The Fellow will support the organizations’ work on media, telecommunications, and technology public education and policy development, focusing on issues at the intersection of media/telecommunications/technology and civil rights issues, such as the opportunities and risks posed by the first “high-tech” census, the use of technology in policing, and the role that access to advanced communications services like broadband can play in providing educational and economic opportunity. Re sponsibilities
• The successful fellowship candidate will engage with a broad portfolio of media/telecommunications/technology policy advocacy activities including but not limited to:
• Generating research on key media, telecommunications, and technology policy issues;
• Tracking federal and state legislation and federal regulations that affect the civil rights community and providing senior staff with recommendations for action;
• Helping manage the organizations’ relationships with an active coalition of civil rights and progressive organizations;
• Researching and drafting testimony (both written and oral) enabling the organization to contribute to hearings and regulatory proceedings; and
• Participating in a busy schedule of coalition meetings, roundtable discussions, and product and policy briefings.
Qu a l i fi cations
• At least two years of advocacy and/or research experience with demonstrated interest in fields of civil rights, telecommunications, and/or technology.

The Foreign Policy program is accepting applications for a Fellow or Senior Fellow to join the Center for Security, Strategy, and Technology. The primary responsibilities of this Fellow/Senior Fellow will be to conduct original research, analysis, and publishing and to participate in Foreign Policy activities on U.S. defense policy, national security, arms control, and military strategy issues broadly defined. The specific research agenda will depend on the expert's interests and expertise.
Based on that expertise, the Fellow/Senior Fellow will be expected to produce a substantial body of peer-reviewed policy research and publications, with an emphasis on books and articles, that contributes to setting the defense policy agenda and informing the public policy debate. The individual will also produce op-eds, blog posts, and other short publications, will interact with the national and international media through interviews and other engagements, and as appropriate will participate in and organize public and private events, conferences, workshops, and other activities.
Collaboration on research, publication, and other activities with Brookings experts in regional security, technology, and budget and fiscal policy is encouraged. The Fellow/Senior Fellow will also engage with current and prospective supporters of Brookings and the Foreign Policy program.

The expertise and research interests of the Fellow/Senior Fellow in the Center for Security, Strategy, and Technology should include a broad range of issues in defense policy, national security, and military strategy. They should include, but not be limited to, more than one of the following: the role of the U.S. military in strategic competition; the defense budget and Department of Defense operations; defense innovation and modernization; the potential applications of military and dual-use technology in national security policy and operations; arms control, strategic stability, and nuclear non-proliferation; and veterans and military family issues.
The position will be filled at either the Fellow or Senior Fellow level, as determined by the expertise and accomplishments of the candidate and the needs of the Foreign Policy program. A bachelor's degree is required; a PhD in either international relations, government, history, regional studies, a related discipline, or hard sciences is strongly preferred. A minimum five years of professional, policy, or academic work experience in a relevant field is required.
Candidates must articulate a clear and compelling research agenda and must have a proven ability to conduct in-depth, high quality policy research and translate research findings into insightful, innovative, and practical policy recommendations. The Fellow/Senior Fellow also must be able to design and undertake issue-focused engagement and outreach strategies with high-profile audiences, in collaboration with communications staff across the organization. A proven ability to build and develop financial support for the work is preferred.
Candidates at the Senior Fellow level normally will have at least two of: a PhD or other terminal degree; significant professional experience making or implementing defense policy, military strategy or operations, or foreign policy and conducting policy analysis; and a record of publication in peer-reviewed academic or policy journals, or at least one sole-authored book. A Senior Fellow candidate will be capable of providing breakthrough thinking in relevant policy areas and of influencing the intellectual discourse, and will be recognized as an authority within a particular area of defense and security scholarship or policymaking.
Outstanding written and oral communication skills, along with professional fluency in English, are required of all candidates. Professional experience in or directly with the U.S. government, specifically the Department of Defense, are strongly preferred. The successful candidate must be motivated yet flexible, diplomatic, creative, trustworthy, a good team player who seeks to participate in FP's community of scholars and staff, and able to thrive in a fast-paced yet collegial environment.

Our OMC Technical Fellow will be the voice of manufacturing to ensure manufacturing process capability and control are key considerations to product design requirements. This position is a Hybrid role based at our facility in East Hartford, CT and will require travel to other Pratt & Whitney locations as needed. Employees who are working in Hybrid roles will have a blended work environment between onsite and offsite (once site presence is expanded).
