Under general supervision of the City Engineer, is responsible for oversight of the design and construction of pavements, bridges and structures, the preparation of maps and plats of streets and City property and the maintenance of related records.
* Supervises the activities of a group of subordinate engineers and drafting technicians.
* Assigns work and inspects and monitors work in progress and upon completion.
* Ensures that procedures are properly performed in the preparation of plans and specifications for street and alley paving including, but not limited to, setting the width and grade of streets and alleys, the type of paving and preparing and tabulating bids.
* Ensures that procedures are properly performed in the preparation of plans and specifications for street widening, alley and street openings, and bridge and structure rehabilitation, repair and replacements.
* Ensures that procedures are properly performed related to the construction engineering services associated with in-house managed construction projects on streets, alleys, bridges and structures.
* Coordinates with the Field Engineer on appropriate project staffing for inspectors, testing technicians and surveyors in support of project design and construction for streets, alleys, bridges and structures.
* Oversees the maintenance of plans and records of City owned property, the City's house numbering system, records of street names and changes, and furnishing of sketches and descriptions of places where crimes were committed for the Police Department.
* Performs studies of paving materials, sources of supply, and equipment and methods used.
* Handles special assignments and investigations such as plans for specifications for the Airport runways and aprons, and developing a drainage system for the airport. Secures agreement on proposed general solutions.
* Defines problems and provides instructions and sketches to subordinate staff assigned the preparation of satisfactory solutions, proposing alternate approaches as required.
* Reviews alternate solutions and plans to determine which is the most appropriate; recommending modifications as required.
* Establishes standards and guidelines for design staff, inspectors, and contractors.
* Investigates the cost of various types of safety zones, and of hauling rubbish and waste.
* Drafts weight and loading ordinances.
* Estimates the personnel, materials, time requirements and cost of proposed work.
* Confers with officials of other city departments, private concerns and public utilities to secure cooperation and coordination necessary to complete street and alley enhancements.

Minimum Qualifications

Bachelor's degree in civil engineering and preferably advanced training in engineering management or public works administration.

Five years of recent and progressive experience in the design and construction of pavements, two years of which must have been in a supervisory capacity and include surveying and field inspection work.

Michigan Department of Transportation (MDOT) Project Engineering experience on multiple projects of varying complexity and disciplines such as bridges, concrete paving, hot mix asphalt (HMA) resurfacing, and Americans with Disabilities Act (ADA) ramp construction.

Preference for structural bridge design and construction experience, especially with the MDOT MiBridge reporting system.

LICENSE, CERTIFICATION AND OTHER SPECIAL REQUIREMENTS:

Current registration as a Professional Engineer in the State of Michigan.

Valid State of Michigan Operator license.

MDOT Project Engineer Certification, preferred.

Job Overview:

To perform all maintenance, troubleshooting, make minor repairs and installation of all HVAC and plumbing systems, including fire suppression and domestic water in the building. Must had completed the apprenticeship program, holding a valid EPA card and Certificate of Fitness from the FDNY. The applicant should currently be a member of IUOE Local 30 or be willing to join the aft mentioned union.

Essential Functions:

  • Perform routine maintenance, inspection and troubleshooting the HVAC-R systems (centrifugal, DX, ductless, air handlers and package units), steam system/PRV's, pumps, sprinkler, standpipe, kitchen Ansel and exhaust systems,
  • Responsible for maintaining building domestic water systems; hot and cold-water supply (pumps, valves, and piping)
  • Responsible for maintaining building fire suppression systems (wet and dry valves, waterflows, tamper, fire pump, flow and alarm switches, pressure tanks, and air compressors).
  • Responsible for inspections and maintaining all restaurant equipment including exhaust system, refrigerators, freezers, food warmers, soda, coffee, and ice machines.
  • Responsible for inspections and maintaining of logs; engineering daily operations, Cooling Tower and water treatment, fire extinguishers, standpipe and sprinkler systems, baler and compactor, sump pumps, domestic water backflows/RPZs, and air compressors.
  • Adhere to the work schedule including evenings, weekends, overtime, holidays, and responds to emergency call ins.
  • To keep their work area clean and follow all safety standards.
  • Communicate clearly and follow the direction of the Chief Engineer and other Bloomingdales' support team leaders.
  • Provide direction to other support teams and complete all tasks, even in the absence of a Chief Engineer.

Qualifications and Competencies:

High Scool Diploma or equivalent required

3-5 years related experience

  • Troubleshooting Low voltage wiring and controls related to the HVAC systems
  • Be able to work with or around high voltage wiring and mechanical equipment.
  • Cut, install, solder, and braze piping from ¼” inch to 2” inch; copper and or NPT, and up to 4” cast iron and no-hub piping and fittings.
  • Basic understanding of NYC building, fire, DoH&MH, DEP, EPA, and OSHA regulations and codes.
  • Proficient in trouble-shooting all HVAC systems and equipment as well as plumbing and steam operations.
  • Basic understanding of thermodynamics. More specifically enthalpy and how it affects different parts of the building; office space, retail/stock space, and warehouse settings, during the different seasons and comfort challenges.
  • Completed apprenticeship program and had gotten the HVAC-R CoF Q-01 or Q-99 certification from the FDNY.
  • Ability to work a flexible schedule with retail hours, including day, evening, weekends, and/or holidays.
  • Ability to communicate clearly and professionally with the customers and store associates.
  • Computer applications competency and a working knowledge of Building Management System.
