fast paced multidisciplinary environment. Specifically this role will interact with the Global Technology group, project managers and IT resources to define & translate requirements into detailed design documents that will then be used to configure and support the appropriate applications / systems.
PRINCIPAL ACCOUNTABILITIES

· Collaborate with business partners, IT management, and global process teams to develop and validate business requirements for new functionality or enhancements

· Analyze and review business, functional, and high level technical requirements to ensure alignment

· Develop / configure solutions or work with others to develop / configure solutions to meet business / technical requirements

· Create enhancement design documentation and implements complex changes

· Coordinates IT activities across the Technology organization in support of the applications

· Work with the team leadership, architects, and other team members to define / track metrics and performance goals for the application

· Working with the users translate requirements and use cases into test conditions and expected results for product, performance, and user acceptance testing

· Identify support issues and initiate action to resolve the problem. Provides technical assistance.
