JOB FUNCTIONS AND KEY RESPONSIBILITIES: Leadership and Supervision Responsibilities * Lead and direct Pipeline Technicians by scheduling of assignments, monitoring progress, providing direction, guidance and coaching. Ensuring delivered assignments are completed safely, timely, and correctly. Ensure all paperwork is completed on time and is correct. * Ensure Pipeline Technicians are trained in, and continually follow all of Targa's policies and procedures, including but not limited to, Safety & Environmental policies, Targa's Code of Conduct, Human Resources Policies, Standard Operating Procedures, Vehicle Maintenance Procedures etc. prior to performing work. * Attend, participate and lead Safety meetings and ensure all Pipeline Technicians attend and participate in all Safety meetings, recognize positive Safety behavior. * Lead Safety tailgate meetings to set goals and priorities and address any concerns. * Ensure all Safety training of subordinates is completed in a timely manner and understanding of the content is met and applied in their day-to-day work. * Direct and manage all Pipeline personnel's work and schedules including but not limited to, time off requests, Overtime, Call out's etc. * Responsible for the Safety and well-being of Pipeline Technicians, leading by example in all aspects of the job and ensure work is performed safely and accurately. * Responsible for the oversight for all housekeeping of assigned work areas. Ensure that all of the assets that supervisor is responsible for is well maintained, clean, all safety equipment properly and timely maintained. * Responsible for the upkeep and safe operation of a company vehicle and ensuring all Pipeline Technicians are operating company vehicles safely and keeping up with vehicle maintenance prior to performing any work. * Interview, select and hire, Pipeline Technicians whether for short- or long-term commitments. * Budget, monitor, and control operating expenses. * Spend 85% of your time in the field with your technicians ensuring jobs are being performed safely and jobs are being performed safely and workforce is trained properly. * Ensure strong collaboration, and foster strong working relationships with various departments across Targa including but not limited to Operations, Field, Measurement, ES&H, Engineering, Commercial, HR, etc. Technical Responsibilities * Responsible for the oversight of Pipeline Technicians locating lines, correctly using line locating equipment and maintaining line locating equipment. * Lead technicians to have the ability to respond 24 hours to analyze equipment problems and troubleshoot. * Ensure responses to one call are done correctly, timely and reviewed in Korrweb. * Oversee class locations for all pipelines and actively work encroachment issues. * Oversee leak detection for pipeline systems. * Oversee pipeline integrity management system including chemical programs. * Oversee pipeline predictive maintenance including scheduling of pigging activities. * Develop and guide employees to have proper interaction with landowners. * Procurement related responsibilities * Foster strong buying practices-order only as needed, checking inventory first * Review and approve subordinate's Corporate Card statements * Timely T&E monthly submittals for all * Receiving on time and with proper documentation * Before the fact PO's * Timely Invoice Approvals Safety Responsibilities * Be a strong ambassador for the use of Stop Work Authority * Conduct field reviews, observing ongoing work and reviewing live permits including inspecting tasks requiring Lock Out Tag Out (LOTO) to ensure locks and tags are properly attached and all equipment is at a "zero energy state". * Provide feedback after observations, taking time to stop and address unsafe acts or conditions. * Attend PSM audits, incident investigations and PHA revalidations offering field experience to ensure action items are correct and closable. * Conduct Stop Work drills by randomly shutting down work for a short period of time and auditing permits and work being performed. * Inspect perimeter fencing and gates to ensure areas are properly secured. * Ensure extension cords are being used as temporary wiring and not presenting an additional hazard (trip hazard, ground removed, damaged insulation on wiring, etc.) * Fire extinguisher checks (check for monthly and annual inspections, replace missing or spent units, seals in place, and extinguisher in place where needed). * Self-contained Breathing Apparatus (SCBA) inspections where applicable, (bottles with proper pressure, masks in a sealed bag, hoses in good shape). * Check to ensure any block valves under PSVs are locked or sealed open. * Ensure all out of service equipment is marked as such. Environmental Responsibilities * Ensure prompt reporting of any "out of compliance" condition or environmental concerns at facilities to environmental specialist. * Ensure proper/open communication between Operations personnel and Environmental. * Ensure all emissions inventory requirements are tracked at the direction of the Environmental Specialist. * Review venting events for accuracy in volumes, times, and descriptions. * Review blowdown logs for accuracy. * Communicate facility changes to Environmental Specialist to ensure proper reporting by Environmental Specialists. * Ensure waste is being handled properly with assistance from Environmental Specialists. * Address housekeeping issues as they occur (i.e. remediate small leaks, etc.). * Assist with incident investigations and regulatory communications. * Review assigned CTS tasks and ensure the data is available before closing the task. * Keep all records in an accessible location. * Ensure control devices are not bypassed. Targa has an immediate opportunity for an Environmental Specialist located near Midland, Texas. The position will support the Midland Basin business unit which includes gas plants and the associated gathering systems. This position will assist operations in achieving Targa's goals with respect to environmental compliance and sustainability practices in our operations. A proven ability to solve problems, learn new material, adapt to change and be an effective communicator are key traits to success in this position. The position will report to an area Environmental Supervisor and will collaborate with other local ES&H and Operations personnel to achieve regulatory compliance and associated operational goals. JOB RESPONSIBILITIES: * Assist management, operations, and project/maintenance teams as required to assure compliance with federal, state, local and corporate rules and regulations pertaining to operational environmental aspects and impacts. * Assist with organizing, planning, implementing, and auditing the environmental programs and policies for the operations, ensuring compliance as required by regulatory agencies and corporate policy. * Ensure compliance with Title V operating permits and New Source Review (NSR) permits, including the preparation of semiannual deviation reports and annual compliance certifications. * Ensure compliance, gather data and facilitate reporting as required under numerous applicable regulations, including but not limited to CERCLA, EPCRA, SARA and State Superfund programs, as well as OOOO, OOOOa, OOOOb, LDAR monitoring programs, EI, GHG and engine maintenance and testing requirements. * Assist with waste and remediation activities, ensuring regulatory compliance, including the waste management plans, shipments, manifests, and regulatory reporting, as needed. * Assist with the review of certain projects for environmental impacts, including NSR compliance, and documenting necessary information to the file or helping to initiate the permitting process when required. * Ensure compliance with SPCC requirements and assist with spill response and remediation activities, as needed, including the facilitation of required reporting to applicable parties, including the NRC, TCEQ, and/or RRC. * Ensure compliance with corporate policies, including but not limited to reporting releases to all applicable agencies and internal personnel. * Act as the point of contact for both regulatory agencies and operations on required reports, payments, inspections, and other applicable regulatory requirements. * Assist with compliance audits, as needed, and assist in facilitating resolution of action items from findings of reviews, inspections, and incident investigations. * Maintain a working knowledge of existing and proposed regulations that affect the plant/compressor station/ pipeline site. * Communicate regular updates on ES&H releases, permit deviations, and enforcement status to Environmental Supervisor for Operations management meetings. * Assist in implementing and maintaining an effective filing system for all operational data to ensure compliance with all legal and regulatory requirements. * Ability to learn and comprehend the operating principles of natural gas compression and natural gas processing facilities. * Regular and reliable attendance is required. * Ability and willingness to work outdoors or in plant environments. * Ability and willingness to travel up to 40% of the time, during work hours. Through the Targa Developmental Technician Program, the Developmental Technician will learn skilled work related to the natural gas plant operations. The position will have classroom and hands-on training as well as perform as a Plant Operations Developmental Technician. Upon successful completion within the program, this group will act as a feeder to our higher-level Plant Operations positions. This position is directly involved in the field operation of pipelines and facilities in the transportation and movement of natural gas and liquid NGL products. The Pipeline Technician must balance a high level of surveillance and maintenance to maintain the integrity of the pipeline system(s). The Technician will be expected to take a proactive approach in mitigating developing threats and ongoing events through close contact with the Pipeline Controllers. The Pipeline Technician must demonstrate the ability to recognize, analyze, and respond to abnormal conditions in a timely manner to minimize potential impact to people and the environment as well as eliminating risk to the liability of the company. The majority of these lines are PHMSA jurisdictional pipelines. This position will include daily travel via company supplied vehicle. The Technician is responsible for the safe operation and maintenance of the vehicle. Timely T&E monthly submittals for all Receiving on time and with proper documentation Before the fact PO's Timely Invoice Approvals Safety Responsibilities: Be a strong ambassador for the use of Stop Work Authority Conduct field reviews, observing ongoing work and reviewing live permits including inspecting tasks requiring Lock Out Tag Out (LOTO) to ensure locks and tags are properly attached and all equipment is at a “zero energy state.” Provide feedback after observations, taking time to stop and address unsafe acts or conditions. Attend PSM audits, incident investigations and PHA revalidations offering field experience to ensure action items are correct and closable. Follow up on CPA/PSM/RMP Action Items to ensure they are closed before due dates. Conduct Stop Work drills by randomly shutting down work for a brief period of time and auditing permits and work being performed. Issue Confined Space and Critical Lift permits as needed. Inspect perimeter fencing and gates to ensure areas are properly secured. Ensure gas cylinders are secured and labeled properly. Ensure extension cords are being used as temporary wiring and not presenting an additional hazard (trip hazard, ground removed, damaged insulation on wiring, etc.) Fire extinguisher checks (check for monthly and annual inspections, replace missing or spent units, seals in place, and extinguisher in place where needed). Self-contained Breathing Apparatus (SCBA) inspections where applicable, (bottles with proper pressure, masks in a sealed bag, hoses in good shape). Safety shower inspections (showers and eye washes flow properly, no leaks, caps on eye washes, valves open easily, no tripping hazards in the path). Hoist inspections (beams marked for proper weight, hoist rated less than or equal to hoist beams, inspections performed annually, hook safety latches working). Inspect signage (Personal Protective Equipment requirements, H2S warnings, emergency numbers posted, confined space, electrical boxes labeled properly, machinery automatically starts signs, storage containers marked, etc.). Inspect all portable and stationary ladders, steps, and stairs to look for obvious damage, ensure all scaffold has been inspected and appears to be safe (remove from service if deemed unsafe). Ensure all electrical connections and conduit are sealed. Check to ensure any block valves under PSVs are locked or sealed open. Ensure equipment guards are in place, bolted down properly and are in good condition. Ensure all out of service equipment is marked as such. Ensure Safety Data Sheets (SDS') are in place and up to date for all chemicals in that area (ensure Management of Changes (MOCs) are written for new chemicals being introduced to the work area). Inspect all secondary containments for condition and to see that drain valves are plugged. Look for electrical grounds to be professionally installed on equipment as needed and in good condition (good connections, cracked or missing insulation). Environmental Responsibilities: Ensure prompt reporting of any “out of compliance” condition or environmental concerns at facilities to environmental specialist. Ensure proper/open communication between Operations personnel and Environmental. Collaborate with environmental personnel to ensure all permit conditions are monitored and help create ways of tracking compliance tasks efficiently and accurately. Ensure all emissions inventory requirements are tracked at the direction of the Environmental Specialist. Review flaring events for accuracy in volumes, times, and descriptions. Review blowdown logs for accuracy. Communicate facility changes to Environmental Specialist including, but not limited to, tank additions, process changes, equipment changes, and changes in gas composition, as well as any upcoming outages to ensure proper reporting by Environmental Specialists. Always communicate ahead of time on engine exchanges. Ensure waste is being handled properly with assistance from Environmental Specialists. Address housekeeping issues as they occur (i.e., remediate small leaks, etc.). Ensure that all AVO's are conducted, tracked and paperwork available as applicable. Review Spill, Prevention, Control, and Countermeasure (SPCC) plan and ensure monthly inspections and containment drainage records are conducted and submitted as applicable. Assist with incident investigations and regulatory communications. Review air permit applications for accuracy (tank list, engine lists, etc.). Review Deviation Reports. Ensure all records and blowdowns are entered into Maximo or CTS as applicable. Review assigned CTS tasks and ensured the data is available before closing the task. Keep all records in an accessible location. Ensure engine hours are accurately reported including emergency engines and gas-powered air compressors. Ensure control devices are not bypassed including unplugging of NOx sensors on engines. Look for visible signs of leaks or seals in need of repair (check for or create Maximo for work orders for repairs). Other duties as assigned. Environmental Responsibilities: * Ensure prompt reporting of any "out of compliance" condition or environmental concerns at facilities to environmental specialist. * Ensure proper/open communication between Operations personnel and Environmental. * Collaborate with environmental personnel to ensure all permit conditions are monitored and help create ways of tracking compliance tasks efficiently and accurately. * Ensure all emissions inventory requirements are tracked at the direction of the Environmental Specialist. * Review flaring events for accuracy in volumes, times, and descriptions. * Review blowdown logs for accuracy. * Communicate facility changes to Environmental Specialist including, but not limited to, tank additions, process changes, equipment changes, and changes in gas composition, as well as any upcoming outages to ensure proper reporting by Environmental Specialists. Always communicate ahead of time on engine exchanges. * Ensure waste is being handled properly with assistance from Environmental Specialists. * Address housekeeping issues as they occur (i.e., remediate small leaks, etc.). * Ensure that all AVO's are conducted, tracked and paperwork available as applicable. * Review Spill, Prevention, Control, and Countermeasure (SPCC) plan and ensure monthly inspections and containment drainage records are conducted and submitted as applicable. * Assist with incident investigations and regulatory communications. * Review air permit applications for accuracy (tank list, engine lists, etc.). * Review Deviation Reports. * Ensure all records and blowdowns are entered into Maximo or CTS as applicable. * Review assigned CTS tasks and ensured the data is available before closing the task. * Keep all records in an accessible location. * Ensure engine hours are accurately reported including emergency engines and gas-powered air compressors. * Ensure control devices are not bypassed including unplugging of NOx sensors on engines. * Look for visible signs of leaks or seals in need of repair (check for or create Maximo for work orders for repairs). * Other duties as assigned.
