    ABOUT FRANKLIN COUNTY MUNICIPAL COURT The Franklin County Municipal Court (FCMC) is the largest and busiest municipal court in the State of Ohio. The Court has fourteen judges in the General Division and one judge in the Environmental Division. Judges preside over civil, criminal, and traffic cases and conduct both jury and court trials. The Court's jurisdiction includes traffic cases, misdemeanor criminal cases, and civil cases where the amount at issue is $15,000 or less. The Environmental Division has exclusive jurisdiction to enforce local codes and regulations affecting real property, such as fire and building codes. The geographic jurisdiction of the Court is all of Franklin County and those portions of the City of Columbus that extend beyond the boundaries of Franklin County. Despite its jurisdiction and name, the Franklin County Municipal Court is the judicial branch of the City of Columbus government. JOB PURPOSE AND OVERVIEW The Franklin County Municipal Court operates a Court Security Program to maintain a safe environment for judges, employees, and all others having business in the courthouse. The Security Department currently consists of a Director of Security, Security Bailiff Supervisors, an Administrative Security Bailiff Supervisor, a Control Room Supervisor, and 19 security bailiff officers on the day shift, 5 security Bailiff officers on second shift, and a control room operator on the second and third shifts. The Court contracts with a private security company to provide the Municipal Court with additional support during evenings, weekends, and Holidays. Court Security Bailiff Officers are responsible for all security aspects of a courthouse, including ensuring that the judges and judicial staff, court employees, and general public visiting the courthouse are safe. Officers also ensure that no weapons are brought into the courthouse and that the staff and public complies with the FCMC Security and Emergency Response Procedures. Other job duties include watching entrances and exits, working at screening stations, and roaming the courthouse hallways to check for suspicious activity. ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned. This role is Full-time, 1st Shift, working hours as assigned by the Director of Court Security. Personal Protection and Security: Provide protection for judges, court staff, and administrators in courtrooms and parking facilities. Escort judges, jurors, and courthouse employees as needed. Respond appropriately to lethal threats and dynamic, chaotic, or evolving situations. Access Control and Screening: Screen vendors, visitors, employees, and packages using X-ray equipment, CCTV, and other access-control devices. Ensure no weapons, illegal drugs, or contraband enter the court facility. Escort deliveries throughout the Municipal Court Building after screening. General Statement of Duties This is a sworn law enforcement position responsible for enforcing state and local laws and ordinances, responding to calls for the protection of life and property, conducting investigations, making arrests, and performing other assigned law enforcement and public safety duties; performs related work as required. All applicants must be at least 21 years of age to be considered for this position. Classification Summary The principal function of an employee in this class is to enforce State and local laws and to perform all work duties and activities in accordance with County policies, procedures, and safety practices. Duties normally consist of patrol and traffic activities in the County on an assigned shift. Deputies may be delegated to additional assignments in areas such as field instructor, community services, civil or warrant service, Special Response Team or canine service, or other assignment. Deputies may also be assigned a specific geographic area of responsibility as a resident Deputy. The work may involve crime scene and accident investigations, court appearances, event response, resident checks, animal control, interviewing victims and witnesses, community policing, narcotics investigations, preparing reports, assisting with jail duties. The work is performed under the supervision of a Patrol Sergeant or Patrol Corporal. Some latitude is granted to the employee, but work is subject to stringent state and County legal guidelines. The principal duties of this class are performed in a in a work environment in which the employee is subject to potential personal danger and health hazards. Examples of Work (Illustrative Only) Essential Duties and Responsibilities Patrols assigned areas of the County in a car or other assigned vehicle; Enforces state and local laws and ordinances; Maintains community presence and/or responds to calls for service and takes appropriate action; Responds to calls related to the protection of life and property, traffic incidents, and other public safety emergencies; Responds to patrol calls which include domestic incidents, burglaries, juvenile disturbances, civil disturbances, health and welfare assists, civil standby, business and residential alarms, thefts, traffic accidents, animal problems, civil protection order/no contact order violations and services, medical and fire calls, bomb threats, hazardous material spills, and other public and life safety incidents; Determines the existence of probable cause and identifies and takes suspects and offenders into physical custody, or refers charges for review and prosecution; Prepares reports of arrests made, activities performed, and unusual incidents observed in a timely manner; Conducts both preliminary and follow-up investigations and collects evidence in disturbances, criminal incidents, hazardous incidents, vehicle accidents, and deaths; Verbally interacts with witnesses and victims, suspects, and offenders to obtain information; Conducts examinations of persons, vehicles, premises, or areas to determine the presence of individuals or illegal activities or articles; Takes suspect or offender into custody and delivers them to appropriate confinement location, maintaining security and safety of individuals being moved from one location to another; Performs self-initiated patrol consisting of traffic stops, patrolling high crime areas of the County, warrant arrests, DUI patrol, and other relevant law enforcement activities; Performs patrol, crowd control, traffic control, public information, and related duties during community events, celebrations, and activities; Presents testimony and evidence in court and other legal proceedings; Maintains, cleans, and cares for County-issued equipment and vehicles; Performs all work duties and activities in accordance with federal, state, County, and Department statutes, laws, ordinances, policies, procedures, and safety practices. Other Duties and Responsibilities On call after regular duty hours to respond to emergency situations; May be required to make court appearances on off-duty time; May be assigned a specialty area such as Canine Handler, SWAT, or other; May be assigned a specific geographic region as Resident Deputy; Performs other related duties as required. Required Knowledge, Skills and Abilities Knowledge of: State and local laws related to criminal and civil, adult and juvenile crimes; Modern law enforcement principles, procedures, techniques and equipment; Basic investigation and interrogation techniques and methods; Officer safety skills including handcuffing, handgun operations; Standard first-aid administration; Effective interpersonal communication skills, English grammar, and technical writing skills. Work rotating shifts, including evenings and weekends. Acceptable Experience and Training High school Diploma or GED equivalency; and POST certification; and One year of law enforcement experience (preferred); or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Essential Physical Abilities Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively, complete accurate and thorough reports, and interrogate witnesses and offenders; Sufficient vision or other powers of observation, with or without reasonable accommodation which permits the employee to safely operate a vehicle, discern potential and real crime scene details, perform surveillance activities and investigations.
