About the City:
The City of Banning is located in Riverside County along the route of U.S. Interstate 10 approximately 25 miles northwest of Palm Springs and 82 miles east of Los Angeles. Beautifully situated in the San Gorgonio Pass between the two highest mountain peaks in Southern California, Banning is only minutes away from many desert and mountain resorts. One of Banning's unique characteristics is that it provides the serenity of a rural setting ,yet it has easy access to major metropolitan areas.
Its unique location is at a relatively high altitude (2,350 feet) in the pass which provides a favorable year-round climate and air quality. Its municipal boundaries encompass 22.117 square miles.
Incorporated in 1913, Banning is a general law city with a council/manager type administration. The City has five elected council members, one of which is chosen mayor by the Council. The City Manager is the Chief Administrative Officer and is appointed by the City Council. The City of Banning is a full-service municipal government, which owns and operates its own electric and water utilities.
It also offers its residents an airport, local police protection, municipal bus service, seven parks, a swimming complex, the seasonally operated Playhouse Bowl, as well as youth and leisure programs. REPRESENTATIVE DUTIES: Patrols assigned areas to ensure the security of life and property, observe situations, and deters crime by providing high visibility; responds to suspicious activities and answers emergency calls for service; enforces State, local and Federal laws and ordinances; issues verbal warnings and citations; pursues and apprehends suspects and requests assistance as required; investigates juvenile and designated adult criminal activity and incidents as the responding officer; coordinates crime scene control and investigation, including interviews and interrogations, identification of witnesses; oversees collection and preservation of physical evidence; restores order, protects life and property, and maintains other logs and records; investigates traffic accidents and provides traffic and crowd control as necessary; participates in special details and assignments, including K-9, motorcycle traffic officer and related activities; retrieves, identifies and returns found property and/or evidence to owners; provides emergency aid and assistance to incapacitated persons and requests additional response; provides information, directions, and other services and assistance to the public; testifies in court, as subpoenaed.

Typical Qualifications
MINIMUM QUALIFICATIONS: Possession of a high school diploma or GED certificate; college level course work in criminology, law enforcement, social sciences, public administration or a related field is desirable. Must be 21 or older at time of application; be a U.S. citizen; possess and maintain a valid California Driver License; be willing to work evenings, nights, weekends and holidays and must not have any felony convictions.
Lateral applicants: Must be currently employed or employed within the past 12 months as a California Peace Officer with a minimum of one year of experience and possession of or eligible to possess a California POST Basic Certificate

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS: Requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping, and the ability to lift up to 25 pounds or more in the performance of daily activities. Requires both near and far vision and the ability to distinguish colors and acute hearing. Incumbents may work outdoors in all weather conditions. Entails working in hazardous situations, which may involve abusive persons, potential physical violence and the potential of risk of exposure to chemical and biological hazards.
RETIREMENT: New employees with uninterrupted recent service with CalPERS (Classic employees) pay 5% of the employee rate and the City shall contribute 4% to total the required 9% with the 2% @ 50 Plan and 3 Year Average formula. New hires (PEPRA employees) with no CalPERS service as of January 1, 2013, will pay 13.75% of the employee rate and will be subject to the 2.7% @ 57 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Public Employees' Pension Reform Act law. The City also participates in Social Security, including Medicare costs.
CITY PAID BENEFITS: City employees can participate in an employer paid CalPERS mid-tier HMO Healthcare Plan. Participating employees are also provided cafeteria benefit money to use for dental, vision, and supplemental plans.
All members of the Police Unit shall pay for a long-term disability insurance plan.
LIFE INSURANCE: The City provides a basic life insurance policy to each employee in the amount of $50,000.
EDUCATION INCENTIVE PAY:
Educational incentive pay is based on qualifications and guidelines in current BPOA MOU.
TUITION AND BOOKS REIMBURSEMENT: Police Unit employees, who pass probation, will receive a maximum of $4,000 per fiscal year for tuition and books for all Police Unit employees enrolled in an approved Associate of Arts/Sciences or Bachelor of Arts/Science Degree or Master of Arts/Science Degree program in a university or college recognized by an accrediting institution.
BILINGUAL PAY: The City pays an additional 5% of the employee's salary for employees who are certified in certain languages.
SPECIAL ASSIGNMENT INCENTIVE: The City shall additionally pay a 5% premium for the following special assignments, provided that no such premium shall attach when the officer is otherwise working an 84-hour shift: This premium pay shall be effective with the beginning of the payroll period starting after July 1, 2001 and shall not be pyramided.

UTILITY ALLLOWANCE: $150 per month towards the cost of water and electric service shall be provided to employees who reside within the City limits of the City of Banning.

TAKE HOME VEHICLES: The City has established a program for those police officers living within 35 miles driving distance to take home marked police vehicles.

DUTIES:

MINIMUM REQUIREMENTS:

EXAMINATION:

EMPLOYEE BENEFITS - POLICE OFFICER
HOLIDAYS - Holidays shall be granted on the basis of twelve (12) hours per month with no specific date designated.
VACATION - All public safety employees accrue a total of three hundred twenty (320) vacation hours. After completion of 60 months of service, forty (40) additional hours vacation shall be granted.
SICK LEAVE - Eight hours per month accrued by full-time employees for sick leave. There is unlimited accumulation, and the City has an annual payoff plan for unused sick leave, plus a payoff plan upon termination.
HEALTH INSURANCE - Employees hired prior to January 28, 2017, the City will provide up to $1,306.24 per month (Kaiser Family rate) towards health coverage through the Public Employees' Retirement System (PERS). Employees already covered by a health insurance plan equal to or better than the City's PERS coverage may cash out $600/month. Employees hired on or after January 28, 2017 are not eligible for the retiree longevity stipend. Tier 3 employees shall also make a mandatory $50 per month contributions to the Retiree Health Savings plan.
DEFERRED COMPENSATION- The City shall contribute a one-time, six hundred dollars ($600.00) deposit into the members' deferred compensation accounts, who participated in a deferred compensation program during Fiscal Year 2014-2015. Effective July 1, 2015, the City shall match up to fifty dollars ($50.00) per month for members who participate in a deferred compensation program.
DENTAL - The City contributes up to $62.23 per month towards premiums.
VISION - The City contributes up to $45.42 per month towards premiums.
LIFE INSURANCE - The City provides 2 plans: 1) one-half of the employee's annual salary, plus a $100,000 accidental death while on duty plan; and 2) a $10,000 life and accidental death while on duty plan.
SENIOR OFFICER PAY (LONGEVITY)- 10 years of service = 2% of base salary; 15 years of service = 3% of base salary; 20 years of service = 4.5% of base salary; and 25 + years of service = 7% of base salary.
RETIREMENT - The employee pays the entire member contribution to the Public Employee's Retirement System. Lateral as an "Classic" CalPERS member enters at Lateral as a non-existing "Classic" CalPERS member with reciprocity agreement enters at Lateral as "New" CalPERS member without reciprocity agreement enters at 2.7%@57. Options include single highest year, post-retirement survivor benefit, military buyback service credit and service credit for unused sick leave.
RETIREE MEDICAL BENEFIT - Provided employee has minimum of 20 years of sworn service, five of which were with the City of West Covina, the City will pay up $1,004.80 per month.
TUITION REIMBURSEMENT - The City provides a tuition reimbursement program, up to the equivalent of yearly costs for seven (7) units of the California State University of Los Angeles (CSULA) cost, for continuing job-related education.
EDUCATION INCENTIVE - The City pays the following percentages of base salary per month for education incentive: 2% for an AA/AS degree or equivalent (60 semester or 90 quarter units); 2% for an Adv. POST; 4% for an AA/AS or equivalent (60 semester or 90 quarter units) & Adv. POST; 4% for a BA/BS degree; 6% for a BA/BS degree and Adv. POST; 4% for a MA/MS degree; and 8% for a MA/MS degree and Adv. POST. Duties and Responsibilities:

Typical assignments include:

Qualifications:
GL-9: You qualify for the GL-9 grade level if you possess one (1) year of specialized experience, equivalent to at least the next lower grade level, performing duties such as:
· Performing physical searches of detained individuals, their vehicles, and their immediate surroundings for weapons, contraband, currency, and other evidence.
· Apprehending, physically restraining, or working with law enforcement officials to identify or apprehend violators of state, federal, or immigration laws.
· Proficient in the use of firearms, preparing investigative reports, serving court orders (e.g., warrants, subpoenas, etc.), and gathering evidence for criminal cases prosecuted through the court system.
If you have previous or current law enforcement or military law enforcement experience, you may qualify at the GS-11 grade level.

Other Requirements:
Citizenship: You must be a U.S. Citizen to apply for this position.
Residency: You must have had primary U.S. residency (including protectorates as declared under international law) for at least three of the last five years.
Age Restriction: In accordance with Public Law 100-238, this position is covered under law enforcement retirement provisions. Deputy Sheriff - Out of State: Out-of-state candidates who have obtained a basic academy certification from another state can contact California POST and apply for a POST waiver letter. Class Concept
Under general supervision, interprets and enforces the regulations and laws of the State of California; interprets and applies the legal methods and techniques of arrest, search and seizure; applies the principles of patrol and investigation; performs other related duties as required.
The Deputy Sheriff is the journey level classification for sworn law enforcement positions in the Sheriff's Department. Incumbents perform a wide variety of law enforcement functions or concentrate on a few or single specialized activities. The Deputy Sheriff assignments consist of patrol, court services, contract agencies, resident posts in remote areas, jail facilities or specialized programs such as training, burglary prevention and community liaison. Incumbents occasionally supervise others in the completion of a specific task or project.
Examples of Essential Duties
Patrol an assigned area to prevent crime, apprehend suspects, control traffic, enforce laws and regulations, make evictions, and post notices of auction.
Conduct preliminary and follow-up investigations incident to arrests, suspected criminal activity and traffic accidents.
Appear and testify in court as to investigative findings and other activities incident to responsibility for law enforcement.
Serve various civil and criminal documents; prepare reports and return them to their original jurisdiction.
Effect custody and ensure safe storage of held property and evidence.

Recruiting Guidelines
Education: Graduation from high school, attainment of a satisfactory score on a G.E.D. test or possession of a certificate of proficiency issued by the California State Board of Education.
Experience: None.
Knowledge of: Federal, state and County codes and ordinances and department rules and regulations relating to law enforcement; modern approved principles and procedures of law enforcement work; court and evidence procedures; court decisions affecting law enforcement practices; the use of the English language and mathematical concepts typical of that derived from basic course work in these subjects at the high school level.
Ability to: Read, and understand departmental policies, rules, instructions, laws and ordinances and general literature pertaining to law enforcement activities; analyze and interpret legal codes, police problems and criminal evidence; adopt quick, effective and reasonable courses of action, giving due regard to surrounding hazards and circumstances of each situation; understand and follow written and verbal directions; maintain accurate records and prepare clear, concise and understandable reports; perform mathematical computations rapidly and accurately; learn the use and care of small firearms; establish and maintain effective working relationships as necessitated by work assignments; climb barriers, jump obstacles and perform strenuous physical activities, control resisting subjects with a minimum of force necessary to effect and arrest; read, write and speak English at a level necessary for satisfactory job performance.
