The current HUCLA medical center hospital is not compliant with the state mandate seismic code, and therefore a need for replacement new hospital. In addition, there will be outpatient, support building, parking structure/surface lots, central utility plant, 12KV/66KV substation, and utility corridor projects. The scoping documents are complete, initial demolition/move management has already started, and major D/B procurement is underway.
The entire program is scheduled to finish in fall 2027.
Daily Responsibilities:
* Program schedule update, revisions, cost and resource loading and run regular cash flow report.
* Review baselines schedules and monthly and weekly schedule updates.
* Prepare what-if scenario schedules that are based on change in sequence and inform management of possible outcome of the re-sequence.
* Review/analyze time impacts and provide time impact resolution.
Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
* B.S civil or construction management with 8-10+ years of experience
* Strong attention to detail with highly organized work habits
* Demonstrated accuracy, reliability, and accountability in prior roles

Clark is seeking an experienced Systems (MEPF) Preconstruction Engineer with a preferred expertise and focus in electrical and low voltage systems to support our LA/OC Offices. **Responsibilities:** + Lead various aspects of the MEPF systems (electrical and low voltage experience is preferred) preconstruction process with internal team members, trade partners, designers, engineers, and project stakeholders to deliver a design that is on budget, on schedule, and compliant with program standards
+ Analyze drawings, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for projects
+ Drive value analysis process by identifying opportunities on projects and sharing insights on how to make the design more cost effective, efficient, and constructable
+ Leverage personal knowledge base and experience to collect and analyze cost data, identify options, provide recommendations and solutions to budget and design issues as they arise
+ Conduct document reviews during the development of Construction Documents to verify compliance with program, design intent and pace of advancement
+ Lead stakeholder decision meetings, design progress meetings, value analysis sessions and design conferences related to the MEPF systems
+ Support the preconstruction lead in the development of design deliverables and workflow during the design process, including critical decisions regarding design packaging to support subcontracting and permitting
+ Collaborate internally with project managers, preconstruction managers, other trade cost estimators, and field leadership to develop overall project cost and schedule
+ Develop trade partner RFPs and RFQs for a best value trade partner evaluation and selection
+ Solicit trade partner and/or vendor quotes and evaluate them for scope, qualifications, risks and opportunities
+ Lead meetings with trade partners to identify and resolve scope gaps/double-ups, schedule opportunities/challenges and design options
+ Perform risk and contract management responsibilities as required on bids
+ Assist in developing a strategy to achieve small, minority and/or disadvantaged business participation
+ Maintain a database of estimated and actual costs and lead times
+ Examine construction sites to account for unusual or challenging conditions in the estimate
**Qualifications:**
+ Undergraduate or graduate degree in engineering, architecture, construction management, a related discipline, or relevant work experience

The Estimating/Preconstruction Department is responsible for preparing budgets and bids for all Atkinson projects, and for continuous preconstruction on awarded projects that are in the development phase. The responsibilities of the Estimating/Preconstruction Department include compiling qualified bidders lists; issuing invitations to bidders; soliciting bids; preparing estimates for all Atkinson work, quantifying and pricing labor and materials; receiving bids; and reviewing bids to prepare total project costs. Responsibilities:
Maintain high standards of professionalism and ethical behavior when representing the Company.
